The longest immersed tunnel in the world Cross-sectionof the standard elements
Immersed tunnel in trench Special element
The longest immersed tunnel in the world 24/7 monitoring and control of the road and rail traffic
Factual information Longest combined road and rail tunnel in the world Rural area Constructed as an immersed tunnel installed in a trench below the seabed. Low traffic intensity Restrictions for dangerous goods will be decided by the authorities before opening. Sufficient local rescue and emergency resources. Factual information Longest combined road and rail tunnel in the world Rural area
Distribution of probability of accident type on road Safety strategy Compliance with all statutory safety requirements: Risk based design process Prevention of accidents Self-rescue to safe areas from road and rail tubes Improve safety for operation and maintenance Improve deployment of the emergency services Evacuation studies and emergency response planning.
Self-rescue to safe area Safety measures One-way traffic prevents frontal collision and glare Emergency lanes in road tunnels Separate parking for service vehicles in lay-bys Specially designed step barriers Low overall gradient in the road tubes No crossings in the rail tunnel or before the entrances Emergency walkways prevent derailments of trains All structural surfaces are protected by fire isolation Flood protected and protection against grounding ships Short distance to emergency doors, every 110 meters.
Evacuation of railway tunnel Safety measures One-way traffic prevents frontal collision and glare Emergency lanes in road tunnels
Key safety systems Key safety systems 24/7 monitoring and control of the road and rail traffic Communication systems Information systems and alarm systems Longitudinal ventilation (overpressure in safe tubes in case of fire) Permanent fire suppression system in road tunnels Stable, uninterrupted power supply
Key safety systems 24/7 monitoring and control of the road and rail traffic Communication systems Information systems and alarm systems Joint safety steering committee (F-SURR) F-SURR: Femern Safety, Accidents, Rescue and Recovery Bi-national rescue and emergency coordination Working groups have been established Dimensioning accident scenarios agreed with the authorities across all sectors Commissioned: Analyses, studies, workshops, plan rehearsals, need for exercise etc. Draft safety documentation with emergency plans is under development Cross border agreement has been signed Further agreements are to be developed.

Safety verification by risk based design process More than 99% of the risk to users of the road link in the Fehmarnbelttunnel will arise from ordinary accidents without involvement of fire. The safety level is very high and the safety for users will be at least as safe to use as similar stretches of road or railway in the open countryside in Denmark. The Operation Risk Assessment (ORA) is publicly available as part of the German Plan Approval process Risk based design procedure
Risk scenarios The ORA includes the following events: Ordinary road and rail accidents Fire in the road and railway tubes Accidents involving dangerous goods in the road and railway tubes External events such as: Flooding Dropped or dragging anchor Grounding and sinking ships Fire in transformer room Multiple simultaneous events such as: Fire/toxic release and accidents causing congestion/fire Safety dialogue
Bi-national tabletop exercisesat scenario workshop Conclusionon safety requirements The planned construction of the Fehmarnbelttunnel will fulfil the Danish and German safety requirements as well as the safety requirements of the European Tunnel Directive for the Road and Railway connection.
I trust this tunnel with the design layout -especially the very short distance in between the tunnel emergency doors for the road and rail tubes, the fixed fire fighting system, the surveillance and the emergency management -will prove safe compared to a tunnel designed following the German Standards and the European directives. Prof. Dr.-Ing. Wolfgang Baltzer, BUNG GmbH, Deutschland This is the most safe tunnel layout we have worked with within International Fire Academy (IFA). Ideal for rescue & emergency operations. MSc.
