2 Introduction This presentation will describe the role of the (ACEC) within the International Electrotechnical Commission (IEC) The presentation will begin with the history of ACEC and will mention some of the major accomplishments over the years While the terms of reference of ACEC have been modified by the IEC over more than 20 years, the current objectives of the organization are to oversee the development of EMC standards within the IEC and to support product committees in their use of basic and generic EMC standards as described by IEC Guide 107 At the end of the presentation, some of the "hot topics" will be mentioned

IEC Standardization Management The SMB manages the development and supervision of the IEC standardization work There are 15 members to the SMB and the Chairman is an IEC Vice-President The SMB is supported by advisory committees (8) and strategic groups The advisory committees include ACART (on applications of robotic technology ACEA (on environmental aspects) ACEC (on electromagnetic compatibility) ACEE (on energy efficiency) ACOS (on safety) ACTAD (on transmission and distribution) ACTEL (on telecommunications) ACSEC (on information security and data privacy) 4

5 History of ACEC - 1 The IEC Committee of Action (predecessor of the SMB) set up an EMC Coordinating Working Group (EMC-CWG) on 21 June 1978 Scope was to make sure EMC standards were being properly applied First meeting was in Geneva from 12-13 March 1980 Chairman was Prof. Ralph Showers (US) and he served from 1980 1991 During this period the name of the working group was changed to ACEC

History of ACEC - 2 The Chairs of ACEC have included Prof. Ralph Showers (US) 1980-1991 Mr. Georges Goldberg (CH) 1992-1996 Dr. William Radasky (US) 1997-2008 Mr. Diethard Moehr (DE) 2009-2013 Mr. Don Heirman (US) 2013 to Present Over the years the Terms of Reference (TOR) for ACEC and other advisory committees have changed with regard to their membership and methods of operation 6

7 Organization of ACEC - 1 The current membership of ACEC is informally organized into three basic groups Horizontal Committee Members CISPR and TC 77 and their subcommittees (4 from CISPR and 4 from TC 77) SMB appointed experts (3) Product TC/SC Members who are actively working on EMC aspects The Chairman of ACEC is elected by its members for a 3 year term with one three year extension ACEC meets twice each year in different locations with the most recent meeting held in Paris, France from 11-12 April 2018

8 Organization of ACEC - 2 Scope: EMC considers all aspects of the ability of an equipment or system to function satisfactorily in its electromagnetic environment without introducing intolerable electromagnetic disturbances to anything in that environment. The object of ACEC is to advise the SMB and to guide and coordinate IEC work relating to electromagnetic compatibility (EMC) matters in order to ensure consistency and to avoid duplication and conflict in IEC EMC standards. Scope is currently well defined in the ACEC Terms of Reference (recently updated) and allows efficient contributions to the IEC community Invite TCs to the meetings when EMC issues arise (and inform the SMB of these issues) Resolve EMC issues that are assigned by the SMB to ACEC for resolution Define strategies concerning how to co-ordinate multi-tc/sc EMC matters

9 ACEC Stakeholders & Interactions Internal to IEC - TCs represented in ACEC - ACEC has liaisons with TC 106 (Human exposure) and SyC (Smart Energy) External to IEC - Agenda of every ACEC meeting allows for reports from ISO, ITU-R, ITU-T, CENELEC, UNECE, IEEE, and ETSI. UNECE: IEEE: ETSI: United Nations Economic Commission for Europe Institute of Electrical and Electronics Engineers European Telecommunications Standards Institute - Other reports from list below representatives may be added on a case-by-case basis IMO: VCCI: JEITA: Ecma: CIGRE: CIRED: International Maritime Organization Voluntary Control Council for Interference for ITE Japan Electronics and Information Technology Industries Association European association for standardizing information and communication systems International Council on Large Electric Systems International Conference on Electricity Distribution - ACEC members may interact with the above organizations; ACEC assigns action items to ACEC members to work with these organizations on their issues - Guests are invited at meetings to present their EMC issues/reports. Regular guests are the ITU-T representative and Cigré SC C4 representative

10 Past Accomplishments - 1 Improved coordination within the IEC regarding EMC aspects as part of ACEC s overall strategy: Responded to SMB requests to resolve conflicts between IEC committees (e.g. power harmonics from PCs up to 2 khz) Provided OIML (International Organization of Legal Metrology) information to ensure their measurements were not affected by electromagnetic interference (EMI) Recommended formation of a new TC (TC 106 Human Exposure) dealing with EMF measurements Created the EMC product standard review process

11 Past Accomplishments - 2 Updated Guide 107 in order to strengthen the consistency of EMC requirements in all IEC EMC product standards Guide 107 now has some mandatory requirements Supported the removal of regulatory statements in EMC standards Contributed to the update of the ISO/IEC Directives (alternative test methods & reference methods) Provided recommendations on the management of Power Quality issues separate from EMC Coordinated with ISO to minimize duplication regarding EMC immunity standardization for automobiles (Guide 107 use was recommended)

12 Hot Topics Today Address issues between TCs, e.g. the compatibility levels in the 2 khz to 150 khz band with attention to Smart Grid use Consider Smart Grid issues via System Evaluation Group 2 (formerly System Evaluation Group 3) Strategic Group 6 (Non-conventional Distribution Networks / Microgrids) Systems Committee (SyC) on Smart Energy Review the EMC implication of wireless power transfer (WPT) especially for electric vehicles Engage Young Professionals interested in EMC

EMC in the Range 2 khz to 150 khz - 1 Challenge: Generate consensus on Smart Grid and EMC requirements for grid connected products in the range below 150 khz Focus: (SMB/4946/R and SMB/5099/R) Mediation between a group of product committees representing several branches of industry for massproduced products intended for connection to Smart Grids, e.g. TC 22 representing the Active Infeed Converters (AIC) and TC 13 representing Smart Meter industries, respectively. What is required to operate AIC equipment and power line communications (PLC) on the same grid? What is the balanced approach for these technologies in controlling emissions and having a reasonable immunity level? 13

14 EMC in the Range 2 khz to 150 khz - 2 Interim solution agreed to by TC 13 and TC 22 ACEC continues to monitor the progress in resolving the issue ACEC discussed the strategy presented by TC 22 and TC 13 committees at several ACEC meetings ACEC requested that SC 77A develop a basic test standard (61000-4-19) and compatibility levels for conducted environments in this frequency range Consensus was first found in the frequency range 2 khz to 30 khz, and a compromise has recently been found for nonintentional emissions in the frequency range 30 khz to 150 khz
