Dr. Baxter welcomed everyone to the Second Draft meeting for NFPA 1992 and NFPA 1994. Members and guests introduced themselves and their affiliation. Dr. Baxter thanked everyone for their participation in this meeting to address the public comments received on the first draft of NFPA 1992 and NFPA 1994. She outlined the plan for this meeting. Dr. Baxter also mentioned that the TSWG PPE Conference will be held December 15-18, 2015, and will have a Program with over 60 presentations and, reports will be provided by several government agencies. TSWG is also publishing an update to the Guide on HazMat Standards. 3. Approval of Minutes. The minutes from the NFPA 1991 First Draft meeting held on January 20-23, 2015 in San Diego, CA were approved by the TC. 4. NFPA Staff Report and Discussion of Document Revision Process. The NFPA Staff Liaison, Mr. Tom McGowan, provided general information on NFPA procedures and timelines in an opening presentation. He addressed NFPA antitrust and patent policies to be adhered to as well as composition and balance of the TC. Mr. McGowan stated that the Hazmat TC is in balance. All principal members should designate an alternate member if they have not already done so. The Correlating Committee ballot on the second draft of NFPA 1991 was completed with no negatives, two correlating revisions were approved, and the Standard received no NITMAMs. The Standard went
to Standards Council review at December meeting, and the 2016 edition will be published in February 2016. The NFPA standard revision/development process can be found at www.nfpa.org/1991. 6. NFPA 1992 Public Comment Adjudication Actions that can be taken on the comments are to (1) Accept, (2) Reject, but see related second revision (SR), (3) Reject and (4) Reject, but hold. It was noted that any public comments that are determined to be a hold will automatically become Public Input for the next revision to NFPA 1992. To create an SR, (1) a change from the first draft will occur, (2) a committee statement with substantiation will be developed, and each SR will be balloted. The committee statement must state the reason for not accepting the comment/proposal, and shall include a valid technical reason with no vague references. The Technical Committee addressed 73 public comments. Language was included to clarify the scope of the standard to address liquid chemical protection. It was decided that a design requirement shall be established to prohibit manufacturers from specifying the application of external adhesive tape in the assembly of the ensemble to create interfaces and secure closures in order to meet the requirements of this standard. Definitions and annex material was addressed for shoe cover, bootie and sock. A new, more relevant, chemical battery was incorporated for liquid splash protection. Seams will be tested to a subset of the battery. There was the addition of language to limit the optional flash fire protection only for full ensembles. Additionally, the TC clarified the definitions of non-encapsulating and encapsulating ensembles, and definition and test criteria were added for interface gasket. Specific requirements for liquid splash protective hoods were created and a requirement that non-encapsulating ensembles be tested with specific respirators was added. New physical property testing of visor materials for encapsulating suits only was addressed. A reporting only requirement was included for reporting evaporative resistance and insulation values together with heat loss for products designated as breathable for the following the Total Heat Loss (THL) Test and the Total Evaporative Resistance Test. The requirement for the product label will specify breathable and the technical data package will require inclusion of the measurements. There are increased requirements in the user information which includes a more detailed and consistent reporting format for the technical data package. The TC worked on requirements for footwear testing (sole abrasion, toe impact/compression resistance, puncture resistance, slip resistance) to allow more latitude in the selection of footwear. It was further decided that flexing preconditioning for glove and footwear samples is not needed in NFPA 1992. Other items addressed by the technical committee include the clarification of flame resistance test criteria, and the refinement of flash fire test procedures for improved repeatability. The TC seeks to update shower test procedures for greater repeatability by incorporating new research data. The addition of new procedure for assessing field of vision and removal/reinsertion of hands into gloves for encapsulating ensembles was addressed.
NFPA 1994 Public Comment Adjudication The TC addressed 60 public comments for NFPA 1994. The following scope was developed by the TC: This standard shall establish the minimum requirements for the design, performance, testing, documentation, and certification of protective ensembles and ensemble elements used during hazardous materials and chemical, biological, or radiological terrorism incidents. NFPA 1994 will increase from three to seven classes of hazmat/cbrn protective ensembles and ensemble elements. Per direction from the Correlating Committee, the CBRN options of 1951, 1971 and 1999 are now incorporated into NFPA 1994, and dropped from the other standards. In addition to the New Class 1 requirements, the TC has included new requirements for ruggedized classes: 2R, 3R, and 4R. Revised definitions were included for non-encapsulating and encapsulating ensembles and to address the sock/bootie confusion addressed in NFPA 1992. Chemical challenge levels were addressed including 1% versus 100% gas in NFPA 1991 and 20 g/m 2 versus 100 g/m 2 liquids in NFPA 1991. NFPA 1994 is intended to address high performance, nonencapsulating ensembles. Requirements were incorporated for reporting evaporative resistance and insulation values together with heat loss for Class 2 products designated as breathable and all Class 3 and Class 4 ensembles. Similar to NFPA 1992, definition and testing criteria were added for interface materials. Specific requirements were developed for protective hoods, and a new stealth option (audible signature and color requirements) to address law enforcement needs is being incorporated. Criteria was captured to all for additional footwear options when a suit sock is used with outer boot. For Class 2, the specification of NFPA 1986 or NFPA 1981 SCBA was added. It was noted that long-term research being conducted to examine full ensemble testing for heat stress effects. To complete the second revision process, the Task Group Assignments are as follows: a. Long-term research will be conducted to examine full ensemble testing for heat
stress effects, and the TC will review the possible consolidation all three standards (NFPA 1991, 1992, and 1994) into a single document for the next revision. 8. Next Meeting.
