Base Registers as pillars of egovernment Together with the new Information system on territorial identification (ISUI), the ISKN is an important source of data for the Register of Territorial Identification, Addresses and Real Estate (RUIAN) being under construction since 2010. RUIAN will be one of the Base Registers of the Czech Republic, it will be launched on 1 July 2012. These Registeres will provide reference data for all information systems of the Czech public administration. RUIAN Export Files - RUIAN exchange format (VFR) The VDP Application will provide 2 sorts of export files (in VFR), depanding on the validity of data required: Monthly copies (focused on municipalities), Change reports (daily the whole state). The VFR filex will be available as a basic data set (without location details) or as complete data sets with all location details and relations. The VFR uses the GML 3.2.1. The goals may be similar, but each country writes its own story. Czech NSDI road 2001-2005: the NGII Program and the Public administration reform, EU accession in 2004 2006-2009: INSPIRE transposition and the beginning of Smart Administration Since 2010: redefining the NSDI to be: - a supportive framework for the Smart Administration, - INSPIRE compliant. 27-06-2012 INSPIRE Conference, Istanbul 30

RUIAN and INSPIRE The RUIAN project required a large restructuring of countrywide spatial data sets related to several INSPIRE themes: cadastral parcels (CP), addresses (AD), administrative units (AU), buildings (BU) geonames (GN), transport protected sites others Due to the INSPIRE rule, COSMC had to balance the PSI and e-government requirements with those of INSPIRE and to put them (via various interoperability measures) into the everyday practice of Czech public administration already in 2012. Conclusions 1 RUIAN will start up on 1 July 2012, it will serve as an important NSDI fundament incorporated into Czech egovernment infrastructure. Principles of interoperability were considered during the whole process when more policies had to be balanced. The EIF approach was useful. The convergence of implementing INSPIRE, PSI and egovernment have changed the approach to spatial data and their sharing (in house and within PA) and it opened them also for re-use. 27-06-2012 INSPIRE Conference, Istanbul 34

Conclusions 2 Data up-dating, validation (incl MD) must be a recogni-zed part of the process chain of sharing and re-use of PA data. INSPIRE did not focus on up-dating/changes so far. The RUIAN Case demonstrates that: building up a NSDI concerns thousands of organizations in various roles, with different powers and several hierarchical models; it requiers efficient coordination; variaty of supporting tools and awareness-raising activities must be used - relevant to the phase and actors addressed. Municipalities take part in the INSPIRE implementation process (as editors and users), but they should not carry the whole burden of the implementation. Recent phase of data openning and the convergence of tools reminds on the period of demolishing medieval town-walls.
