TOWN OF ESOPUS REQUEST FOR PROPOSAL Stormwater Infrastructure Assessment and Drainage Capital Improvement Plan The Town of Esopus, 284 Broadway, Ulster Park, New York is soliciting proposals from qualified firms to perform consulting work for assessment of the stormwater drainage system within the Town of Esopus. Qualified Engineering Consultants ( Consultant ) should email their proposal to Supervisor@esopus.com by December 10, 2018. Questions can be directed to Shannon Harris, at (845) 331-0676. The anticipated project start date is December 2018 with the submission of a Draft Capital Improvement Plan ( CIP ) April 2019, with submission of a Final CIP by May 2019. Services to be provided by the Consultant to the Town are as follows: 1. Inventory all municipally owned drainage structures including culverts, natural flows and outfalls, swales specifically identified as drainage easements, catch basins and drainage piping. 2. Site visits and recommended remediation of known flooding areas 3. Mapping of inventoried structures using ArcGIS system. 4. Evaluate the condition of the structures. 5. Assess and evaluate the capacity of identified structures. 6. Prepare a capital improvement plan complete with visuals and recommendations for priority of drainage system improvements. Technical Proposals shall be limited to a maximum of ten (10) single-sided pages, including resumes and project descriptions. Any pages submitted beyond the maximum will be discarded and not count toward the proposal evaluation. The total cost to the Town for performing the proposed services shall be indicated, broken down by component and work elements. The Fee Proposal shall be in a separate, sealed envelope, appropriately identified on its face. Task 1 Drainage System Inventory (4 weeks) Consultant shall meet with Town and liaise with Ulster County Department of Environment (MS4 filings) to initiate project and collect mapping and other data on known Town-owned drainage structures. Consultant shall complete field work to identify Town-owned drainage systems and structures. Consultant shall utilize county parcel mapping and Town records to identify drainage easements. Inventory development will include development of structure numbering where it does not exist. Task 2 Site visits and recommended remediation of known flooding areas (2 weeks) Consultant shall work with Supervisor develop specific solutions for known flooding spots throughout the town. The following chart identifies the trouble spots which have been reported by residents where extreme flooding was experienced on or in the days following September 12, 2018. 1

Back yard is now a lake; neighbor installed barrier-diverting water 173 and 179 Horton Ln, Port Ewen, NY 12466 Water shooting up out of the storm drain, crawl space took on quite a bit of water. The problem is in that pipe (drainage on the other side of the driveway was working properly). Neighbors at 169 Sunset having flooding and standing water issues. Yard floods anytime it rains. 512 Main St, St Remy, NY 12401 8/24/18 need a capital improvement which would be allocated to the project with minimal impact on Highway s budget. 253 Tilden St, Port Ewen, NY 12466 Flooding damage occurred when water went over the guard rail and caused a sinkhole. (Per Highway Superintendent; cleaned it up filled in some of the washouts but need to go back when the flow of water stops). 183 Schryver Street, Port Ewen, NY Hwy 150 Doris St, Port Ewen, NY 12466 10/9/18 Flooding in yard year after year; the drain at the corner of Doris and Green St. floods with heavy rainsthat drain is clogged and the water comes up within feet of our house. on 9/12. House is built on a slab; risk of flooding; people drive by fast and make actual waves that come toward our house (landscaping gets ruined, bus stop-students trudge through about a foot deep of water to get onto the bus). Assess size of pipe. Rondout Harbor Homeowners Association, Port Ewen, NY 12466 RHHA storm drainage issue. No Town easements. Town put sand bags to help divert water. Culvert pipe in the Hills cloggs up. Follow up meeting took place on 9/17 between the Hills and RHHA apts. 7 Valley Rd, Ulster Park, NY Ongoing issues (12-14 yrs) rain water runs over the pipes, ground floods and then front yard and house. In winter water in road freezes and assess whether swales should be installed on even numbered side of street 251 Agnes St, Port Ewen, NY 12466 Neighbor of 249 Agnes St, Port Ewen. Same issue as above (flood from all the blockages in Millbrook). (Per Highway Superintendent; Berg field/millbrook is behind house and it overflows when flooding occurs; all swamp. Trees need to be cleaned up. Hwy Intersection of Pine Street and 1458 State Route 213 Rifton/Ulster Park, NY Neighbor who owns two houses on Pine Street and experienced flooding which damaged cellars, heaters, electrical panels/systems, cars and furnaces-went into the garages. (Per Highway Superintendent; 4 foot pipe with a 12-14 foot stream going into it; above occurrence is from the last flood IRENE, he wants to prevent future flooding) 105 Canal St, Port Ewen, 12466 Runoff water coming down yard, owner put a French drain to catch any water coming down, large amt coming down through the dirt, the water overflows to 3

the top of the yard and starts running down deck and into first floor kitchen, bathroom and living room. Hwy 225 Lindorf Street, Ulster Park, NY 10/9/18 Flooding situation; for year-infiltration of water heavy rain into basement of home. Town easement west side of home. Three drainage basins set deep into the ground. On 9/15/18 heavy rains again flooded the drain (drainage basin closest to Lindorf Street was shooting water almost one-foot high, spewing road dirt into the yard). Resident met with B-Dry system company to discuss challenges to filtration. 249 Agnes St, Port Ewen, NY 12466 Drain water is usually out of the yard in a reasonable time, this time it s still in the yard. Resident believes area behind houses is flooded from all the dead trees in the Millbrook. (Per Highway Superintendent; he can t go through that property -swamp behind the house). Hwy 205 Rogers St, Port Ewen, NY 12466 Backyard has water that sits and does not drain (dealing with this for years now). Believes there is an old pipe or catch basin there. Hwy 204 Lindorf St, Ulster Park, NY Now needs to excavate property to drench in order to remove water flowing to her home. There are no catch basins and swale was filled in leaving standing water in backyard 4

Task 3 GIS System Mapping (4 weeks) The consultant shall develop a storm drainage system in an Esri standard database. Existing source documentation showing the drainage system shall be used to digitize relevant drainage features: including pipes, catch basins, manholes, outfalls, culverts and stormwater structures. Relevant attribute data such as size, material, year install, and source documentation shall be captured and associated with each feature. Consultant shall configure an Esri Collector application for field investigations of missing features and attributes. Catch basin and drain manhole depth shall be captured in the field and a photograph of each structure investigated shall be taken and associated with each structure in the GIS. The consultant shall host the data and provide access through Esri s ArcGIS Online system for a one-year period. Consultant will provide training for staff in the use of the ArcGIS Online system and the Collector application. Consultant shall provide Town with a mobile collection tablet (ipad or approved equivalent) with rugged field case. Task 4 Evaluation Condition and Capacity of Structures (4 weeks, simultaneous with GIS) Consultant shall provide a visual condition assessment of all identified Town-owned culverts, drainage manholes and catch basins. Condition should identify specific flaws or deterioration. Consultant shall work with the Town to identify up to 6 specific culverts, drainage structures or drainage swale segments for capacity analysis. The selection of these six drainage system elements will be based upon the Town s 5

flooding observations. The purpose of the analysis will be to prioritize these infrastructure segments for future capital improvements plan, and the analysis shall be conceptual in nature. Capacity analysis will include calculation of estimated stormwater runoff through the stormwater feature for storm return periods of 2, 5, 10, 25 and 50 years, and, proposed resizing of inadequate segments of the selected features, and their estimated construction cost required to carry calculated flows. Task 5 Drainage System Capital Improvements Plan (4 weeks) Consultant shall prepare a 10-year period capital improvements plan that prioritizes needed drainage system improvements, provides a schedule for improvements and an opinion of probable cost. Opinions of probable cost shall consider all construction as well as temporary access, engineering and legal fees. Final plan shall be organized in a way that will allow the Town to use document to provide documentation of need in pursing grant funding opportunities and for a public meeting. Task 6 Meetings and Deliverables (exact dates TBC in consultation with the Town) Project meetings shall include: 1. Project Initiation with members of Esopus Stormwater Drainage Committee 2. Presentation of Inventory and GIS Mapping with members of Esopus Stormwater Drainage Committee 3. GIS Collector Application Training for Highway Department Employees 4. Presentation of Draft Drainage Capital Improvements Plan with Esopus Stormwater Drainage Committee and Esopus Town Board at Public Meeting 5. Powerpoint presentation complete with visual renderings of Final Drainage Capital Improvements Plan at Public Meeting Task 7 Grant Procurement Assistance (ongoing) Consultant shall assist the Town with grant procurement including applicable opportunities from NYSDEC and Hudson River Estuary Program, among other possible sources of funding. Proposals shall include: 1. Identification and Resumes of Key Personnel; 2. Statement of Experience with similar kinds of projects specifically including: 3. Utility mapping utilizing ArcGIS for municipalities in the Hudson Valley; 4. Drainage system and stormwater modeling for municipalities in the Hudson Valley; 5. Grant procurement assistance for municipalities in the Hudson Valley; 6. Statement of Familiarity with Project Requirements; 7. Statement of a Project Approach 8. Statement of Organizational and Financial responsibility; 9. Statement of Logistical and Familiarity with the Project Area including distance of office providing services to the Town and previous work experience in Town; and 6

10. Re-Statement or verification of anticipated schedule. Evaluation of Proposals: The Selection Committee, shall make the selection of the Consultant based upon an evaluation of proposals. Proposals will be evaluated on the following criteria: 1. Prior experience of the firm on projects of this type and scope (20%); 2. Prior experience and expertise of the personnel to be assigned to this Project (20%); 3. Proposer s understanding of the work to be done and familiarity with the Town (20%); 4. Proposer s project approach (20%) 5. Cost factors (20%). The Selection Committee shall rank the Technical Proposals prior to opening the Fee Proposal. 7
