Bellway Homes Ltd (Yorkshire) are preparing a reserved matters planning application for a residential development of 293 homes at land North of Yew Tree House on Bridlington Road in Driffield. Outline planning permission was granted for up to 294 homes in March 2015, which means that the principle of residential development on this site has been approved by East Riding of Yorkshire Council. The application which will be submitted by Bellway Homes Ltd (Yorkshire) will be for the approval of the details of the layout, scale, appearance, access and landscaping of the development. SITE ANALYSIS 2 6 1 3 4 5 SITE ANALYSIS The site is the first phase of development of a wider site which is allocated for development in the Local Plan. The Council has allocated the wider site for around 810 new homes and will include the provision of a new access to the A614 bypass and significant areas of new outdoor play space and amenity land. The site is situated on the South-Eastern part of the wider allocation and bound by Bridlington Road on its southern boundary. The constraints and opportunities plan above represents an assessment of the site and surrounding area. THE PROPOSALS 5 6 3 8 4 2 1 Given that outline planning permission has established the principle of developing the site for new homes we seek to apply to East Riding of Yorkshire Council for the detail of the following: Access to and within the site Landscaping Layout External appearance (design) Scale (size of the buildings). ACCESS The main access to the site will be taken from Bridlington Road via a roundabout. There will also be a potential access through to the larger allocation. soften the new built development and integrate it into the surrounding landscape. A large area of green space with public footpath runs through the site, with a local equipped area of play situated on the eastern end. LAYOUT A layout has been prepared based upon our assessment of the site, local character and the development concept. The layout of the site enables future connectivity with the wider allocated site once this comes forward for development and integrates with the existing settlement. LANDSCAPING The layout provides a significant amount of landscaping to enhance its setting. DWELLING DESIGN BESWICK HAMBLETON ABERFORD HAWTHORNE EXTERNAL APPEARANCE AND SCALE Careful consideration has been given to the final design of the proposed house types to ensure they reflect the character of the area. TECHNICAL DETAILS Technical assessments were undertaken to support the outline planning application which have been assessed by the Council. In granting planning permission for up to 294 homes on the site, the following technical details have been agreed. SCHEME BENEFITS The scheme will provide 25% affordable dwellings integrated into the development, accessible open space for new and existing residents and a highways works contribution towards future infrastructure works on the A164. DRAINAGE The site is situated within Flood Zone 1 which means that it is not considered to be at risk of flooding. Measures have been incorporated within the design of the site to ensure that its development will not increase the speed of surface water runoff, nor increase flood risk elsewhere. ECOLOGY An ecology survey has been undertaken and found no evidence of protected species within the application site. The green infrastructure included within the site layout, along with the SUDs and new tree planting will encourage and support a range of biodiversity. AMENITY AND PUBLIC PROTECTION A Construction Method Statement will be adopted to ensure that any noise from construction is within acceptable limits and mitigating measures are put into place to limit dust and dirt from the site. Appropriate separation distances between existing and proposed residential properties will be considered as part of the reserved matters application HERITAGE AND ARCHAEOLOGY There are no heritage assets within the site and the development of the site does not restrict any views of heritage assets. Kirby Homes of Rest is a local heritage asset and is located to the south west of the site. Development has been set-back from this area, and screening prevents any conflict between the proposed development and the existing building and cemetery. Any archaeological artefacts which may be found on the site will be identified, evaluated and recorded prior to development commencing on the site. SUSTAINABILITY The site is within a sustainable location and facilities within Driffield are all within walking distance of the site. These include shops, services and schools. Bridlington Road offers a direct bus route into Driffield and Bridlington, and cycle provision is also made within Bridlington Road towards Driffield town centre. In addition to being in close proximity to a range of facilities, the site will incorporate areas of public open space, an equipped play area and SuDs. OTHER BENEFITS The New Homes Bonus Scheme provides funds for areas that allow new homes to be built. East Riding of Yorkshire Council would receive a total of circa 3.8m in New Homes Bonus. The development would also support construction jobs during its build period. Following construction, residents of the new development would support Driffield s viability as a local service centre through their local spending and use of services and facilities in the town.

After carrying out its own consultation process and assessing the application in detail, East Riding of Yorkshire Council will then decide whether to approve or refuse the application.
