PROJECT PRIORITIZATION

ROADWAY PROJECT PRIORITIZATION The assessment of roadway projects for the Town of Morrisville Comprehensive Transportation Plan Update includes both quantitative and qualitative metrics. The metrics used were defined using feedback received from Town staff, the Morrisville Planning and Zoning Board, the Capital Area Metropolitan Planning Organization, and the North Carolina Department of Transportation. In addition, national resources such as Transportation for America s The Innovative MPO and their Transportation Performance Measures: 2017 Survey were consulted to pull from national best practices. Quantitative Metrics Crash History Existing Congestion (V/C Ratio) Congestion Reduction (V/C Ratio) Qualitative Metrics Access to Schools and Community Facilities Access to Activity Centers Supports Bus Routes

ROADWAY PRIORITIZATION CRITERIA Quantitative Metrics Crash History Intersection or corridor projects that address areas with existing crash severity and frequency concerns. Existing Congestion Projects serving corridor segments that are currently have volumes that are at or over the roadway s capacity. Future Congestion Reduction Demonstration of a reduction in congestion along a corridor from its base year condition to its future year improved condition.

ROADWAY PRIORITIZATION CRITERIA Qualitative Metrics Access to Schools and Community Facilities Projects within ½ mile of schools and community facilities such as parks and community centers. Activity Centers Projects within ½ mile of major retail and commercial areas within the Town. Supports Bus Routes Projects that align with existing and proposed bus routes.
