This basis considered, we find no reason to disqualify Hannula Landscaping, and therefore recommend Hannula for this project. 1 Although all bids are greater than the budget, the lowest bid is over by less than $22,000 or 1.5% of the total project budget. Furthermore, the difference in bid price between the two lowest bidders is less than $2,000. In our estimation the overall consistency in bid prices does not warrant a re-bid.
