The mission of the IPSC is to provide research results and to support EU policy-makers in their effort towards global security and towards protection of European citizens from accidents, deliberate attacks, fraud and illegal actions against EU policies As of January 2012 IPSC has 299 staff positions Women represent 33% of the present staff Scientist and technicians 80 % Admin. & support 20 %

Digital Citizen Security Unit Mission Statement Strengthen the trust and security of the European Citizen in a sustainable and inclusive ICT based European society by scientific research on how emerging Information and Communication Technologies will impact citizens' daily life. In the balance between European security needs and fundamental citizen rights, the unit works on risk mitigation, on cyber security, data protection, privacy and other ethical considerations, and on the associated legal and regulatory frameworks.

Conditional Autonomous Surveillance for Emergency Management LOCCATEC & ASPIS FP5 IST completed in 2006 FP7 SST completed in 2012

The LOCCATEC system A tool in support of SAR operations in the event of a building collapse Collapses of buildings are the cause of a considerable number of casualties in Europe and worldwide. Effective search & rescue (SAR) operations are necessary to reduce human casualties following building collapses. The prompt availability of reliable information is crucial for minimizing the search time for persons trapped in the ruins as well as for better planning the rescue, thus increasing the overall effectiveness of SAR operations.

Scope The development of a prototype system, which provides the rescue teams quickly and cost-effectively reliable information on: 1. The presence (or not) of people in each space of the building during its collapse 2. Essential background information on the building (floor plans, use of each space, etc.) 3. Provide audio link with the trapped persons In addition, the LOCCATEC system could provide useful information on the state of the ruins, possible pathways, mode and mechanics of the collapse etc.

Conditional autonomous surveillance in public transport

ASPIS - scope Scalable, modular, surveillance/alarm system providing prompt, pertinent information to the emergency responders without compromising citizen s right to privacy ASPIS records and transmits information only on the occurrence of an emergency event

ASPIS 3 operational scenarios 1. Underground metro / suburban rail: on-board surveillance, on-board explosion / gunshots 2. Ferry vessel: doors / accesses to sensitive rooms / spaces 3. Ferry vessel: cabin occupancy under vessel evacuation conditions

ferry vessel evacuation Under evacuation conditions, sailors ensure cabins are empty and activate ASPIS system at each corridor. Anyone passing through a corridor would trigger alarm and video tracking.

ferry vessel sensitive door Sensitive doors are monitored by ASPIS cams from both sides. Upon opening, an alarm is triggered and pictures are sent and recorded on the bridge. Alarm persists as long as door is open!!
