WELCOME TO YOULBURY In Scouting, we believe that young people develop most when they are learning by doing, when they are given responsibility, work in teams, take acceptable risks and think for themselves. Youlbury Scout Activity Centre is one of 4 centres The Scout Association runs across the UK to meet our aim of helping young people reach their potential. Since 1912 when the first Scouts used the site as a meeting place, Youlbury has grown to welcome, not just Scouts, but young people from the communities around Oxfordshire, across the UK and from around the world. In order for us to continue to offer these opportunities, to an appropriate standard and quality, we need to develop our facilities. This development plan outlines ideas for evolving Youlbury Scout Activity Centre into a environmentally friendly, informal learning environment for local, national and international visitors to benefi t from for the next 100 year of our Scouting Adventure. EXISTING SITE Northern Area In this area of the centre lies the Youlbury Lodge, the Centre Manager s Bungalow, the Service Team Lodge, the Scout Shop, a swimming pool, and a small car park of approximately 21 spaces. Southern Area This portion of the site contains the Gulf Building and the Training Centre accommodation lodges, as well as Youlbury s reception centre located in the Texaco Building. Additionally there are two small car parks and a redundant WC block. Slightly further north you ll fi nd the Lawn Hut Brazier Building, a wet weather play space known as the Activity Barn, and the OSC Den/ Scout museum. WELCOME TO YOULBURY.

Orbit Architects NORTHERN AREA DEVELOPMENT PROPOSALS New Youlbury Lagoon Centre Manager s Bungalow Maintenance Store WC Block (N) Youlbury Lodge New Caving Complex: The existing swimming pool complex will be decommissioned and replaced by a series of interlocking underground tunnels. The caving complex will offer young people the chance to embark on exciting exploration in a completely safe environment. Maintenance and Activity Store: This small barn type building will be used as an activity equipment store and a maintenance workshop. Caving Complex Outdoor Rifle Range New WC Block (N): A new WC Block will serve visitors camped in the northern portion of Youlbury s woodland centre. SOUTHERN AREA DEVELOPMENT PROPOSALS WC Block Activity Barn New Reception Centre: The hub of Youlbury will be the Reception Centre. This building will welcome guests. It will also provide a small shop and our main office on centre. Accommodation Lodge 1 Lawn Lodge Accommodation Lodge 2 Reception Centre Accommodation Lodge 3 OUR FIVE YEAR VISION. Youlbury Lodge Refurbishment: Great care will be taken to maintain the historic character of this signature building as it is converted into a thirty-six bed accommodation lodge spread over two floors. New Accommodation Lodges: 4 new Lodges providing groups with rooms ranging from 2 to 6 beds. One of the lodges will offer a larger hall for central dining for up to 120 people with the ability to split the room into smaller classroom spaces. Each lodge will have a separate kitchen with all bedrooms having en-suit bathroom facilities. The Lawn Lodge development will be inspired by the unique character of the existing Lawn Hut. New Activity Barn: To ensure best use of the centre indoor activity space is needed. The new activity barn will be an improved facility offering various indoor activities including an indoor climbing wall.

GREEN DESIGN AT YOULBURY Overall energy and water consumption will be reduced by new cost-effective environmentally friendly measures including improved thermal insulation, reduced glazing areas, heat recovery, solar powered heating, and rain-water harvesting. Solar Shingles Sustainable Timber Products Reduced glazed areas Natural ventilation systems Sustainability is related to the quality of life in a community -- whether the economic, social and environmental systems that make up the community are providing a healthy, productive, meaningful life for all community residents, present and future. Improved Thermal Insulation Proposed sustainable building design measures NATURAL WASTE WATER TREATMENT A series of dense reed beds and ponds located to the North-West of the site will provide a natural and environmentally friendly way to purify waste water on-site. The Lagoon will also provide an attractive haven for birds and other wildlife. A series of elevated timber walkways will traverse the Lagoon offering guests a fi rsthand opportunity to learn more about its functionality and the environmental issues surrounding it. This experience will be part of a wider educational programme aimed to ensure that the centre is constructed and operated in an environmentally conscious way. THINK GREEN, TEACH GREEN!

THE YOULBURY LODGE NEW RECEPTION CENTRE TYPICAL ACCOMMODATION LODGE NEW LAWN LODGE A FEW OF OUR PROPOSALS.

IMPROVED TRAFFIC MANAGEMENT ON SITE... A new site road will link Car Park A with Site Entrance 3. This will allow Site Entrance 1 to serve as the principal access into Youlbury via an informal one-way traffic system. The system will bring cars along site roads past the reception area and leave via external roads from Site Entrance 3 back to Site Entrance 1. SITE ENTRANCE I CAR PARK B SITE ENTRANCE 2 CAR PARK A...AND DURING CONSTRUCTION. Throughout the redevelopment, large vehicles will inevitably need to use the existing site access roads. In order to minimise these movements and any prevent any potential inconveniences to our neighbours, a traffic management plan will be developed to restrict the hours when vehicular movement will be permitted. Additionally construction vehicles will be directed to enter and exit Youlbury at the nearest possible site entrances. Finally, all vehicular movement will be monitored for safety by trained personnel. SITE ENTRANCE 3 MOVING AROUND YOULBURY.

PUBLIC CONSULTATION We want to ensure these development proposals offer a sensible way forward for Youlbury, it s neighbours and it s users. Feedback forms are available to make your views known. These can be found at the Reception at Youlbury and on our website: www.v.org.uk/sac/youlbury. An opportunity to meet and discuss these proposals will be the Youlbury Open day on 12th April 2008. NORTHERN AREA DEVELOPMENT May 2008 Works will commence on creating a new waste water system to replace unsustainable septic tank installation. This will stop the requirement for treatment tanker trips and will treat the waste water in an environmentally sustainable way. This area will also be used as an educational facility. We aim to enhance Youlbury s facilities to offer a fun, educational, and environmentally friendly experience to its visitors both young and old. SUBMISSION OF PLANNING APPLICATION July 2008 Following analysis of responses from the public, the proposals will be developed. Early discussions have taken place with Vale of White Horse planning officers and they indicated their initial support for the development proposals. Further negotiation and discussion will take place prior to submission of a full planning application IMPLEMENTATION OF PROPOSALS Jan 2009 Upon receiving planning permission, the works on the development will commence. it is likely that the development will be phased to minimised disruption to local residents as well as the operation of the site.
