OPTICAL TIME DOMAIN REFLECTOR The instrument is intended for use on single mode fibre optical system for locating fault and irregularities on Optical Fibre Cable during installation and subsequent maintenance. The offered OTDR shall be used to measure Splice loss, Connector loss, Fibre attenuation, Reflection of points, Link optical return loss and distance to fibre events. It can also be used for estimating the length of Optical Fibre Cable and attenuation attributed by the fibre length. 2. General Requirements: 2.1 The instrument shall be manufactured as per latest state of the art technology in accordance with international quality standards ISO 9000 series of standards for which the manufacturer should be duly accredited. 2.2 The mini OTDR shall be compact and robust in construction for portable use. 2.3 The offered OTDR shall comply with all the requirements stipulated in the Telecommunication Engineering Centre's (TEC) GR. No. G/ OTD-02/01, November 1998 with all latest amendments in addition to the technical specification stipulated in the tender. 2.4 The equipment shall be run on rechargeable battery having an operational life of minimum 6 hours on one charge. The charger unit for the battery shall be included in the offer. 2.5 All power cord shall have 3 pin moulded plug, as per BIS standards. 2.6 The offered equipment shall have visual display to show power ON/OFF status. 2.7 The offered equipment shall have internal self-diagnostic operation. Each equipment shall be shipped with a certificate of calibration. 2.8 The equipment shall be Y2K complaint and its operation and performance shall not be affected due to changes in date and time caused by events such as changeover of millennium/ century, leap year etc. 1 NO

Page : 3 / 8 2.9 The OTDR shall have built-in single button fully automatic intelligent fibre trace analysis facility for automatic optimisation of test parameters to best resolution on every section of fibre while maximising the dynamic range. 2.10 The offered OTDR shall have viewer friendly colour screen and a USB port connectivity to store complete trace information and setting. The equipment shall also have PCMCIA (440 MB) memory card and an internal memory of 8 MB (minimum). 2.11 The manufacturer shall furnish the MTBF and MTTR values and warranty for a period of minimum 2 years with free repair and replacement. The calculations shall be based on the guidelines in either DOT QA document No. QM-115 (January 1997) "Reliability Methods and Predictions" or any other internationals standards. 2.12 Bidder shall agree to arrange at his own cost the demonstration of his offered product for compliances of OIL's specifications. The product demonstration shall be carried out at OIL's office in Guwahati on demand from OIL. Bidder shall not be reimbursed for any cost associated with product demonstration. All material/ equipment shall be arranged by the bidder at his own cost for successful product demonstration. 3. Software: 3.1 Software of all the equipment shall be available for personnel computer running Microsoft Windows (Latest version) for recalling stored fibre trace information and doing trace analysis. 3.2 The successful bidder shall provide supplementary software along with the equipment that will convert files from the suppliers existing file output format to the OTDR data standard and vice-versa as per Appendices A & B of Bell Core document No. GR-196 core issue 1, September 1995. 3.3 The software of the equipment shall provide waveform display, manual measurement, auto search, auto zoom, event editing, printing, waveform comparison, waveform difference, and both end measurement. 3.4 Additionally offered OTDR shall have PC based Report Generation Software (RGS) to reduce the time needed to organise, evaluate and document the optical cable test data. The Report Generation Software shall have following facilities: i) Automatic PC based (Microsoft Windows (Latest version)) Report Generator. ii) Complete annotation of Trace no./ Fibre no., Event loss, distance, Fibre Length, Average Link Loss, Cumulative loss and reflectance. iii) Difference, One way & Bi-directional Reports iv) Print facility v) Comparison of 2 traces with overlap facility vi) Generate a report of 100 traces within 2 minutes vii) Threshold setting for loss. viii)zoom facility

Protection Requirements: 5.1 The front/ rear panel shall have a terminal for grounding the chassis of the instruments if required. 5.2 The plug-in units, if provided, shall have suitable protection to allow their removal/insertion while the instrument is in energized condition. 5.3 The measurements terminals shall be short circuit proof. 5.4 All switches / controls on front panel shall have suitable safeguards against accidental operation. 5.5 The instrument shall be adequately safeguarded to prevent entry of dust, insects and lizards. 6. Safety requirements: 6.1 The operating personal should be protected against shock hazards as

Page : 6 / 8 per IS 8437 {1993} "Guide on the effects of current passing through the human body" [equivalent to IEC publication 479-1 {1984}] or international standard. 6.2 The instrument shall conform to IS 9858 {1981} "Safety requirements for electronic measuring apparatus" [equivalent to IEC publication 348]. 6.3 Optical Safety Requirements: The instrument shall meet the optical safety requirements as per IEC-825-1 (latest addition). The instrument shall have visual warnings and controls ensuring danger free operation. 1. Markings : (LASER PRODUCT) 2. Controls : It shall have auto blocking shutter/ blocking cap (attached to the instrument so that it is not lost in any case.) for the optical input/ output port when no fibre is connected. 6.4 Optical Access Port: a) The optical access ports shall be easy to clean by the operator. b) The optical access ports should be designed to protect themselves against the entry of dust when they are not occupied by an external fibre optic connection. c) The optical access ports should be designed with minimum reflectance. Special Notes : For Item No 30: 1.Optional Plug in module: The offered Mini OTDR shall have optional facility to equip with different modules and sub-modules for different purposes. The modules are capable of simply plugging into the OTDR and the sub-modules into the modules. Bidder has to clearly indicate the name of module/sub-module and their utility along with the bid. Complete list of optional plug in module/sub-module for measuring/testing different optical parameters like Power etc with price list of each shall be submitted by the bidder along with the bid.cost of these optional items will not be considered for bid evaluation.however procurement of the optional plug in module will be at OIL"s discretion. 2. Maintenance Requirements: 2.1 All calibration parameters shall be valid for a minimum calibration period of one year. 2.2 The instrument shall have easy access for servicing and maintenance. 2.3 As and when bugs are found/determined in the software, the manufacturer shall provide patches and firmware replacement if involved free of cost for three years. Modified documents wherever applicable shall also be supplied free of cost.bidder must confirm the same while

Page : 7 / 8 quoting. 2.4 Rating and type of fuses used are to be indicated by the manufacturer. 2.5 The manufacturer/supplier shall furnish the list of recommended spares for three years maintenance with price break up.however cost of these spares will not be considered for bid evaluation. 2.6 Supplier shall guarantee the supply of spares so long as the instrument is in service, at least for ten years from the date of supply. OIL would like to stock spares as and when the supplier decides to close down (phase out) the production of offered instrument. In such an event, supplier shall give a two years notice to the purchaser so as to stock the spares. Declaration and confirmation on guarantee to supply spares for at least 10 years and 2 years advance notice incase of phase out shall be submitted by the bidder from the original manufacturer of the offered OTDR along with the Bid. 2.7 All parts used shall be capable of being repaired by the supplier with turnaround time of maximum 4 weeks from the date it is handed over to supplier. If this turnaround time can not be met then a loaner unit should be provided for the duration of the repair period. Declaration in this regard shall be made by bidder in his letterhead and shall accompany the bid. 3. Accessories: 3.1 The supplier shall provide one complete set of the following items.cost of these spares shall be considered for bid evaluation.bidder must quote unit cost and qty of the accessories required a) All the necessary interfaces, connectors, connecting cables and accessories required for satisfactory and convenient operation of the instrument. Types of connectors, adopters to be used and the accessories of the approved quality shall be clearly indicated in the operating manuals and this should be in conformity with the International Standard. 1 GB capacity Pen Drive is to be supplied for storage. b) Software (if any) and the arrangement to load the software at site. Any updating of software shall be supplied free of cost (Additional sets may be ordered optionally). 3.2 Special tools, extender boards, extender cables and accessories essential for installation, operation and maintenance of the instrument shall be clearly indicated. 3.3 The special tools, extender boards, extender cables and accessories essential for repair of the instrument shall be clearly indicated and supplied in case the same are ordered. 3.4 The source of the components/ accessories, from where these have been procured, is also to be submitted by the suppliers. 3.5 Detailed information for component/module accessories used shall be clearly indicated. 4. Documentation: Each OTDR unit shall be enclosed with original Technical literature in English language only with complete layout, detailed block schematic and circuit diagram of various assemblies, all aspects of installation, operation, maintenance and repair including the illustration of internal and external mechanical parts shall be covered in the manuals. The manual shall include the following: 4.1 Installation, operation and maintenance manual:

Page : 8 / 8 This manual shall include the following in addition to other details: a) Safety measures to be observed in handling the Testing instrument. b) Precautions for setting up, measurements and maintenance. c) Measurement procedures and tips. d) Test equipment required for routine maintenance and calibration including their procedures. e) Illustration of internal and external mechanical parts. 4.2 Repair Manual: This manual shall include the following in addition to other details: a) List of replaceable parts used including their sources and the approving authority. b) Detailed ordering information for all the replaceable parts shall be listed to facilitate reordering of spares as and when required. c) Procedure for troubleshooting of instrument shall be provided. Test fixtures and accessories required for repair shall also be indicated. Systematic troubleshooting methods shall be given for the probable faults with their remedial actions. d) Illustration of internal and external mechanical parts. For all Items 5. Bidders other than OEM, must submit valid authorized dealership/authorisation certificate from OEM alongwith their offer, failing which offer will be liable for rejection. 6.
