The other part, known as Calder Plaza II, was approved by the Planning & Zoning Commission on May 19, 2014 by a vote of 8-0-0. On February 17, 2014, the Commission approved the preliminary/final plat by a vote of 6-0-0. Site and Surrounding Area Access The area is auto-dominant commercial in character and is classified as Enhanced Auto-dominant Commercial in the City s Comprehensive Plan: Future Land Use Plan. Zoning & Land Use Utilities Development Regulations Retail sales are permitted within the CM zoning district. The Zoning Ordinance defines retail sales as establishments engaged in sales of goods, including, but not limited to: furniture and home furnishings; electronics and appliances; clothing and shoes; jewelry, luggage and leather goods; sporting goods and hobbies; books, periodicals and music; tobacco sales; department stores; miscellaneous goods, such as florists, office supplies and stationary, gifts and novelties, etc. The Engineering Department indicates that the water and sewer capacity are adequate to serve this development with infrastructure plans being approved in December of 2013. Water service will be provided by an 8-inch waterline along the north side of League City Parkway and a proposed 8-inch water line extending southwards from League City Parkway, just east of the League City Parkway / Calder Road intersection. Sanitary Sewer will be provided by a 10-inch sewer line along the north side of League City Parkway and a proposed 8-inch sewer line extending southwards from League City Parkway, approximately 50 feet east of the proposed waterline crossing. Development Regulations include setbacks, height, landscaping, parking and elevation requirement as shown below. Setbacks: The CM district does not have a minimum front setback requirement. Side yard setbacks of 20-feet are required, with 15-feet street-side seetbacks for corner lots. Rear yard setbacks are 20-feet as well. The proposed site plan meets all setback requirements. Height: The proposed building will be approximately 34-feet in height, which complies with the maximum height requirement of 125-feet. Landscaping: The proposed site is providing approximately 32% landscape area which exceeds the 15% requirement for the CM zoning district. In addition, there are no protected trees on the property. Parking: Retail sales uses require 4 parking spaces per 1,000 square feet of indoor space. The site provides the minimum number of parking spaces based on the size of their respective buildings. Elevations: Development within the CM district is required to have 25% transparency on the first floor. The proposed plan meets the current requirements. In addition, all mechanical equipment is required to be screened from view including roof top HVAC equipment. A note referencing the required screening from public view has been added to the elevations sheet and currently meets the requirement.
