JUSTIFICATION: This project is part of the adopted Lower Arroyo Master Plan. SCHEDULE: In FY 214, restoration and improvements to the central fountain, stone wall and stairs, and signage will be completed. The remaining improvements will begin when funds are identified. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Land Use Element Policy 9.2 on the Arroyo Seco by planning and implementing restoration of the natural area of the Arroyo. It is also consistent with Policy 9.5 by encouraging and promoting the stewardship of Pasadena's natural environment including water conservation, clean air, natural open space protection, and encouraging the use of native, water-conserving, and regionally appropriate landscaping. HISTORY: This project was created and received initial funding in FY 27. 13.1

The project will also include better trail definition in the Lower Arroyo and various kiosks and interpretive and directional signs for the Lower Arroyo. A unified master signage plan for the Lower Arroyo Seco will be developed in coordination with the entire Arroyo Seco master sign plan. JUSTIFICATION: A signage system is needed to provide directional, regulatory, and interpretive information for park users. SCHEDULE: The master sign program was started in FY13 and will continue through FY14. RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Land Use Element of the General Plan by improving the recreational opportunities of residents as well as enhancing the City's open space areas, and with Policy 9.2 - Arroyo Seco, by continuing and completing comprehensive planning and implementation of plans for the Arroyo including restoration of the natural area of the Lower Arroyo. Further, the project is consistent with the Cultural and Recreational Element of the General Plan by encouraging the optimum use of existing recreational facilities. HISTORY: This project was created in FY 1994. Phase I of the signage project was completed in FY 25. Phase II signage was completed in FY 26. Phase III signage was completed in FY 28. Also in FY 28, design of Phase IV and a component of the Arroyo Seco Design Guidelines began by establishing a unified master signage plan for the Arroyo Seco. 13.2

The slopes of the Lower Arroyo are laced with arroyo stone-walled trails and arroyo stone walls that are in need of repair. The project will also include the repair of existing trails, the construction of a drainage system to prevent further erosion of the trails, and restoration of neighborhood trails and trail access. Phase I included trail restoration at the Army Reserve and the California trail. Phase II included restoration to the Colorado Street trail, westside trail, and the trail under Parker-Mayberry Bridge. Phase III will implement two projects from the Lower Arroyo Master Plan: South entrance improvements that will define the trail at the City s southernly gateway to the Arroyo Seco Westside multi-use trail access at Parker-Mayberry Bridge will allow safe public access onto the Parker-Mayberry Bridge for trail users JUSTIFICATION: This project is consistent with the adopted Lower Arroyo Master Plan. Where possible, the trails will be renovated to meet Americans with Disability Act guidelines. SCHEDULE: Construction of the south entrance improvements will be completed in FY 214. The remaining work will be completed when funds become available. 13.3

FY 214-218 Capital Improvement Program Lower Arroyo - Implement Master Plan - Trail Restoration Improvements 7746 RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Land Use Element of the General Plan by improving and enhancing the City's open space areas, and with Policy 9.2 - Arroyo Seco, by continuing and completing comprehensive planning and implementation of plans for the Arroyo, including restoration of the natural area of the Lower Arroyo. Restoration of a 12-acre area near the archery range was completed in FY 211. 13.3

JUSTIFICATION: This project will preserve the native plant communities in the Arroyo Seco wildlife corridor. SCHEDULE: In FY 214, restoration will be done along the archery range boundary. Remaining projects will be completed when funding is identified. RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Land Use Element of the General Plan by encouraging the stewardship of Pasadena's natural environment and by encouraging the use of native and regionally appropriate landscaping. It is also consistent with the Land Use Element, Policy 9.2 - Arroyo Seco, by continuing and completing comprehensive planning and implementation of plans for the Arroyo, including restoration of the natural area of the Lower Arroyo. HISTORY: This project was created in FY 1994 and received intial funding in FY 1995. Phase I was completed in FY 25 and included the repair of the broken irrigation system in the Memorial Grove and the Camel's Hump area along with the planting of 2 native trees in the Memorial Grove and in several large barren areas on the westside of the flood control channel. The Phase II habitat restoration was completed in FY 26. Phase III design was completed in FY 27. Phase III construction which included habitat restoration at both the southernmost and northernmost entrances to the Lower Arroyo was completed in FY 211. 13.4

The gate design will be similar to the existing gate at La Casita Del Arroyo. The landscaping will include native plantings and boulders at the main entrance. Future work will include widening segments of the entry road for improved safety. JUSTIFICATION: This project was adopted as part of the adopted Lower Arroyo Master Plan. The current gate is unattractive and not in conformance with the adopted Arroyo Seco Design Guidelines. SCHEDULE: In FY 214, construction will begin for additional entry, landscape, and signage work. Widening of entry road segments will be completed when funding becomes available. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Land Use Policy 9.2 of the General Plan on the Arroyo Seco by planning and implementing restoration of the natural area of the Arroyo. It is also consistent with Policy 9.5 by encouraging and promoting the stewardship of Pasadena's natural environment, including water conservation, clean air, natural open space protection, and encouraging the use of native, water-conserving and regionally appropriate landscaping. HISTORY: This project was created and received initial funding in FY 25. 13.5

FY 214-218 Capital Improvement Program Renovation of La Casita del Arroyo 7746 6 7746 Renovation of La Casita del Arroyo FY 213 FY 214 FY 215 FY 216 FY 217 FY 218 Residential Impact Fee 375, 5, 325, Unfunded 125, 125, 5, 5, 325, 125, La Casita del Arroyo DESCRIPTION: This project provides for the interior and exterior renovation of the historic La Casita del Arroyo, located at 177 South Arroyo Boulevard, to upgrade the facility for compliance with building codes, implement ADA improvements, and increase its useful life. The interior work includes the renovation of the bathrooms, kitchen, banquet room and entry area, of which the bathrooms and entry area will receive ADA improvements. The project will also upgrade the building s HVAC, plumbing and electrical systems. Exterior work includes improvements to the parking lot for compliance with ADA standards and exterior upgrades to the structure including roof repair/replacement. JUSTIFICATION: Designed in 1932 by Architect Myron Hunt and built during the Depression, La Casita del Arroyo serves as a rental facility for public and private functions. The project is needed to correct deficiencies and bring the facility up to current building and safety standards. SCHEDULE: Design was completed in FY 213 and construction will begin in FY 214. RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with Objective 2 of the Public Facilities Element of the General Plan by encouraging more efficient development and utilization of public facilities, and Objective 5 by encouraging a high level of maintenance of existing facilities. SPECIAL CONSIDERATION: It is the objective of the La Casita Foundation to raise $125, as a contribution toward this project in partnership with the City of Pasadena. HISTORY: This project was created and received initial funding in FY 213. 13.6
