Update on the Situation in Czech Republic 1.1. Rehabilitation works are proceeding and evacuated inhabitants continue to slowly return to their houses, but approximately 125.000 evacuated people are still out of their houses. Soil saturated with water and still very high groundwater levels continue to slow down rehabilitation and renovation works. Yesterday, local storms caused huge water ponds in many villages in the region of Pilsen and Klatovy, mainly in the village Sytno. Yesterday, the Czech government prolonged the state of emergency for five regions (the Capital Prague, the Central Bohemia, Southern Bohemia, Pilsen, Usti nad Labem) till 31 August 2002. 1.2. The meteorological situation in the Czech Republic is changing. A cold front is spreading from the Germany to the east and north-east. More precipitation is expected in the form of steady rain or fast local storms. For the coming days, the predicted precipitation levels for Southern Bohemia are 5 to 40 mm per day and for the region of Pilsen 10 to 30 mm per day. Due to yesterday s and today s rainfall, the decrease of the water levels in the regions of Southern Bohemia and Western Bohemia has stopped. 2. National Response 2.1. Units of the Integrated Rescue System (the Fire & Rescue System, the Police and the Medical Rescue System) participate in the rescue and rehabilitation works. Also forces of the Czech Army have been deployed to the affected areas. In addition, the Water Rescue Service, the Czech Red Cross, the Adventist Agency for Relief and Development (ADRA), the Czech Catholic Charity and others participated in the rescue works. A total of 3.810 members of the Fire Rescue System, 12.530 voluntary and professional fire fighters, and 5.346 soldiers and policemen were involved in the response. 3. Outstanding requirements for assistance 3.1. The Czech Local Emergency Management Authority indicated that the following requirements for assistance are still outstanding: Description Effective Date 3.1.1. Although this report primarily covers the situation in the Czech Republic, other countries in the region are also suffering from these devastating floods. 6.1. In the Eastern part of Germany the situation is more and more stabilising, although the danger for further floodings particular in the northern part has not completely disappeared. Flood defences were saturated in many places in the northern course of the Elbe and threaten to break through. Emergency services indicated that the water was not expected to rise above the dikes other than in the neighbourhood of Lauenberg. In the three northern states about 20.000 people had to leave their houses. More then 50.000 professional rescue workers, including military and more than 100.000 volunteers are engaged in the fight against the most devastating flood of this and the last century. Also, British and American soldiers stationed in Germany are assisting in the reinforcement of dikes and levies, while French military assist in the rehabilitation works in Dresden. A contingent of rescue workers from EMERCOM of Russia is assisting in Brandenburg. 6.2. In Hungary, the water level of the Danube River in Budapest today at 14.00 was 564 cm. The dams, along the river are resisting the burden of the water. This morning, the Danube reached its highest level in Mohacs (925 cm) and since today at 10.00, the water level is decreasing. According to updated information, the number of evacuated people has diminished with more than 1.600 and stands now at 395. More than 3.800 persons are engaged in emergency response. No new serious problems are encountered in this area. 6.3. In the Croatian village Batina, today the water level at 10.00 was 730 cm and is decreasing since then. In the city of Vukovar, the water level today at 10.00 was 615 cm and is still slowly increasing with one centimetre per hour. A similar situation exists in -5-

Osijek, where today at 10.00 a water level of 422 centimetres was observed. Also today, the Croatian Ministry of Interior informed the EADRCC, that there is no serious flood threat to those cities at present. 6.4. Although Germany did not appeal for international assistance, the EADRCC has been informed about the following assistance offered to Germany, to assist with the floods in the Eastern Part of the country: Luxembourg (following a bilateral German Request) 6.4.1.
