Maine Fire Chiefs Association 2016-2017 Strategic Plan 1. The MFCA will continue to be the leader on issues that impact fire and life safety. 1.1 Promoting state adoption of national consensus codes and standards. 1.2 Promoting fire and life safety through Public education. 2. The MFCA will continue to be the leader in the field of EMS. 2.1 Continuing to monitor and influence state and federal rules, regulations, reimbursements, and any legislation that impacts Fire-based EMS. 2.2 Continuing to educate its members regarding the Affordable Care Act. 2.3 Encouraging members to participate with Maine EMS, Regional EMS Councils and the Maine Ambulance Association. 2.4 Continuing to support and promotion of Fire-based EMS. 2.5 Promoting public EMS education. 3

The MFCA will continue to be the Legislative Advocate for Maine s Fire Service at the county, state, and federal levels. 3.1 The continuation of the Legislative Breakfast. 3.2 Attendance and participation in other legislative opportunities at the county, state and federal levels. 3.3 Utilizing the sixteen County Representatives to broaden the actions and effectiveness of the organization. 3.4 Continuing to support sending members to the Congressional Fire Service Institute. 4. The MFCA will continue to reach out to Maine Town, City and County Management Association and Elected Officials to communicate and collaborate on issues that impact fire, EMS and life safety for Maine s communities. 4.1 The MFCA President and/or his designee contacting the MTCMA President for the purpose of maintaining ongoing communication. 4.2 Promoting the importance of complying with the National Fire Incident Reporting System as required by Maine State Law. 4.3 Continuing to actively promote the Maine Fire Chiefs Association Professional Certification program. 4.4 Continuing to provide educational opportunities on collaborative issues that impact fire, EMS and life safety to the managers. 4.5 Promoting the value and benefit of their Fire Chief s membership and participation in the MFCA. 4
5. The MFCA will increase the value of membership. 5.1 Continuing to offer professional development at membership meetings. 5.2 Providing information to the County Directors to serve as effective conduits to improve communications between the MFCA and the departments and associations they represent. 5.3 Providing and promoting peer mentoring and access to best practices. 5
Maine Fire Chiefs Association Strategic Initiatives Recruitment and Retention. EMS Reimbursements. All Hazards Training Facilities. Support the new statewide fire reporting system. Raise Awareness of the new Fire Dispatch Protocols. Continue to educate, promote and implement residential sprinklers. Support the Community Risk Reduction Program. Carbon Monoxide Bill. Work with an improve communications with DHHS and Hospitals/ER Nurses on EMS issues, including the future impact on the Public Health System. 6
