City of Grand Forks Radiation/Chemical Detection Device Bid Specifications Request for Bid #2014-33 Introduction The purpose of this project is to obtain two (2) MultiRea Plus radiation and chemical detectors or equivalent, for use by the Grand Forks Police Department Bomb Team. Return Mailing Address and Deadline for Receipt of Proposals Sealed bids must be received by the City of Grand Forks at the location specified below no later than 2:00 PM, CENTRAL DAYLIGHT TIME on November 5 th, 2014. Bids will be publicly read at the opening. 1. -GENERAL INFORMATION 1.1 Project Overview 1.1.1 The purpose of this project is to purchase two (2) Radiation/Chemical Detection Device units for use by the Grand Forks Police Department Bomb Team. 1.1.2 Proposals must be for a Radiation/Chemical Detection unit. 1.2 Roles and Responsibilities. 1.2.1 The City of Grand Forks is the solicitor and will have final authority on all specifications of the equipment. 1.2 2 The Point of Contact and project coordinator for any questions, clarifications or comments on this requested proposal will be Lt. Greg LaHaise of the Grand Forks Police Department. Cell number (701) 215-4770. 1.23 Vendors submitting the successful proposal must be able to supply the requested equipment WITHIN one (1) week from issuance of Purchase Order. 1.3 Proposal procedures 1.3.1 Proposal procedures will be the responsibility of and in accordance with established City of Grand Forks bid procedures. 1.3.2 Proposals will be evaluated on the basis of cost, compliance and vendor reliability. 1.3.3 City of Grand Forks retains the right to refuse any and all proposals. 2. SPECIFIC PROJECT INFORMATION 2.1 Radiation and Chemical Detection Device Specifications: 2.1.1 Proposal will be for two (2) Radiation and Chemical Detection Device Units: 2.1.2 Specifications will include the following: 2.1.2.1 Size: No greater than 7.6 H x 3.8 W x 2.6 D (193x96.5x66mm) 2.1.2.2 Weight: No greater than 31oz (880g) Page 2

2.1.2.3 Sensors: Must have over 25 intelligent interchangeable field-replaceable sensors. Gamma radiation,ppb and ppm PID sensors for VOC s. Electrochemical sensors for toxic gases and oxygen. Combustible LEL and NDIR sensors. CO2 NDIR sensor. 2.1.2.4 Battery Options: Runtime and Recharge time Rechargeable Li-ion (~12-hr. runtime,<6-hr. recharge time) Extended duration Li-ion (~18-hr. runtime, <9 hr. recharge time) Alkaline adapter with 4 x AA batteries (~6-hr. runtime) 2.1.2.5 Display Monochrome Graphical: LCD Display no less than (128x160) with backlighting. Automatic screen with flip feature. 2.1.2.6 Display Readout: Real time reading of gas concentrations; PID measurement gas and correction factor. Man down alarm on/off; visual compliance indicator; battery status; datalogging On/off; wireless on/off and reception quality STEL,TWA, peak, and minimum values. 2.1.2.7 Keypad Buttons: 3 Operation and programming keys (Mode, Y/+, and N/-) 2.1.2.8 Sampling: Built in pump. Average flow rate: 250 cc/min. Auto shutoff in low flow conditions 2.1.2.9 Calibration: Automatic with AutoRAE 2 Test and Calibration System or manual. 2.1.2.10 Alarms: Wireless remote alarm notification; multi-tone audible (95dB @ 30 cm) Vibration visible flashing bright red LED s and on screen indication of alarm conditions Man down alarm with pre-alarm and real time remote wireless notification. 2.1.2.11 Datalogging: Continous datalogging ( 6 months for 5 sensors at 1 minute intervals, 24/7 User- configurable datalogging intervals (from 1 to 3,600 seconds) Page 3

2.1.2.12 Communication and Data Download: Data download and instrument set-up and upgrades on PC via desktop charging. PC comm, cradle, travel charger, or AutoRAE 2 automatic test and Calibration system. Wireless and alarm status transmission via built in RF modem. (optional) 2.1.2.13 Wireless Network: RAE Systems dedicated wireless network. 2.1.2.14 Wireless Frequency: ISM license-free bands 2.1.2.15 Wireless Range: No less than 656 ft. (200 meters) 2.1.2.16 Sensors: Gamma, 10.6 PID,LEL,CO,H2S, O2 with Calibration kit. 2.1.2.17 Warranty: Must be two years on non-consumable components and catalytic LEL,CO,H2S, and O2 sensors. One year on all other sensors, pump, battery, and other consumable parts. 2.2 Qualification Procedures 2.2.1 Suitable substitution must meet or exceed the specifications listed above. Requests for equivalent system substitution must be submitted in writing to the Grand Forks Police Department Point of Contact prior to 4:00 PM on-october 31 st, 2014. 2.2.2 Difficulty or concerns in meeting the proposal requirements must be submitted in writing to the Grand Forks Police Department Point of Contact prior to 4:00 PM on October 31 st, 2014. 2.2.3 Vendors shall include three (3) references. 2.2.4 Prior to the issuance of a purchase order/acceptance, the three lowest bids will be viewed at the Grand Forks Police Department for inspection and to determine which vehicle "best meets the needs of the GFPD".
