Ultimately, we measure our success by how well people and communities are served by what we have done. At its best, good design can regenerate communities, protect natural environments, and connect people across vast distances; it can provide new energy solutions and create buildings that people are happy to be in. Good design is also robust and long-lasting. Alongside exciting new buildings, the existing estate is a key issue for HEIs in achieving the desired quality while reducing costs, achieving sustainability goals and delivering projects within strict timetables set by the academic calendar. The overriding requirement is to create an internal environment, which is conducive to study, and an overall building which will be attractive to both teachers and students alike; we therefore work closely with our clients and other design team members to promote the use of natural daylight, air quality and carbon reduction. Our experience also provides us with a detailed understanding of the design considerations for the different types of space that may be needed within education establishments. Ramboll has now become a globally renowned consultant within district heating, a position achieved through a long list of projects from planning and feasibility studies to design, procurement, construction management, commissioning and O&M support. Today we are universally regarded as one of the most experienced district heating consultants in the world and one of the very few offering a full range of services. Universities are focussed on decarbonising their energy systems. This can include integrated heating and cooling systems and large complicated piping networks supplying old and new buildings and some with particular operating conditions. Our clients include universities, who are often significant land owners. If land becomes surplus to requirements, the value of the asset can often be significantly increased through obtaining a planning consent for a different end use. Similarly planning consent is often required when facilities require updating to meet a standard that increases an institution s competitiveness. We provide environmental support to masterplanning and delivery of environmental information required by the planning system to inform decision-making and facilitate consenting of development. Legal compliance Ramboll has award-winning capability in providing environmental compliance support. Universities, like any other business, must comply with environmental legislation. Our expertise allows us to support environmental permitting support for issues such as effluent discharge consents and relating to waste management, energy use and the use of refrigerants. Risk management Ramboll is regualrly appointed by insurance companies, regulators, banks and other stakeholders to provide assessments of environmental risks. Site owners and operators are increasingly taking the initiative to identify and manage their environmental risks. Ramboll has the expertise to provide support in this area as well as offering health and safety risk assessment capabilities. Reputation We recognise the importance of reputation to higher education institutions and this extends to environmental performance, which can be the subject of scrutiny by third parties. 6 FUTURE ROLE OF UNIVERSITIES KEY PROJECTS National Graphene Institute The purpose built National Graphene Institute (NGI) in the heart of Manchester University s Campus was designed to meet high technical specifications to facilitate research into uses of graphene. By housing the M&E plant in a central block physically separated from the surrounding research rooms, all vibrations were isolated, a critical requirement for graphene research. The building envelope is also striking, with a black perforated outer veil and communal areas that introduce warmth with bold colours, helping creativity flourish. Feasibility for a district heating scheme in Dundee Ramboll was appointed by Zero Waste Scotland on behalf of University of Dundee and Abertay University to define the technical and economic performance of a district heating network connecting the two universities with options for additional connections within the Dundee City Centre. Wheatley Campus Redevelopment EIA Oxford Brookes University Ramboll is working with Oxford Brookes University on the proposed redevelopment of the Wheatley Campus. The University is proposing to submit an outline planning application for the demolition of all existing structures and redevelopment of the site with up to 500 dwellings and associated works. These will include engineering operations, site clearance, remediation, remodelling and deposition of inert fill material arising from demolition on site, installation of new and modification of existing services and utilities, construction of foul and surface water drainage systems including SuDS, creation of noise mitigation bund and fencing, creation of public open space, leisure, sport and recreation facilities. We are co-ordinating the preparation of the EIA and also providing technical inputs on noise and air quality. Edinburgh Bioquarter masterplan and business case Ramboll developed the conceptual design, cost and economic analysis of a District Heating network that will supply Edinburgh BioQuarter and high heat density buildings located nearby. These include Edinburgh University buildings, the Royal Hospital for Sick Children and a number of City of Edinburgh Council owned residential blocks at Greendykes and Moredun. The study further considered the strategic integration of this network into a wider district heating strategy that included connections to other potential heat customers as well as heat supply from the proposed waste to energy plant at Millerhill marshalling yards. Department of Materials, Science and Metallurgy Cambridge University The Materials Science & Metallurgy building at the University of Cambridge is one of the highest performing laboratory facilities in the world. The exacting brief led to what was described by the University s Estate Management department as one of the most complex projects the University of Cambridge has ever constructed. The four storey building contains specialist research laboratories housing ultra-sensitive measuring equipment, teaching space and naturally ventilated office accommodation, requiring exceptional engineering. Guardbridge Energy Centre EIA - University of St Andrews Ramboll was commissioned by the University of St Andrews to coordinate the EIA process for an application for planning consent to develop the Guardbridge Energy Centre (GEC) as part of a wider redevelopment strategy at the former Guardbridge paper mill site. The project will provide approximately 95% of the annual heat demand for the North Haugh campus of the University via a district heating network (DHN) and reduce carbon emissions by 10,000 tonnes per year. The project included the GEC itself, the pipelines for distribution and the alterations required to existing campus buildings to house the DHN. Key issues related to air quality, ecology (sensitivity of nearby European designated sites), noise, landscape and visual impact, and water resources and drainage. Queens Quay river water heat pump Queen s Quay Basin is on brownfield land adjacent to the River Clyde, at Clydebank and is being redeveloped by Clydeside Regeneration. The low temperature network supplies West College Scotland. Construction involves +1000 homes, socially-rented homes, a council-funded care home, health clinic, leisure centre and commercial zones. University of Leicester, new medical building Ramboll was appointed to design the New Medical Building as part of the University of Leicester s strategy to improve the facilities for the School of Medicine. Sustainability was paramount, and was achieved through the adoption of a Passivhaus approach to design, reducing energy use and carbon emissions from building. Internal climate control is provided by an innovative Ground air heat exchanger (GAHE), providing free summertime cooling and wintertime heating to the incoming air. On completion in 2016 it was the UK largest Passivaus accredited building. Cranfield University Ramboll has been providing assistance since 2007 including development and implementation of an EMS to ISO 14001 specification, annual compliance evaluations, a range of environmental and health and safety training and provision of advice on wastewater treatment issues.
