STANDARD AGENDA: The Representatives of the following items should be in attendance at this CBAR Meeting by 9:15 A. M. 1. 18BAR-00000-00113 Strauss Wind Energy Project (SWEP) Lompoc 16CUP-00000-00031 (Kathy Pfeifer (805) 568-2507, Planner) Jurisdiction: Commercial Energy Request of Josh Franklin, agent for Strauss Wind, LLC to consider Case No. 18BAR-00000-00113 for Conceptual Review of a wind generating facility, including 30 wind turbines up to 492' tall, a maintenance/operation building, an onsite electrical substation, onsite electrical switchyard, onsite electrical collection powerlines and a 8.6-mile transmission line from the project site to the City of Lompoc. The following structures currently exist on the parcel: barns and residences, there are no existing structures in the proposed wind turbine locations. The proposed project will require approximately 665,025 cubic yards of cut and 632,025 cubic yards of fill. The project site encompasses 2,988 acres, shown as the following Assessor s Parcel Numbers (APNs); 083-100-008, 083-250-011,083-250-016, 083-250-019, 083-090-001, 083-090-002, 083-090-004, 083-100-004, 083-090-003, 083-080-004 and 083-100-007. In addition, the transmission line encompasses 96 acres on multiple APNs. The site is located southwest of the City of Lompoc near the intersection of San Miguelito Road and Sudden Road in the city of Lompoc in the unincorporated territory of Santa Barbara County in the Third and Fourth Supervisorial Districts. PUBLIC COMMENTS: Nancy Emerson, George Bedford a. CBAR needs planning to provide clear guidance about what is/is not under the purview of CBAR; provide a planner memo for every CBAR meeting b. Provide clear plans for both proposed structures c. Show both temporary and final disposition of lay down yard d. Any 2:1 graded slopes are difficult; would like to see a maximum slope of 3:1 around buildings e. Minimization of the number of roads and related grading would be a plus
Page 3 f. Proposed structure in no way relates to the existing barn, the proposed structure looks very urban g. Would like structures to be more rural in style, adjust roofline so that it is more barn-like h. Metal siding is not a problem as long as color choice is appropriate i. Look at prior minutes to ensure that the proposed design is responsive j. The required BAR findings that need to be made are very specific with regard to neighborhood compatibility; the applicant needs to be able to explain how the proposed structures fit into the surrounding area k. Suggest that the applicant consult with an architect that is familiar with a rural style and perhaps Santa Barbara County specifically l. The substation needs to be subordinate to the main structure and should be carefully detailed so that it recedes, is rural in character, and blends into the landscape m. Try to reduce the plate height if possible (not necessarily in all locations, just so that the entire structure is not 2 stories with a flat roof) n. CBAR would like a site visit and photo simulations for selected locations. CBAR chair will coordinate with the applicant to identify photo simulation locations. o. Provide drawings and examples of the turbines themselves. p. The design approved with the prior Lompoc Wind project was acceptable but not ideal. The applicant could begin with the previously approved Lompoc Wind design and work with an architect to improve it a make it more rurally appropriate. Project received conceptual review only, no action was taken. Applicant may return for Further Conceptual Review after a site visit. 2. 18BAR-00000-00080 Motherway SFD, Garage & ADU Los Olivos (Planner Not Yet Assigned) Jurisdiction: Ridgeline Request of Robin Donaldson, agent for Tom Motherway to consider Case No. 18BAR-00000-00080 for Conceptual Review of a new 4,428 square foot residence, 852 square foot garage and a 1,157 square foot residential second unit. The parcel is currently vacant. The proposed project will require approximately 1,715 cubic yards of cut and approximately 1,125 cubic yards of fill. The property is a 25.63 acre parcel zoned AG-I-10 and shown as Assessor s Parcel Number 135-020-053 located at 3251 and 3261 Foxen Canyon Road in the Los Olivos area, Third Supervisorial District. PUBLIC COMMENTS: Nancy Emerson a. Bethany has been to the site and walked it b. Applicant to review the site from Ballard Cyn Rd. c. Provide window tinting information and sample d. Project is going in a great direction and the materials sound very appropriate e. Proposed overhangs (a little less than 4 feet) are acceptable f. Provide landscape details and materials details g. Provide a detailed grading plan h. Return for preliminary Project received conceptual review only, no action was taken. Applicant may return for Preliminary Approval.
Page 4 3. 18BAR-00000-00039 Local III, LLC New Mixed Use Building Los Alamos (Dana Eady, Planner) Jurisdiction: Mixed-Use Request of Arris Studio Architects, architect for Nader Ghiam, to consider Case No. 18BAR-00000-00039 for Further Conceptual Review of a 26,637 square foot mixed-use building. The following structures currently exist on the parcel: a 2,640 square foot commercial building. The proposed project will require approximately 480 cubic yards of cut and approximately 220 cubic yards of fill. The property is a 1.13 acre parcel zoned CM-LA and shown as Assessor s Parcel Number 101-160-016 and 101-160-014 located at 645 Bell Street in the Los Alamos area, Third Supervisorial District (Continued from 5-11-18). PUBLIC COMMENTS: Nancy Emerson a. Notes to planner: provide BAR memo each time the project returns to CBAR; update agenda to reflect current SF info b. Show and label setbacks on all sheets c. Work with planner to coordinate with Flood Control and confirm required B.F.E (Base Flood Elevation) and required distance above B.F.E. d. Work with planner to discuss feasibility of riparian setback reduction. This needs to be specifically addressed in the planner memo before the project returns to the CBAR e. Take signage idea to the Los Alamos Planning Advisory Committee; CBAR not opposed to whimsical details f. Proposed elevations are a vast improvement over the previous design g. Prefer colors and materials as shown on sheet A.4.3 as opposed to sheet A.4.1; colors on sheet A.4.1 should be darker h. Don t show proposed vegetation in perspective drawings; if shown in elevations, show the boundary of the building with a dashed line i. Buildings are flat with changes in material; step back or bump out portions of the structures j. Proposed east elevation is entry to town and needs to be studied in the context of the entry experience k. Add more articulation but ensure that it is true to the function of the building and high quality l. Rear of the building has equal design importance and requires more attention m. Check ordinance parking requirements with regard to landscaping; trees need to be added to the parking lot n. Design is moving in a good direction; appreciate the responsiveness of the applicant o. Work with landscape architect to create hierarchy within landscape; consider differentiating paths and courtyards for commercial versus residential; right now the hardscape design seems very urban p. Ensure that lighting is dark sky compliant q. Return after creek setback issue has been resolved r. Go to the LAPAC before returning to CBAR s. May return for further conceptual/preliminary at discretion of the planner Project received conceptual review only, no action was taken.
