13 Taurant^aOty Kopurererua Valley Reserve Development DC No: 307 Purpose To provide background into Council's involvement with Ngai Tamarawaho with regard to the development of the Kopurererua Valley ('K Valley') Reserve. Executive Summary 2. Council has a history of involvement with Ngai Tamarawaho dating back to 1999 with regard to the development of 'K Valley'. This history recognises the cultural significance of the area to Ngai Tamarawaho. 3. This report provides information on the Council and Ngai Tamarawaho involvement in the development of 'K Valley', and Councils commitments made to realise Ngai Tamarawaho aspirations, particularly with regard to Smiths Farm. Recommendation/s That the : (a) Receive Report (DC307) - Kopurererua Valley Reserve Development. Discussion 4. An item to follow up from the on 27* August 2015 was for "the need for a staff report on the Cultural Centre proposal to come to the next meeting of the Committee in October 2015". This report provides that follow up. Timeline 5. The table below provides a summary of the history of involvement between Council and Ngai Tamarawaho with regard to the development of 'K Valley'. Timeframe Prior to 1999 Details Council purchased land for road and the surplus was used for reserve or sold. 1999 Memorandum of Understanding was agreed in regards to the mitigation of effects of roading projects between New Zealand Transport Agency / TCC / Ngai Tamarawaho. This outlined the process for involvement in construction and the establishment of physical presence in the area and other mitigation measures (e.g. Kopurerema Valley Reserve Development -1
4^ Taurati^aCity 14 Reserve Management Plan, Cultural Heritage Management Plan). 2000 'K Valley' Reserve Management Plan was adopted, which promotes passive recreation, cultural and natural heritage protection. 2002 Ngai Tamarawaho presented their concept to Council. The outcome was an agreement to a Joint TCC / Ngai Tamarawaho project with the project structure set up around this. Concept plan is attached as Attachment A. 2005 Council agreements to realise Ngai Tamarawaho aspirations. A 20- year resource consent was approved to enable reserve development, such as walkways, to occur. Several aspects of development that were likely to create more lengthy resource consent processes were not included in the consent. 2006/2009/2012 Council's Long Term Plan provided funding for 'K Valley' development, with a gradual reduction from $4.8 million to $1 million over the 10 year period in 2012-2022. 2015 Ongoing development continues, however no formal joint project structure in place in terms of Ngai Tamarawaho involvement. Council commitments 6. In 2005, Council resolved to contribute to the joint TCC / Ngai Tamarawaho project through the following: Lease a portion of 'K Valley' to Ngai Tamarawaho to develop wellness centre. Ngai Tamarawaho to construct a multi-purpose building at Smiths Farm, including a cultural centre. Exclude from the consent the cultural centre, sportsfields, services, access, village, but identify as a key element ofthe concept plan and non-negotiable deliverable from project. The reason for this was that the decision was made to consent the less contentious aspects of the plan in order to make some progress. Council agreed to provide services to the cultural centre and public facilities but not fund construction or ongoing costs. Council agreed to consider a Community Share Agreement. Support the over-bridge and costs for this as a key walking and cycling link. Set up a lease arrangement for the wellness centre. This is not finalised or formally agreed as there was a lack of certainty on the exact area at the time it was started. Be responsible for the comprehensive consent for Smiths Farm including the cultural centre. 7. Agreements were made through Council resolution (Policy and Strategy Committee 26* October 2005). 4^ Taurangacity 15 What has been delivered 8. Works have been undertaken in accordance with the shared vision and concept with Ngai Tamarawaho, including: Stage 1 River Realignment, 2005. Three Pou whenua constructed in 2011-12 (two in the ground and one other currently in storage which is planned to be installed by February 2016). 300,000 native trees and shrubs planted to date, seven new lakes, lokms of pathways and boardwalks, one new bridge, 10 hectares of weed infested ground reclaimed to mown open space, new information kiosk, strategic new entranceways created throughout the valley. Two Church ofthe Latter Day Saints planting events (led by Peri Kohu Kaumatua). 9. Approximate total capital investment by Council to date is $2,185,000. 10. Over the next 10 years there is a planned capital spend of $1.1 million (as per Council's 2015-25 Long Term Plan). This includes new bridges, planting, pathways, structures and signage (of which about $75,000 is expected to be spent on cultural aspects such as pou and interpretation) plus ongoing operational spending on further planting and ecological restoration. What has changed since the original plans? 11. Stormwater - The 100 year flood modelling indicates flood depths of approximately 1.5 metres in the location of the proposed wellness centre (in between the river and Route K). Options to mitigate this would be to raise the land or building by 2 metres (0.5 metres above top water level) or relocate the building onto the adjacent higher ground (noting this is an archaeological site provided for in the City Plan). It would be more appropriate to not allow this type of activity in the flood plain. 12. Sportsfields - The level of service for supply of active reserve was changed in 2012 and is now driven by actual demand from sports codes. The demand information is reviewed every three years to help Council determine what supply of sportsfields is required. The most recent review has identified that based on actual, current and projected demand information Smiths Farm is no longer required for sportsfields development, instead Parau Farms will fulfil this role for the western side of the city. Other Considerations 13. TCC have met with and written to Ngai Tamarawaho to discuss this. Another meeting is planned to progress this discussion based on other suitable sites. 14. TCC's Property Team are currently looking at other sites that maybe suitable, including those that are part of the Property Review. TCC staff will discuss these with Ngai Tamarawaho once completed. 15. Potential other locations for cultural centre (as identified by TCC Parks Team): End of 17th Avenue - This will require significant raising of ground level (if at all possible). End of Birch Avenue/'Valley of Te Auetu' - This requires significant raising of ground level (if at all possible), some historical synergies with the adjacent Orini Kopurerema Valley Reserve Development - 3 -

Under the Significance and Engagement Policy 2014. this matter is of medium significance as it affects a sub-group of people. No decisions are required therefore no consultation is required as an outcome of this report. Matters to do with Smiths Farm will be considered through a separate report.
