The Urban Development Network Workshop on Urban Development Strategies Budapest, Hungary 17 October 2017

Aalborg region and city City approx. 135.000 inhabitants Municipality: 212.000 Approx. 3.69% of the Danish population (5,7 mio.)

Aalborg the little tough big city Aalborg 1975

Aalborg the little tough big city Aalborg ca. 2005 The road from 70 ies was a great barrier between city and waterfront Political battle between: improvement of city quality and access by car to the shops is crucial

Aalborg the little tough big city Contemporary Aalborg (2016)

Aalborg the attractive city Aalborg is the growth dynamo of the region (Northern Denmark) Concentrated urban development in the growth axis Climate adaptation Mobility driven urban development Business city Synergy between private and public investments

Urban development principles Building on the hills, inside the existing boarders Concentrated urban development in the growth axis Densification AND green development Attention to the Fjord, the landscape and the green and blue connections Water in the city climate adaptation and recreation The city for everybody full accesibility

Strategic planning Integrated approach Strategies and Projects (airport) Small towns and rural areas City center (growth axis (+BUS)) Suburbs (City center) (new industrial harbour) Integrated approach Well-being Growth Green (the mall) (Growth axis) Turnover in thirds 1/3 of the revenue lies: Aalborg city centre City Syd (Mall) Other (rural and towns)

Dogmas IMPORTANT PRINCIPLES FOR FUTURE ACTIONS Growth Growth must create quality reversible connection Integrated solutions which balances growth with green and social qualities To belong to a place and have influence on ones own life gives life quality and meaning. Housing types to the different wishes and life situations for the citizens Creation of attractive urban and housing environment not for the citizens but with the citizens Good mobility for biking and walking must ensure connection and balance in every-day life Connectedness with nature and urban landscapes is important for well-being, identity and safety. Make use of green potentials in the city and on the country Quality

Liveability in the suburb - Skalborg

Who decides what happens growth and quality Fragmented area, with negative identity 7000 inhabitants 3000 jobs A lot of different stakeholders (the mall, commuters etc.) Great will to invest (3-5 grocery store projects more than 450 new homes projects) A wide range of local inquiries, regarding traffic, safety, identity, mobility, nature, coherency, etc. Iben (før byudviklingsplan) Andersen Msc. Architecture and Design

Masterplan focus on neighbourhood Crossfield, stakeholders Situated between two strong economic interests City service Traffic liveability Conflicting discourses (internal and external) Focus: the neighbourhood Goal: to increase liveability in cohesion with the outer discourses and not in conflict with them Transit traffic Economic agendas Non local stakeholders Economy Identity Balance Relationer i planlægningen

Urban development process - theory

Strategic planning Integrated approach Well-being: Functions and synergies, prioritize projects that strengthen the masterplan - cohesion Growth: Urban development and transformation rather than creating more fragments prioritized projects Green: articulating and improving green connections and qualities Well-being Growth Green

Urban development process - practice The Masterplan integrates: new housing typologies, transformation of old industrial areas, a strategic concentration of functions, an upgraded frame for future planning, articulation of connections and an exchange between enclaves (rich and poor) more accessible green areas, a mental transformation as well as physical.

Planning involvement setting the frame Planning takes time. Building trust and local networks take time - and clear roles Find mutual ground, i.e. the tunnel Empowering also mean that they get influence. Be strategic and remember to focus on the narrative Projects change the city, physically and mentally. Roles and opinions change during the process.
