MICROWAVE MUFFLE FURNACE ANNEXURE-I Sealed offers (rates and terms & conditions) alongwith detailed literature and specifications are invited from manufacturers/authorized distributors/dealers etc. for supply of Flash Chromatography, Ion Chromatograph and Microwave Muffle Furnace with following terms and conditions: 1. Tenders should be addressed to, Head of the Department, Department of Chemistry, Baba Saheb Ambdekar Road, New University Campus, University of Jammu, Jammu 180 006. 2. Delivery of goods should be FOR Jammu University Campus. 3. Rate should be valid upto 31 st March, 2012. 4. Sale tax/custom duty/excise/entry tax or any other tax, if any, should be clearly mentioned. 5. Concession to educational institutions, if any, should be clearly mentioned. 6. Products confirming to particular standards (ISO, ISI etc.) should be clearly mentioned. 7. In case any item is your proprietary product or if you are sole manufacturer / distributor of requisite item, a certificate to this effect should be enclosed. 8. In case company/firm is registered with DGS&D/any other Government organization/undertaking and contracts awarded; should be clearly mentioned. 9. It is at discretion of the competent authority to reject one/all tenders/part of tender without assigning any reason, thereof. 10. In case seller fails to complete in full, all deliveries of product in accordance with supply order; the seller shall be responsible for the liquidity damages. Thereafter the buyer, will have right to terminate supply order in the case of such delay beyond period mentioned by seller in the offer and buyer will have total discretion to buy product from the market/other supplier at the lowest rate. 11. An undertaking should be submitted by your concern that rates quoted in this offer are lowest/at par with rates quoted to other Govt./Semi-Govt. institution in the country and your concern/firm has not sold your product to any other organization in India at lowest price than the price quoted in this offer. It may kindly be noted that University of Jammu will not bear any cost/expenditure arising out of loss during transportation etc. Cost of equipment should include transportation charges and insurance charges upto FOR destination. 12. Tenders are invited under two bid system The supplier shall submit the tender in two envelopes. The first envelope (Technical Bid) shall contain all the documents mentioned below (a),(b),(c),(d) and sealed. (a) Income-Tax clearance certificate from the Income-Tax Officer concerned, certifying that the tenderer has cleared all the Income-Tax dues. (b) The names of the organizations and laboratories to which similar equipment have been supplied. (c) VAT Registration No. (d) Technical specifications offered by the supplier. The second envelope (Commercial Bid) shall contain the Schedule, in which the supplier shall register the rates of supply. The second envelope shall also, likewise, be sealed. Each page of the tender shall be signed in full and stamped with the seal by the supplier. Both the envelopes then should be put together, and shall be sealed in a third envelope which should be marked as, Quotation for Flash Chromatography, Ion Chromatograph and Microwave Muffle Furnace alongwith enquiry number and date. The Technical Bid shall be opened first in the presence of tenderers who would like to be present during tender opening session. The Technical Documents shall be opened in the office of the Head, Department of Chemistry, University of Jammu, in the Department of Chemistry, University of Jammu at 27 th May, 2011. Financial bids of only technically qualified tenderers shall be opened. If the Technical Bids are not in order or are deficient in some respect, the commercial bids in respect of such tenders shall not be opened and shall be returned back to the tenderer. The date and time of opening the Financial bids shall be announced immediately after opening all the Technical bids. Page 2 of 7
13. The delivery, installation and operational training of the instruments/equipment should be completed within 3 months from placing of the order in case of the imported equipment and within 2 months if the instrument/equipment is made in India. No extension shall be granted to the contractors/suppliers for the period of delivery, under any circumstances. 14. Best and final offer (Rates/Catalogues) alongwith requisite information should reach aforementioned address on or before 23 rd May, 2011, within working hours (09:30 am to 05:00 pm) of University of Jammu. In case of holiday on the last day, next working day will be taken into consideration. 15. The instrument should be PC controlled & analysis of anions like floride, chloride, nitrate, phosphate, sulphate including arsenic and selenium speciation and cations like lithum, sodium, potassium, calcium, potassium including amines and transition metals like zinc, iron, etc. 2. The instrument should have a High Pressure Gradient Pump with selectable 0.001 to 10 ml /min flow rate with a flow reproducibility of ± 0.1%. 3. The Resolution of flow rate should be 0.001 ml, Pulsation lower than 1% and Pressure Range should be 0 5000 PSI. 4. The instrument should have a conductivity detector for analysis of anions and cations and detector should be microprocessor based with a therostated micro-flow cell conductivity block having an accuracy of 0.001 o C. 5. The temperature range of conductivity block should be 20 50 C and conductivity range should be 0-15000 µs/ cm. 6. The electronic noise should be < 0.1 ns/cm level. 7. The column Housing should be able to identify the columns and set the operating conditions for column operation. 8. The instrument should have a 6- port injector valve with fast response time and controlled through software. 9. IC columns for analyses of anions, cations, transition metals should be individually quoted with respective guard columns. The columns should have electronic chip to Page 4 of 7
store data and history of column use. It should also be possible to record the number of injections and the working hours. 10. Suppresser should have high loading and high back-pressure tolerance with continuous regeneration Optional : 11. System should be able to take electrochemical detector at later stage. 12. Electrochemical detector: The Electrochemical Detector should be stand alone one and it should be possible to interface conductivity and electrochemical detector sequentially for monitoring ions in single run through both the detectors. Standard working electrodes like Glassy Carbon and others should be quoted. 13. Polarization Range should be 0.1nA to 10,000 na. 14. Suitable PC printer, UPS 2KVA, eluent filtration with vacuum pump and other accessories should be quoted. PART-C SPECIFICATIONS FOR MICROWAVE MUFFLE FURNACE A. Overview - The system shall consist of a microwave heating system, programmable temperature controller and integral compressed air driven exhaust system with no moving parts. Initial carbonization step on a Bunsen burner, hot plate or under a heat lamp should not be necessary. Results shall be comparable to standard methods and with complete safety. The system must be capable of accepting one of two Ashing Furnace inserts: 1. 5.0 Liter, 1000 C furnace insert which must be able to dry ash up to 15 samples of 25ml crucibles in a time frame of < 30 minutes with results comparable to standard methods and with complete safety. 2. 1.8 Liter, 1200 C furnace insert which must be able to dry ash up to 8 samples of 25ml crucibles in a time frame of < 30 minutes with results comparable to standard methods and with complete safety. 3. Sample containers with sample of any volume or mass that will physically fit into the furnace chamber may be ashed using a multistage ramping program to obtain proper volume reduction before the ignition point of the sample is reached. B. Microwave Unit 1. The system shall have a power output of 1400 + 50 watts containing an ashing furnace insert that can be heated using microwave energy and operating temperature range of ± 1 C; from 0 C to 1200 C. This is required for rapid heat-up and testing flexibility. 2. System shall be equipped with three independent safety interlocks to prevent microwave leakage in compliance with US DHH Standard for Microwave Equipment (21 Code of Federal Regulations 1030.2.4). 3. System shall have an effective door protection device using a mechanical device to prevent damage to the outer door when the operator does not replace the interior furnace door. This device works even in the event of a power failure. 4. The system shall be equipped with an additional protection device consisting of an IR sensor to prevent damage to the outer door when the operator does not replace the interior furnace door. The IR sensor shall also act as over temperature protection to prevent damage to the system in the event the outside temperature of the insulated ashing furnace chamber exceeds safe limits. 5. System shall have an in-board NIST traceable temperature control system with capability to control the temperature ramp rate and the temperature dwell time for up to eight separate stages. Temperatures may be entered in 1 C increments. 6. System shall have a thermocouple calibration procedure incorporated into the control software to allow precise temperature calibration of the thermocouple to the instrument as required by good laboratory practices (GLP). 7. System shall have an adjustable, compressed air driven, built-in and interlocked safety exhaust system which contains no screens or moving parts and channels volatile material from the ashing furnace chamber that discharges at a rate of up to 3.7 cubic meters/minute (130 cubic feet/minute). 8. System shall have software that detects a thermocouple failure, stops the microwave source and signals the operator with an error message on the LCD display, preventing heat related damage. 9. System shall have two serial port connectors and one parallel port connector for use with user supplied external devices such as LIMS, balances, printers, or computers. This Page 6 of 7
