egovernment - ICT for Government and Public Services (according the EC website) egovernment means using the tools and systems made possible by ICT to provide better public services to citizens and businesses. ICTs are widely used by government bodies, but egovernment involves more than just the tools. Effective egovernment involves rethinking organisations and processes, and changing behaviour so that public services are delivered efficiently to the people who need to use them. Implemented well, egovernment enables all citizens, enterprises and organisations to carry out their business with government more easily, more quickly and at lower cost. In the EU s internal market, people are able to move freely for work or for private reasons and they have to be able to deal easily with public services outside their home country more and more. to provide added value to citizens and business through egovernment services, different government bodies (within a country and in different EU Member States), must be able to share information efficiently and co-operate in serving citizens. 24-06-2012 INSPIRE Conference, Istanbul 3

The RUIAN Project Register of Territorial Identification, Addresses and Real Estate The COSMC is in charge of the project Creation of the Base Register of Territorial Identification, Addresses and Real Estate and modernization of the Information System of Cadastre of Real Estate which is - based on the Act 111/2009, on Base registers, and - co-funded by the European Union - European Fund for Regional Development. RUIAN Base Register The Base Register of Territorial Identification, Addresses and Real Estates is one of 4 core registers of public administration in the Czech Republic, from July 2012 it will provide: up-to-date reference data to all Czech public authorities and services, open data for re-use. COSMC in charge of the RUIAN project since 2009. RUIAN is a part of the NSDI planned already in NGII 2001-05 links to other systems and services; involvement of all levels of Czech public authorities into revisions and editing (presentation on 27 June). 24-06-2012 INSPIRE Conference, Istanbul 24

RUIAN and INSPIRE The RUIAN project required a large restructuring of countrywide spatial data sets related to several INSPIRE themes: cadastral parcels (CP), addresses (AD), administrative units (AU), buildings (BU) geonames (GN), transport protected sites others Due to the INSPIRE rule, COSMC had to balance the PSI and e-government requirements with those of INSPIRE and to put them (via various interoperability measures) into the everyday practice of Czech public administration already in 2012. Summary There are many common or overlapping aspects of SDI (INSPIRE) and egovernment, e.g. territory of interest and most subject domains, digital data of public administration and some ICT tools medium- or long-term periods (for establishing, building up, maintenance) some laws and institutional structures some stakeholders and some users financial resources Integration is feasible and synergy achieveble, but this needs a lot of rethinking, negotiating, reorganisation, effort and time 24-06-2012 INSPIRE Conference, Istanbul 33

Conclusions Principles of interoperability should be considered during the whole process. The EIF approach is useful. The convergence of implementing INSPIRE, PSI and egovernment have changed the approach to spatial data and their sharing (in house and within PA) and it opened them also for re-use. 24-06-2012 INSPIRE Conference, Istanbul 34

Where next? SDI to become a recognized, integral structure and instrument of the skeleton/framework supporting and enabling efficient, transparent and user-oriented public administration and services in Europe (from local to national and cross-border). Two activities in this direction: ELF and ELFI initiated and led by EuroGeographics EULF launched by EC JRC as a part of the ISA Program (Interoperability solutions for European Public administration) 24-06-2012 INSPIRE Conference, Istanbul 35
