MINISTRY OF THE INTERIOR CHIEF-DIRECTORATE FIRE SAFETY AND CIVIL PROTECTION DISASTERS RESPONSE AND UNIFIED RESCUE SYSTEM
LAW ON THE MoI CHIEF DIRECTORATE FIRE SAFETY AND CIVIL PROTECTION - MoI With the amendments to the Law on the Ministry of Interior (Official Gazette No 88 of 9 November 2010) the Chief Directorate Fire Safety and Rescue and the Chief Directorate Civil Protection were integrated in a new structure Chief Directorate Fire Safety and Civil Protection. According to the art. 52 g of the Law on the MoI the tasks of the integrated CD FSCP are: (1) The Chief Directorate Fire Safety and Civil Protection is a national specialized structure of the MoI for ensuring fire safety, rescue and protection in case of disasters under the terms and provisions of this Law and the Disaster Protection Law. 2 2
CHIEF DIRECTORATE FIRE SAFETY AND CIVIL PROTECTION - MoI Main Task: Fire prevention, state fire control, firefighting and rescue activities; Authorization and control activity of products for fire extinguishing in regards to their effectiveness; Emergency rescue and recovery activities in case of floods and search and rescue operations, Expert support for disaster protection to the territorial executive authorities; CBRN protection in case of incidents and accidents with dangerous substances and materials and mitigation of ecological incidents; Early warning in case of disasters and protection of the population in case of wartime or emergency situation in compliance with the Geneva Conventions; Operational cooperation with the EU and NATO structures and other international organizations in the field of fire safety and protection of the population, humanitarian aid and civil-military emergency planning. 3 3
SINGLE EUROPEAN (EMERGENCY) NUMBER 112 МoI POLICE By Decision 91/396 / EEC of the Council of July 29, 1991 start the construction of the Single European emergency number 112. NOC In the National operations center (NOC) of ChD FSCP-MoI information from ministries, agencies, regional administrations and units of ChD FSCP is collected regarding: Disasters and emergencies within and outside the territory of the state (earthquakes, floods, stormy winds and of the natural and man-made). Potential hazards for various disasters (monitoring). Status of risk and potentially dangerous facilities on the territory of the state. Level of radiation (for the state and NPP Kozloduy). Status of dams on the territory of the state. Water level and status of Danube river. Status and level of contamination of the environment. Meteorological situation and forecasts. Status of the road system and infrastructure in case of disaster. 8 8
NATIONAL SYSTEM FOR EARLY WARNING AND ALERTING REGULATION FOR ORDER AND FUNCTIONING OF THE NATIONAL SYSTEM FOR EARLY WARNING AND ALERTING OF THE AUTHORITIES AND POPULATION IN CASE OF DISASTER AND AERIAL DANGER 1. System for early warning and alert of the executive power bodies; 2. System for early warning and alert of the population. Capacity of the system is up to 28 000 officials. For every person up to 4 phone numbers can be input. 9
Main functions: Alerting transmission of pre-recorded message to the participants in the groups in case of danger of occurrence or for disaster occurred Announcement record and send of message to the participants of the groups with additional information and guides for action Conference - parallel inclusion of groups of personnel in conference call irrelevant of their location, aiming at fast coordination of actions and emergency decision making for response of a given situation. 10
Advantages of the system: Fast and reliable dissemination of important information with minimum time delay; Fast mobilization of units on duty and simultaneous information of significant number of institutions, agencies and organizations; Effective information and gathering of institutional, regional and municipal staffs; 11
Interaction with the parts of the URS The Interaction with the constituent parts of the Unified Rescue System is based on Disaster Protection Plans. Disaster protection plans must necessarily include the mode of interaction between the components of the Unified Rescue System. Interaction and coordination between the parts of the Unified Rescue System involved in rescue and emergency repairs in the disaster area are performed by the Operations Manager. The preparation of the components of the Unified Rescue System shall be carried out by conducting drills and exercises. To perform of their obligations under the National Plan for Disaster Protection and for interaction with the national headquarters, the Ministers, which have responsibilities for its implementation, with their order create departmental management headquarter. 12 12
