Initial testing and surveillance of the market. Surveillance of the market is carried out, and product samples launched on the market are assessed for their continuous conformity with technical specifications / with stated requirements in connection with check of observance of technical specifications by testing. The system includes samples required by the product certification body. Characteristics are determined by testing and assessment. If applicable, also initial assessment of the production process or quality system is carried out. Evaluation of the test report or assessment report is carried out including decision, a licence is issued, and surveillance is performed of testing or inspection of samples on the market. There is a risk of limited preventive action, because the product is already on the market for sample see system 2 according to ISO/IEC Guide 67.

There is a risk of zero indication of distribution channel impact on conformity. If a serious nonconformity is detected, it can be removed before product launching for sample see system 3 according to ISO/IEC Guide 67. 5. Initial testing and surveillance in production areas. Samples of produced product are assessed for continuous conformity with technical specifications / with stated requirements in connection with check of observance of technical specifications by testing. The system includes samples required by the product certification body. Characteristics are determined by testing and assessment. If applicable, also initial assessment of the production process or quality system is carried out. Evaluation of the test report or assessment report is carried out including decision, a licence is issued, and surveillance is performed of testing or inspection of samples from production areas, including assessment of production process, surveillance by testing or inspection of samples on the market. Indication is possible of distribution channel impact on conformity, and the system also provides a procedure for identification and solution of serious nonconformities before product launching. There is possibility of significant duplicate activities for products whose conformity is not influenced in course of the distribution process for sample see system 4 according to ISO/IEC Guide 67. 6. Testing and assessment of relevant quality system. Surveillance of the quality system is carried out, and product samples can be taken either from the market or from production or from both, and are assessed for continuous conformity. The system includes samples required by the product certification body. Characteristics are determined by testing and assessment. If applicable, also initial assessment of the production process or quality system is carried out. Evaluation of the test report or assessment report is carried out including decision, a licence is issued, and surveillance is performed of production process or quality system of the organization or of both the production process and quality system. The surveillance is carried out by testing or inspection of samples from production or on the market or from both production and the market at the same time. It is possible to adapt three performed elements of continuous surveillance to specific situation, which gives a significant flexibility for continuous surveillance for sample see system 5 according to ISO/IEC Guide 67.
