There are two criteria necessary for each second revision to pass ballot: (1) simple majority and (2) affirmative 2 / 3 vote. The mock examples below show how the calculations are determined. (1) Example for Simple Majority: Assuming there are 20 vote eligible committee members, 11 affirmative votes are required to pass ballot. (Sample calculation: 20 members eligible to vote 2 = 10 + 1 = 11) (2) Example for Affirmative 2 / 3 : Assuming there are 20 vote eligible committee members and 1 member did not return their ballot and 2 members abstained, the number of affirmative votes required would be 12. While I see this as a step in the correct direction, it is not far enough. Only when 654 provides an equivalent or higher degree of safety than 652 should it be permitted to use the requirement in 654. I agree with Walt that we have done nothing to create a minimum floor until the equivalent or higher degree of safety is mandated. Runyon, Mark L. Agree Ural, Erdem A. This was a change requested by the correlating committee. I was glad when the Standards Council announced restructuring of the dust standards with a fundamentals standard and the formation of a new correlating committee. I thought all dust standards were going to be equally good. I am sad to see the original intent derailed. I sometimes wonder why the correlating committee always votes unanimously on all ballot items, even when the recommendation is to weaken a good standard. I believe it will be helpful for NFPA management to encourage difference in opinions while appointing committee members and setting committee culture. Walters, Michael I agree with Erdem's comment. Also the statements in SR-8 are not as clear as they should be. It refers to 654 as an industry specific standard which it is not. Negative with Comment Frank, Walter L. I still disagree with the concepts outlined in this proposed revision. NFPA 652 was intended to establish the requirements common to all types of dust and all occupancies. While there may be situations where it is valid to waive the requirements of 652, there should be a process for doing so that is more rigorous than "We chose to do so." Exceptions from 652 should be the exception rather than the rule. This revision creates a hole big enough to drive a dump truck through. of 75 9/16/2015 4:29 PM

This is not a new requirement as PHA of dust hazards appeared in the last 2 editions of 654. Where it is truly impossible to complete, an AHJ exemption could be requested. Frank, Walter L. Three years provided sufficient time to determine whether an area is so dirty that it posed inappropriate levels of risk to facility personnel. I am worried that the proposed language will lead to numerous preventable worker injuries and worker deaths. NFPA 654 is a technical committee. I recommend that the NFPA Board of Directors and the Standards Council implement measures to circumvent this problem.
