I. THE SITUATION OF RURAL ROAD DECENTRALIZATION & MAINTENANCE MANAGEMENT 1. II. RURAL ROAD MAINTENANCE MANAGEMENT 2. Rural Road Maintenance & Management a. The situation of rural road maintenance & management Oganizational Structure In MOT, there is a local transport division under Dept of Planning & Investment (including 2 staff) In DRVN, there is a local transportation division under Infrastructure & Road Safety Dept, currently including 01 manager & 01 staff, besides with involment of the Department Directors who are in charge of certain areas in this issue. Regional Road Management Units (RRMUs) are developing human resources departments to manage local transportation In PDOTs, there are Transportation Tepts or Planning & Technology Depts, some of those have Rural Transportation Depts. There are industry & trade depts managing rural transportation in district levels There is not any rural transportation management unit, just having cadastral staff involved in this

II. RURAL ROAD MAINTENANCE MANAGEMENT 2. Rural road maintenance & management a. Introduction There are some sub-units or some groups under district/commune people s committee/town involved in rural road issues; There has not got any organizations working in rural road issues at province level; Mobilizing workers at the end of a year to repair in damaged roads at commune level. Commune/hamlet/road to farm have not been paid attention.

II. RURAL ROAD MAINTENANCE MANAGEMENT 2. Rural road maintenance & management b. Rural road maintenance & management Organizational structure: There are rural road organizations respective levels Local road division under DRVN; DRVN has made additional duties of governmental management on rural road towards RRMUs ; Strengthening professional human resources in industry & trade dept at district levels; At districts, it should be developed road sub-units or maintenance team under district people s committee to manage rural roads. These units are responsible of the commune road systems Maintenance works: Classification and road data management on rural road Rural road maintenance works at

III. RECOMMENDATION 1. There are various management decentralization model at local level, it needs to summarize and assess what the best organizational model is the most efficient. It needs to develop suitable and innovative maintenance management. 2. At district level, It needs to have professional divisions working in transportation and road sub-units work in road maintenance at district level. At commune level, it should have sustainable staff majorly working in rural road issues 3. The mechanism for NH maintenance with Performance Based Contract (PBC) model should be completed and it then should be revised to apply for rural road. It needs to strengthen inspection work, monitoring and leading from PDOT to the District, from the District to the Commune.

III. RECOMMENDATION 4. Developingroad database, particularly in rural road database 5. Maintenance & quality managementworks It needs to innovate maintenance management methods, in fact there are many manual steps for this work which stays behind the modern NH system. It should apply for modern technology, improve professional specialty and supply appropriate equipment besides it needs to improve traditional contract and inspection work that would move up maintenance work in modernization way. Road safety corridors have been occupied seriously that cause unsafely to users. People set up business on 2 road sides that cause an obstruction

THE MODEL OF ORGANIZATIONAL MANAGEMENT AND ROAD MAINTENANCE IN ROAD SUB-UNIT - NA HANG DISTRICT ORGANIZATIONAL MANAGEMENT CONSTRUCTION MANAGEMENT & ROAD MAINTENANCE PERFORMANCE
