The development proposal is contrary to Policy CDP 1 - The Placemaking Principle, Policy CDP 6 - Green Belt and Green Network, Policy CDP 9 - Historic Environment, Policy CDP 11 - Sustainable Transport, Policy CDP 12 - Delivering Development, Supplementary Guidance IPG 1 - The Placemaking Principle, Supplementary Guidance SG 6 (IPG 6) - Green Belt and Green Network, Supplementary Guidance SG 9 - Historic Environment, Supplementary Guidance SG 11 - Sustainable Transport and Supplementary Guidance IPG 12 - Delivering Development of the City Development Plan 2017 as detailed below. 02. The application site is classed as a Protected Open Space in the Glasgow City Development Plan 2017 and is considered to have open space value under the criteria set out in Supplementary Guidance SG 6 - Green Space and Green Network. The proposed development (both the residential proposal and public open space in front of it) is not considered to better serve the local community or enhance the value of the space and is therefore contrary to City Development Plan policy. 03. The bowling club contributes to the character and appearance of the St Vincent Crescent Conservation Area and the applicant has failed to demonstrate that the existing building/club is incapable of viable repair and re-use. 04. The building design, scale, massing and materiality of the proposed residential development will detrimentally impact upon the character and setting of the Category A listed terrace and will neither preserve nor enhance the character of the St Vincent Crescent Conservation Area.
Page 2 of 2 05. The proposal fails to achieve the minimum cycle parking standards as set out in Supplementary Guidance SG 11 - Sustainable Transport of the Glasgow City Development Plan 2017 06. The proposal fails to deliver the minimum levels of open space provision within the development site as required by Policy CDp 12 - Delivering Development and detailed within Supplementary Guidance SG 12 - Delivering Development of the Glasgow City Development Plan 2017. 07. The proposed development exceeds the General Density Standards for base accessibility locations within the Inner Urban Area, as set out in Supplementary Guidance SG 1 - The Placemaking Principle of the Glasgow City Development Plan 2017 08. The proposed development does not provide useable communal private garden spaces for residents and only 6 of the 39 flats proposed have access to useable external balcony spacesand there is no provision for outside clothes drying, all contrary to the stadards for flatted developments set out in SG 1 - THe Placemaking Principle of the Glasgow City Development Plan. 09. The use of facing brick, polished concrete and composite board panels on the front and gable elevations of the propsed building fails to acknowledge the local architectural and historic context of the St Vincent Cescent Conservation Area, particularly the Category A listed terrace on the north side of the Crescent. 10. The propsed residential development is considered a Tall Building, as defined by Supplementary Guidance SG 1 - The placemaking Principle and its location in an area of sensitive urban character is directly contrary to Glasgow City Development Plan guidance. The proposed building would present itself prominently in views of the Category A listed terrace and is considered to be in competition with views of this prominent listed building. It also fails to sensitively respond to local building datums.
