A Gateway to Safety The New Powered Gates Certification Scheme Mark Gallagher and Graeme Hazlewood

NSI: who are we? NSI: Leading specialist Certification Body in the Security and Fire sectors UKAS Accredited 45 years in the industry 1800 Approved Companies; mostly installers of: Intruder and Hold Up Alarm Systems Electronic Access Control Systems Video Surveillance Systems (CCTV) Fire Detection, Alarm and Suppression Systems

NSI: what do we do? Provide UKAS Accredited Certification of Security and Fire Products & Services and Quality, Environmental and H&S Management Systems NSI Gold and Silver Certification Schemes Awarded against British, European & International Standards and Codes of Practice Strict qualification criteria Products and processes regularly and rigorously inspected

NSI: what s it to do with us? Security and Fire sectors are commercially driven Strong links to insurance industry Driven by British and European Standards NSI Gold and Silver Certification Schemes Strict qualification criteria Products and processes regularly and rigorously inspected Certificates of compliance against installations

NSI: what s it to do with us? Many NSI companies are: o Involved in installing and maintaining Powered Gates o Often part of an integrated security solution o Responding to market demand o Inheriting systems from other installers Limited awareness of standards and legal requirements for installation and maintenance Installers concerned: feel exposed

Why worry? High profile, tragic accidents 7 deaths in 10 years 8 serious (life-changing) injuries Unknown number of minor injuries and near misses All avoidable! Estimated 1 million powered gates in UK Estimated 65% of these are unsafe

A Not Untypical Example! Shopping Centre: Staff Car Park. Slides past a pedestrian gate, through a wall, out past a railing window, into a parking space, on a pavement

Why is there a problem? Poor understanding of risks presented by powered gates Poor understanding of legislation and liabilities: o Powered gates are machines and the Supply of Machinery Regulations apply o Health and Safety at Work Act applies to all installer and maintainer activities Standards not fit for purpose Lack of clear guidance on how to make a gate safe or a safe gate Safety costs!

Solving the problem Recognise there is a problem Door and Hardware Federation (DHF): leading trade association in the industry DHF Powered Gate Group: oset up in response to safety issues o120 member companies odeveloped a training course o600 installers trained

Solving the problem NSI teams up with DHF to: Produce a Code of Practice for Powered Gates Develop a Certification Scheme for Powered Gates 3 year programme Wide consultation with industry and HSE Draft Code of Practice completed in 2015

Basics of the Code Code of Practice addresses the fundamental questions: o What laws apply and to whom o What training do you need o What are the risks and how do you identify them o What needs to be considered in the design process o What is required in the install, test, commission and handover phases o What are the documentary requirements o How to manage an unsafe gate

Pilot Audits Test the Code against reality Train auditors o Bespoke Diploma course set up by Nick Perkins of DHF o Product familiarisation o Walk-through audits Select volunteer companies for pilot audits o Six companies (mix of NSI and DHF) Carry out pilot audits to test: o The auditors against the Code, the industry and the British weather! o The companies compliance against the Code o The Code against the realities of the industry o Develop our internal processes

Pilot Outcomes Minor modifications to Code: o Review of how and what evidence is provided o Review procedures for managing issues with premanufactured gates Code Ready to Go: DHF TS011 Live Now Audits: o Sound audit model: continue developing audit process o Auditors at basic competency level: continue to develop auditor competency Scheme Ready to Go: 1 July 2016 Need to get the auditors some decent foul weather gear!

Scheme is ready to go What next? Gates Gold (Code plus QMS) Gates Silver (Code only) Continue to develop auditor competency Grow the pool of auditors to meet demand Continue to reassess the Code Apply for UKAS Accreditation
