January 26, 2018 AMENDMENT NO.: III TO INVITATION FOR BID NO.: GPA-022-18 FOR PHYSICAL SECURITY AND ACCESS CONTROL SYSTEM (ACS) REPAIR AND UPGRADE AT VARIOUS GPA LOCATIONS Prospective Bidders are hereby notified of the following inclusions and response to inquiries received from G4S Security Systems (Guam) Inc. dated January 05, 2018: INCLUSIONS: ATTACHMENT D: ADDITIONAL REQUIREMENTS Camera View Specifications Public Announcement (PA) Specifications Door Replacement Specifications G4S Security Systems (Guam) Inc. inquiry dated 01/05/18: 1. Is this a Multi-Step Sealed Bidding as stated in the page 28, paragraph 13, a. & b.? It does not indicate it on page 1 under description, which is normally done by GPA bids. This is not a multi-step bid. 2. Can GPA provide a floor plan with dimensions for the Gloria Nelson Building, GPA s Transmission and Distribution (T&D) in Dededo, GPA Combustion Turbine (CT) in Dededo and GPA s Transportation Compound in Tamuning? Refer to Attachment B for the Fadian floor plan. For T&D, Dededo CT and the Transportation facility only the view of the perimeter is being asked for camera coverage. 3. What is the payment term for this bid? Net 30 days upon delivery/invoice or Net 15 days upon delivery/invoice? Is progress billing with schedule of values acceptable on this bid? Payment Terms is Net 30 Days. 4. On page 3, under Scope of Work on Phases I-IV, please define GPA s Field of view form Camera(s) location and Scope of view from Camera(s) location? We would to establish the difference between the two. Refer to Attachment D Additional Information. 5. How many cameras does the existing Geo Vision system have? What is the maximum number of IP cameras or licenses can the existing Geo Vision system has? Please provide Geo Vision system model/part number or license? What is the make/model number of the current IP cameras? The current Geo Vision system has 16 connected cameras. To clarify Geo Vision license will NOT be required for any IP Cam. Please see attachment A Minimum camera specifications (Internal/External). Make and model is NDT 85-TMVSYA-4000. 6. Under scope of work for installing an alarm cover on the emergency release pull station for all locations where the emergency pull station exists. Are these release pull station only for the existing access control system? Can GPA provide quantity as the layout does not specify the locations? Since the release of this IFB, the Emergency Pull Station coves have already been installed and thus will no longer be part of Scope. No bid on this is required. 7. What is the current Access Control System at Gloria B. Nelson Public Service Building? Model/make and who was the provider? The current Access Control System is Odyssey Encrypted Dual Host. The provider is Solutions Guam. 8. What is the existing telephone system at Gloria B. Nelson Building? Who was the provider? Current phone system at the Gloria B. Nelson Building is ShoreTel VoIP systems. Provider is Pacific Data Systems (PDS). 9. What is the existing local sound system at Gloria B. Nelson Building? Who was the provider? 10. Is there an existing PA system in place at Gloria B. Nelson Building? Who was the provider? There are no existing PA system in place. Please see Attachment D Additional Info. 11. What is the existing fire alarm system at Gloria B. Nelson Building? Who as the provider? The existing fire alarm system is Minimax MS-320. Phoenix Pacific Guam provides support for the system. 12. Will GPA be responsible for providing remote access connectivity to include infrastructure (copper/fiber) for CCTV remote sites at Dededo s Transmission and Distribution (T&D), Combustion turbine (CT) and Transportation Compound in Tamuning? Dededo T&D, Dededo CT and the Transportation Compound all have existing network connectivity back to GPA Fadian Data Center. All vendors will provide network and communication wiring from IP Camera to primary switch(es) at IDF Cabinet for each location. Required conduit and other installation to include equipment, hardware and services should be part of the proposed cost. Please see Attachment D Additional Information. 13. All new equipment and installation required shall conform to Guam building codes and standards. If applicable, are contractors allowed to utilize existing conduits/cable trays/idf boxes, or termination boxes for wire/cable installation? Is the Gloria B. Nelson Building Plenum rated ceiling? Contractors will be able to utilize existing conduits/cable trays/idf boxes or termination boxes where applicable or allowable. All communications cables installed in the Gloria B. Nelson Building must be Plenum rated. Please see Attachment D Additional Information. 14. Can G4S arrange another site visit at Gloria B. Nelson Building as well as the three other GPA sites in Dededo and Tamuning to conduct a more thorough assessment of the premises? A Non-Mandatory Site Visit is scheduled for Tuesday, January 30, 2018 at 9:00 A.M. for the following locations: GPWA Fadian Main Facility Dededo CT T&D Compound Transportation Interested parties are to meet at our GPWA Fadian Main Facility, 1 st. ATTACHMENT D ADDITIONAL REQUIREMENTS Please note the following additional requirements: a) Contractor will maintain replacement equipment sufficient to provide general replacement of any equipment failure under warranty of the system within one working day of a notification of failure. b) All drawings, manuals etc. become the possession of the client at hand over with no paper or digital materials relative to the design and installation of the system retained by the contractor. These materials will be archived on site and made available as necessary to facilitate the repair or service of the system. c) Design Calculations: Please provide your lens calculations to support your camera locations. These calculations will confirm the fields of view and detail requirements as defined previously. d) Band Width Calculations: Please include the band width calculations for each of the cameras to be installed. Your logic in generating these calculations should include maximum FPS expectations. e) Lightening Protection: In the event cameras are mounted on standalone poles sufficient efforts will be made to provide lightening protection for the equipment. f) Cabling: All cables will be home run and individually marked with the IP address they are programmed to. Acceptable marking will be in the form of printed labels standard to the IP industry. The cable will be grey to comply with the current site standards and plenum jacketed where cable is running in an open environment. g) Electrical Requirements: Where connection to an existing electrical service is utilized, this connection will be clearly identified to the breaker it is associated with it. Additionally, confirmation from the client relative to acceptable circuit loading will be provided. Where there is no existing power available the contractor will have the appropriate drop installed in a method that is compliant with all local permitting and design standards. h) Outside Connections: All outside connections will be installed in NEMA rated boxes consistent with the environment they are located in. i) Tamper Protection: All exterior boxes installed in support of this system will be tampered against un authorized access. This tampering will take the form of NC or NO switches monitored through the alarm inputs on the cameras. j) Drawings: A complete set of as Built drawings will be included in the turn over package. These drawings will include: device type, address, location and wire mapping, port demarcation, electrical demarcation etc. This drawing does not require and engineers stamp and can be accurately represented in a riser diagram.

FADIAN MAIN OFFICE 1. FADIAN HALL WAYS: The primary purpose of these cameras: CAMERA VIEW SPECIFICATIONS a) Give a clear view over the entire distance of the hallway. b) At points of Entry and Exit ensure a view which will provide detail significant enough for recognition of the individual(s), while maintaining the best overall definition viewing possible. c) Provide illumination standards sufficient to retain viewing consistent with the day time viewing area. Low Light Color capabilities is preferred but the minimum of IR support for the area is required. 2. ELEVATOR LOBBIES: The primary purpose of these cameras: a) Ensure a view which will provide detail significant enough for recognition of the individual(s) entering the elevators and adjacent stairwells. b) Provide illumination standards sufficient to retain viewing consistent with the day time viewing area. Low Light Color capabilities is preferred but the minimum of IR support for the area is required. 3. EMPLOYEE ENTRANCE GATE: The primary purpose of this coverage is to: a) Provide the identity all vehicles accessing or leaving the employee parking area. This identification to include the license plate of the vehicle in all environments 24 hours per day. A solution which would also identify the driver would be a plus. b) The location of this camera will be such so that it can be monitored by another existing or new camera to protect it against vandalism and damage. c) Installation of vehicle impact protection if the camera is installed in a location where that impact may occur. d) An option to include the LPR Software should be added as an option and priced separately. 4. CASHIERS AREA: The primary purpose of this camera is to: a) Provide coverage of activities occurring in the Cashier area. b) Coverage should be focused on identifying individuals conducting business with the cashiers.

5. MAIN ENTRANCE REVISION: a) No camera is required at the front gate. b) Signage indicated that a CCTV System is in place and monitored 24 Hours Per Day is to be installed in an area readily viewable from incoming vehicle. c) Signage will be of a reflective material designed for illumination by vehicular headlights. 6. PARKING LOT CAMERAS: The primary purpose of these cameras: a) To provide accurate viewing of incidents occurring in any of the parking areas. The incident information should be sufficient to clearly identify the vehicles involved. b) IR illumination sufficient to maintain the area of coverage for the day time viewing should be included with the coverage. c) The cameras were originally defined to be mounted on the roof. A more reasonable location for these cameras would be above the first floor on the exterior of the building. REMOTE SITES (T&D COMPOUND DEDEDO/COMBUSTION TURBINE COMPOUND DEDEDO/TRANSPORTATION COMPOUND TAMUNING) 1. PERIMETER: The perimeter areas to be protected should provide activity identification along the perimeter. This protection will produce the same level of view 24 hours per day with the daylight in color and the darkness in monochrome supported by Infrared illumination. Activity field of view is defined for this application as the ability to determine intrusion throughout the cameras view. Optional mapping of Pan, Tilt and Zoom cameras to produced enhanced object identification should be offered and an option. 2. ASSET PROTECTION: Where assets have been identified either in the bid documents, addendums, responses and/or at the site visits, they will require site access monitoring sufficient to provide individual or vehicular identity. This identity is required where immediate access to a protected asset may be affected. Where the monitoring of the intruder in general is monitored throughout the general coverage, and that coverage is uninterrupted, it is sufficient to demonstrate that identification, at any point in the coverage.

To paraphrase: If an individual or vehicle is picked up in the general coverage, as long as that coverage is non- interrupted, a video capture sufficient to provide an identifiable image acquired at any time through the process will be sufficient. 3. GATE VIDEO The same standard of video viewing and recording will be required as defined in the specifications applied to the gate system at Fadian.

PUBLIC ANNOUNCEMENT (PA) SPECIFICATIONS Additional clarification for the specifications for the PA system as follows: a) System will be compliant with the latest version of NFPA 72 Standards as defined in Chapter 24. Additional standards may be in place relative to the AHJ (Authority Having Jurisdiction) and are mandatory as well. b) The contractor is responsible for coordinating with the current service providers for the existing Fire Alarm System, Access Control System and Elevator Company where an interface is required. The contractor is responsible for all charges resulting from these interfaces to include permit fees, drawing etc. c) Contractor is responsible for all fees necessary for the recertification and testing of those systems. d) Special consideration will be given for system compliance with the facility Active Shooter protocols. e) Minimum UPS will be providing to maintain the system for up to 2 hours. f) Protection against power strikes/surges will be included.

DOOR REPLACEMENT SPECIFICATIONS Following doors at Fadian main office which listed for repair/replacement: 1) Double Door on 2 nd Floor to Employee parking lot. Repair or replace door closures. 2) Double Door on 1 ST Floor smoking area 3) 2 nd Floor Exterior Pedestrian Door Engineering Dept. Specifications to repair/replace doors as follows: a) Currently the doors fail to close completely OR are intermittent resulting in a failure of the ACS protection. b) Restoration, Repair or Replacement of the hardware on all doors which should include: Interface with the existing ACS system. This will require coordination with the ACS Service Provider and all costs associated with this will be the responsibility of the contractor Meet or exceed ANSI Grade 1, ADA, NFPA 72 Standards or Requirements and be UL listed. Work with the existing Doors. Restoration of surfaces abandoned as a result of the removal of the existing hardware, to include fill plugs or materials consistent with existing surfaces and be weatherproofed. Where painting may be involved the paint will be consistent with the existing surface.
