02 HOUSING NEED Housing Need in favour of sustainable development. Chelmsford City Council must provide new housing in order to meet the housing need for the area. Great Leighs and nearby Great Notley provide a range of services and facilities which are used by both residents of the village and those in the surrounding area. The site is well located with good access to existing community facilities and the local public transport network. The proposal will provide new homes to sustain the vitality and viability of the local community.
03 HISTORIC CONTEXT Historic Maps The historic maps below show the site in the context of the expansion and growth of Great Leighs over the past 175 years. The maps from 1839 and 1875 illustrate the ribbon development of Great Leighs along Main Road, a Roman Road between Baintree and Chelmsford. These include properties with longer back gardens backing onto the proposed site and housing fronting the western edge of Main Road. Sandylay Wood is also visible to the south east of the site. The maps illustrate relatively little change until further residential growth between 1993 and 2009. During that period, Great Leighs has grown c1839 c1875 c1952 c1993 c2009

Great Leighs has grown as a ribbon development along Main Road, which forms the core of the village. The village has a mixed character, including more recent development along Main Road and to the north west and south east of Main Road during the late Twentieth Century.
05 VISUAL CONTEXT Visual Analysis Great Leighs, surrounded by existing hedgerows. Existing residential development along Main Road, to the west of the site is visible from within the site, contributing to boundary of the site. The site has a relatively small visual envelope. It is visually contained to the west by housing and back gardens along Main Road. To the east, the landform and mature wood of Sandylay Wood screens views from the south east and visually contains the village from the wider countryside, as shown in the images below. The proposals have the potential to extend and enhance the existing footpath network, and to retain and reinforce the existing hedgerows and trees along the site boundaries.
