TOWN OF MOORESVILLE STORM DRAIN MARKING PROGRAM The purpose of storm drain marking programs throughout the United States is to raise public awareness that storm drains connect indirectly or directly to local waterbodies. Substances that are dumped into storm drains cause surface water pollution. Stormwater runoff is the biggest source of surface water pollution in our Nation s waterways. The water quality of our surface waters will increase by decreasing the amount of pollutants that are introduced into our stormwater conveyance systems to be carried to waterways by stormwater runoff. The Town of Mooresville has an Illicit Discharge & Connection Ordinance that prohibits illegal dumping, and surface waters are also regulated by the State of North Carolina and ultimately the United States Environmental Protection Agency. TOWN OF MOORESVILLE STORMWATER STORM DRAIN MARKING PROGRAM SAFETY RULES AND GUIDELINES FOR VOLUNTEERS All Volunteers Must: 1. Wear a safety vest. 2. Park safely. 3. Furnish adequate supervision for groups that have participants that are under the age of 18. 4. Complete marking projects only during daylight hours and during dry weather conditions. 5. Obey all safety rules and guidelines. 6. Conduct a safety meeting or all participants prior to each marking project which includes a review of Safety Rules and Guidelines for Volunteers and Safety Procedures for marking projects. For Your Safety: 1. Wear light colored clothing that covers the arms and legs. 2. Wear plastic gloves. 3. Wear clothing that will not impair vision or movement during cleanup activities. 4. Work in small supervised groups. 5. Stay clear of any constructions. 6. Stop work in inclement weather. 7. Ensure drains are dry before applying the markers. 8. Drink plenty of fluids taking breaks to avoid overexertion. 9. Be alert for snakes, stinging insects, and poisonous plants. 10. Do NOT remove hazardous substances or dead animals (notify the Storm Drain Marking Volunteer Coordinator with the location of the item). 11. Avoid contact with noxious weeds and areas where herbicides have been applied. 12. Use proper lifting and bending techniques. Volunteers Must Not: 1. Do not use or possess illegal drugs or alcohol during a project. 2. Do no pick up what appears to be hazardous material. 3. Do not use drain marker adhesive in any manner except for adhering the storm drain makers. 4. Do not push, shove, or roughhouse near roadways or traffic. In Case of Emergency: 1. Have an adequate first aid kit immediately available. 2. Select an emergency room/hospital and know the route from the project area to the designated treatment facility. 3. Have transportation immediately available. 4. Call 911 when necessary. Page 4 of 8

Review and remain aware of ALL potential hazards such as: moving traffic animals potential to slip, trip, or fall poisonous plants/insects/snakes unknown/unlabeled substances hidden/sharp or broken objects overcrowding of workers various other 2. Do not create potential conflicts with other vehicles and equipment operating near the project area, and provide maximum protection for workers getting in and out of the vehicles. 3. Wear appropriate personal protective clothing. 4. Take extra precautions to prevent heat and cold stress when working in extreme temperatures. 5. Be aware of poisonous plants, insects, snakes, animals, and animal waste products and carcasses. 6. Be aware of routes for medical care in case of emergency. 7. Be aware of loose material, tripping hazards, uneven ground, and other obstructions. 8. Allow ample space for each person to work safely. 9. Be aware of hidden obstructions that may have sharp edges and broken glass. 10. Be aware of hazardous materials and objects and notify proper authorizes (police or Storm Drain Marking Volunteer Coordinator). 11. Use caution when handling trash bags containing broken or sharp objects. 12. If you collect any trash from the storm drains, use property lifting techniques when disposing of trash bags. Page 5 of 8
Town of Mooresville Stormwater 2523 Charlotte Highway, Mooresville, NC 28117 STORM DRAIN MARKING WAIVER The Town of Mooresville and the individual participant or group recognizes the need and desirability of litter free and healthier creeks, rivers, and lakes. The Storm Drain Marking program has been established for individuals, community, and civic organizations as well as private businesses and industry to contribute toward the effort of maintaining cleaner and healthier, creeks, rivers, and lakes. As indicated by their signatures on this agreement, the individual participant, or the individual participants of the group are aware of the nature of the work which is to be performed, that there may be hazards associated with their participation as disclosed in the Safety Procedures, and have agreed to follow the Stormwater Program s rules, policies, safety guidelines, and instructions. The individual participants agree to not hold the Town of Mooresville responsibility for any injuries they, their employees, or their agents may suffer or damages that they, their employees, or their agents may cause or suffer as a result of participation in the program. SIGNATORY INSTRUCTIONS 1. Signatures of individual group members participating in one or more storm drain marking projects are required in the spaces provided blow. No person may sign for another person. 2. A parent/guardian is required to sign for a volunteer under 18 years of age. A Storm Drain Marking Youth Participation Release Form must be submitted and signed by a parent/guardian to authorize a youth s participation in the program (if additional lines are needed, please make copies). ADOPTING GROUP SIGNATURES The following person will participate in one or more storm drain marking projects. By their signatures they: are indicating that they are aware that there may be hazards associated with such participation as disclosed in the Safety Procedures and that by participating they agree to assume the risks of such hazards, agree to abide by the Town of Mooresville s rules, policies, safety guidelines and instructions, and agree to not hold the Town of Mooresville, its agents, or employees, responsible for any injuries they may suffer or damages that they may cause or suffer as a result of participation in the Storm Drain Marking program. The undersigned also agree to keep complete and accurate records of all marked rains using the Marked Drain Log. Completed Marked Drain Logs should be returned to the Town of Mooresville Stormwater Program within 72 hours of the completion of the project via mail, fax, or email. Town of Mooresville Stormwater 2523 Charlotte Highway, Mooresville, NC 28117 STORM DRAIN MARKING WAIVER STORM DRAIN MARKING YOUTH PARTICIPATION FORM As the parent/guardian of the minor child named below, I hereby give permission for him/her to participate in one or more Storm Drain Marking projects. By my signature I release the Town of Mooresville, its agents, and employees from any liability or responsibility for any injuries or damages he/she may cause or suffer as a result of participation in the Storm Drain Marking program. MARKING INSTRUCTIONS Catch basins may be marked with a placard or painted using a stencil. Placards, paint, stencils, and other materials will be provided by the Town of Mooresville Stormwater Program Specialist. All unused materials must be returned to the Town of Mooresville Stormwater Program Specialist. Using a wire brush, clean the surface that will be marked. Do NOT wet the surface that will be marked. If marking with placards, be sure to place the placard so that it may be read from the street (Figure 1). Press firmly after placing the placard so the adhesive will bind to the surface. Be careful when using adhesive: too much will ooze out the sides of the placard, and not enough will cause the placard to disengage from the catch basin. If marking with stencil, be sure to position the stencil so that it may be read from the street (Figure 2). Be careful that the stencil is lined evenly and level. Be sure to edge the stencil with newspaper so that the paint is not applied to the area outside of the stencil. Figure 1 Figure 2 Page 8 of 8
