INTRODUCTION AND PURPOSE OF THE WARD PLAN Om die inwoners van die wyk n kans te gee om deel uit te maak van die beplanning en otwikkelingsprosesse Die wykskomitee speel n belangrike rol om leiding te gee t.o.v beplanning en ontwikkeling in die wyk. n Prosesplan moet deur die wykskomitee saamgestel word wat die proses van beplanning vir elke jaar uitstippel Prosesplan Templaat moet elke jaar einde Julie gereed wees vir die samestelling en hersiening van Wyksplanne. To give the residents of the ward a chance to be part of the planning and development processes ward committee plays an important role in providing guidance in terms of planning and development in the neighbourhood. a process plan to be compiled by the ward committee that spells out the planning process outline for each year Process Plan template should be ready every year in late July for the compilation and review of ward plans. 1.1 ALGEMENE INLIGTING OOR WYK 1.1 GENERAL INFORMATION OF WARD Die dorp Lutzville is gestig in 1923 en vernoem na John Lutz 'n besproeiingstelsel ingenieur wat by Clanwilliam Dam gewerk en ook in die Lutzville omgewing en die area geoogmerk het vir landbouontwikkeling.die dorp het die bevolking van net meer as 5 000 en bedien 'n boerderygemeenskap wat wyn produseer en kweek asook bone en tamaties vir die inmaakbedryf. Een van Lutzville se gewilde toeriste atraksies is 'n nasionale monument: Vleermujsklip. Die vriendelike dorpie Lutzville is geleë in die laer OlifantsRiviervallei. As n n mens die R363 is dit 'n blote 3 uur se ry vanaf Kaapstad en sowat 25 km van die snoek en Cray vis gevul Weskus Waters. Lutzville, voorheen bekend as Vlermuisklip, staan sinoniem met gehalte wyn, 'n pragtige lente blomme, die see onvergeetlike vakansie-ervaring 'n gematigde klimaat en vriendelike mense. Mynbou en landbou is die grootste werkverskaffers en sluit in: Namaqua Sands, Weskus Mynbou, Lutzville Wingerde asook Langeberg Tamatie fabriek en -prosessering. The town Lutzville was established in 1923 and named after John Lutz an irrigation engineer who worked in Clanwilliam Dam and also surveyed the Lutzville area for agricultural development.the town has population of just over 5 000 and services a farming community that produces wine and cultivates beans and tomatoes for the canning industry. One of Lutzville popular tourist site is a national monument :Vleermujsklip Rock. The friendly town of Lutzville is situated in the lower Olifantsriver Valley. Following the R363 it is a mere 3 hour drive from Cape Town and about 25 km from the snoek and cray fish- filled West Coast Waters. Lutzville, previously known as Vlermuisklip, stands synonymous with quality wine, beautiful spring flowers, the sea unforgettable holiday experience a moderate climate and friendly people. Mining and agriculture are the biggest job creators and includes: Namaqua Sands, West Coast Mining, Lutzville Winery as well as Langeberg Tomato factory and processors. The area around Lutzville was originally known as Vlermeisklip, a reference to 4

1.3 RUIMTELIKE ONTWIKKELINGSRAAMWERK 1.3 SPATIAL DEVELOPMENT FRAMEWORK Die doel van die ROR is om te beplan en te voorsien vir die ruimtelike behoeftes van `n gemeenskap, soos geïdentifiseer in die GOP, op `n manier wat die algemene welstand van die gemeenskap, asook die geordende beplanning van die Munisipale gebied op n volhoubare wyse bevorder. Goeie beplanning is gebaseer op betroubare, nuutste, akkurate en gedetaileerde informasie oor die stand van die gemeenskap. Hierdie informasie maak dit moontlik om vir beter dienste te beplan, om die kwaliteit van lewe te verbeter en om huidige probleme op te los. Nog 'n groot fokus is om in staat te wees om akkurate demografiese en sosio-ekonomiese eienskappe te verskaf met betrekking tot elke individu vervat. Every country needs basic information on its residents for purposes of planning, development and improvement of the residents' quality of life. Good planning is based on reliable, up-to-date, accurate and detailed information on the state of the community. This information makes it possible to plan better services, improve the quality of life and solve existing problems. Another major focus is to be able to provide accurate demographic and socio-economic characteristics pertaining to each individual enumerated. Apart from individuals, the focus is on collecting accurate data on housing characteristics and services. The information below applies to ward 1. 10
