This description must address compliance with the Residential Site Improvement Standards for stormwater management; ensuring adequate long-term operation and maintenance of BMPs (including BMPs on property that you own or operate); design of storm drain inlets (including inlets that you install); and preparation, adoption, approval, and implementation of a municipal stormwater management plan and municipal stormwater control ordinance(s). To control stormwater from new development and redevelopment projects throughout the Township of River Vale (including projects we operate) we will do the following: We are already ensuring that all new residential development and redevelopment projects that are subject to the Residential Site Improvement Standards for stormwater management (including NJDEP Stormwater Management rules, N.J.A.C. 7:8, referenced in those standards) are in compliance with those standards. Our planning/zoning board ensures such compliance before issuing preliminary or final subdivision or site plan approvals under the Municipal Land Use Law. Should the Township construct any new development on Township property we will ensure adequate long-term operation and maintenance of BMP's for that project. We will also require any storm drain inlets that we install to comply with the design standard in Attachment C of our permit. We will ensure operation and maintenance for anynew development or redevelopment projects on our property by complying with the maintenance requirements in that ordinance. Our planning board has reviewed and adopted the Municipal Stormwater Management Plan. A municipal stormwater control ordinance has been adopted by the Township Council. The plan and the ordinance have been approved by the County Planning Department. The ordinance is administered by our joint planning/zoning board and code enforcement officer.

SPPP Form 4 - Local Public Education Program Effective Date of Permit Authorization (EDPA): 04/17/2018 Local Public Education Program Describe your Local Public Education Program. Be specific on how you will distribute your educational information, and how you will conduct your annual event. Attach additional pages with the date(s) of your annual mailing and the date and location of your annual event. The Township will distribute the NJDEP brochure to our residents annually with the Township newsletter. The newsletter is mailed to all residents and businesses within the Township. One mailing a year will include the brochure. Additional copies will be available at the Town Hall. A public information booth will be included each April in the Township's annual Octoberfest event. We will make the NJDEP brochure and other educational materials available at our table.

SPPP Form 5 Storm Drain Inlet Labeling Effective Date of Permit Authorization (EDPA): Storm Drain Inlet Labeling Describe your storm drain inlet labeling program, including your labeling schedule, the details of your long-term maintenance plan, and plans on coordinating with watershed groups or other volunteer organizations. We have established a storm drain inlet labeling program. All storm drains in the Township have been labeled. Replacement labels for those lost or missing are applied as appropriate by the Department of Public Works during the annual catch basin cleaning program.

SPPP Form 6 MS4 Outfall Pipe Mapping Effective Date of Permit Authorization (EDPA): Date of Completion: March 17, 2005 Date of most recent update: Explain how you will prepare your map (include its type and scale, and the schedule for the mapping process). Who will prepare your map (e.g., municipal employees, a consultant, etc.)? The Township has mapped out all outfalls. The map was prepared by the Township Engineer using existing tax maps as the base plan.

SPPP Form 7 Illicit Connection Elimination Program Effective Date of Permit Authorization (EDPA): Describe your Illicit Connection Elimination Program, and explain how you plan on responding to complaints and/or reports of illicit connections (e.g., hotlines, etc.). Attach additional pages as necessary. The Township has conducted inspections of all of our outfall pipes during the mapping process. We will use the NJDEP Illicit Connection Inspection Report Form to conduct these inspections and each of these forms will be kept with our SPPP records. Outfall pipes that are found to have a dry weather flow or evidence of an intermittent non-stormwater flow will be rechecked to locate the illicit connection. If we are able to locate the illicit connect (and the connection is within the Township of River Vale) we will cite the responsible party for being in violation of our Illicit Connection Ordinance, and we will have the collection eliminated immediately. If, after the appropriate amount of investigations, we are unable to locate the source of the illicit connection, we will submit the Closeout Investigation Form with our Annual Inspection and Certifiction. If an illicit connection is found to originate from another public entity, the Township of River Vale will report the illicit connection to the NJDEP. The Township of River Val will receive reports of illicit connection through its Police Department, Administrative staff, Department of Public Works and through any e-mail to the Township's web site.

SPPP Form 9 Yard Waste Collection/Ordinance Program Municipality Effective Date of Permit Authorization (EDPA): Please describe your yard waste collection program. Be sure to include the collection schedule and how you will notify the residents and businesses of this schedule. Attach additional pages as necessary. The Township of River Vale's yard waste collection program occurs from March through October. Collections are weekly at the curb. Leaf pickup occurs weekly at the curb from November through the 2nd week in December. The collection schedule and any changes are published on the Township website. The Township has adopted and is enforcing a yard waste collection ordinance that will prohibit all yard wastes from being placed at the curb or along the street more than seven days prior to our scheduled collections, unless they are bagged or otherwise containerized. The ordinance will also prohibit the placing of yard waste closer than 10 feet from any storm sewer inlet along the street, unless they are bagged or otherwise containerized.

SPPP Form 12 Street Sweeping and Road Erosion Control Maintenance Municipality: River Vale County: Municipality NJPDES # : NJG0152927 PI ID #: Effective Date of Permit Authorization (EDPA): Street Sweeping Please describe the street sweeping schedule that you will maintain. (NOTE: Attach a street sweeping log containing the following information: date and area swept, # of miles swept and the total amount of materials collected.) River Vale has evaluated all of its streets to determine areas which need to be swept monthly. These areas have been grouped together into four separate groups, and each group will be assigned a different week each month. River Vale intends on maintaining its existing street sweeping program for all other streets (not required by the permit), which includes sweeping all streets once per year. Road Erosion Control Maintenance Describe your Road Erosion Control Maintenance Program, including inspection schedules. A list of all sites of roadside erosion and the repair technique(s) you will be using for each site should be attached to this form. (NOTE: Attach a road erosion control maintenance log containing the following information: location, repairs, date) The Township of River Vales's DPW monitors roads for erosion problems. Periodic spot maintenance is reported to the DPW superintendent and repair orders are issued. Repairs are made in accordance with the Standards forsoil Erosion and Sediment Control in New Jersey. The DPW superintendent maintains a log of all repairs and dates completed. The status of Road Erosion Control Maintenance Program will be included in the Annual Report and Certification.

SPPP Form 13 Stormwater Facility Maintenance Municipality: River Vale County: Municipality NJPDES # : NJG0152927 PI ID #: Effective Date of Permit Authorization (EDPA): Please describe your annual catch basin cleaning program and schedule. Attach a map/diagram or additional pages as necessary. Annually, the Township of River Vale cleans and inspects all catch basins. Repairs for those in need are scheduled for completion either by the DPW or via the annual road resurfacing program. All sediment removed is properly disposed of. Maintenance logs are maintained. Please describe your stormwater facility maintenance program for cleaning and maintenance of all stormwater facilities operated by the municipality. Attach additional pages as necessary. (NOTE: Attach a maintenance log containing information on any repairs/maintenance performed on stormwater facilities to ensure their proper function and operation.) The Township of River Vale has a stormwater facility maintenance program to insure all stormwater facilities operated by the Township function properly. The Township of River Vale operates the following: catch basins, storm drains, buffer strips, and swales. These facilities are inspected annually to ensure proper functioning.

SPPP Form 14 - Outfall Pipe Stream Scouring Remediation Municipality: River Vale County: Municipality NJPDES # : NJG0152927 PI ID #: Effective Date of Permit Authorization (EDPA): Describe your stormwater outfall pipe scouring detection, remediation and maintenance program to detect and control active localized stream and stream bank scouring. Attach additional pages as necessary. (NOTE: Attach a prioritized list of sites observed to have outfall pipe stream and stream bank scouring, date of anticipated repair, method of repair and date of completion.) All outfall pipes are mapped. During the inspections for illicit connections each outfall pipe will be inspected for signs of scouring. A prioritized list of repairs will be prepared. Repairs will be made in accordance with the Standards for Soil Erosion and Sediment Control in New Jersey. Annually each repair area will be reinspected to ensure that scouring has not resumed.

SPPP Form 15 De-icing Material Storage Effective Date of Permit Authorization (EDPA): De-icing Material Storage Describe how you currently store your municipality s de-icing materials, and describe your inspection schedule for the storage area. If your current storage practices do not meet the de-icing material storage SBR describe your construction schedule and your seasonal tarping interim measures. If you plan on sharing a storage structure, please include its location, as well as a complete list of all concerned public entities. If you store sand outdoors, describe how it meets the minimum standard. The Township of River Vale stores its de-icing salt at it maintenance yard at the DPW facility, off Rivervale Road. De-icing salts are stored under an existing permanent structure. Sand is stored at this same location and is setback a minimum of 50 feet from any storm sewer inlets, ditches, other stormwater conveyance channels, and surface water bodies.
