[Oklahoma Corporation Commission decision.] Question: do the piping requirements of NFPA 30, Chapter 27 apply to the belly tanks of an emergency generator set? Question: would a loading rack or loading/unloading station be allowed inside a diked area? Need for guidance in NFPA 30, 22.17 for measures to be taken when flammable vapors are found in the pontoons of floating roofs. (Attachment A7) Determination of Wetted Area. (Attachment A8) Need for clarification of testing requirements for shop-fabricated secondarycontainment type tanks that are shipped with a vacuum on the interstitial space. (Attachment A9) Table for emergency relief venting reduction factors. (Attachment A10) Use of retractable copper grounding cables in lieu of shunts as a means to provide grounding for floating roofs.

Need for prohibition against the use of plastic piping for tank vent lines. (CSB report on Bethune Point wastewater treatment plant explosion.) Need to split Paragraph 21.5.2.6 of NFPA 30; it applies to both underground and aboveground tanks. Revise NFPA 30, 25.15.1 to require a vapor detection system only for Class I liquids. (Massachusetts State Fire Marshal s Office) NFPA 30, 22.7.3.10 requires certain information to be stamped on each commercial vent device. Can this be amended to allow labels? (S. Allwein, Morrison Bros.) Does NFPA 30 limit the size of a riveted or bolted tank? Should it use API 12B as a reference? 9. Schedule Next Meeting(s). 10. Adjournment.

ATTACHMENT A2 FLAMMABLE AND COMBUSTIBLE LIQUIDS CODE COMMITTEE SCOPE STATEMENTS Technical Correlating Committee on Flammable & Combustible Liquids This Committee shall have primary responsibility for documents on safeguarding against the fire and explosion hazards associated with the storage, handling, and use of flammable and combustible liquids; and classifying flammable and combustible liquids. Responsible for NFPA 30, Flammable and Combustible Liquids Code, and NFPA 395, Standard for the Storage of Flammable and Combustible Liquids at Farms and Isolated Sites. Technical Committee on Fundamentals of Flammable & Combustible Liquids This Committee shall have primary responsibility for documents or portions of documents on the basic requirements for safeguarding against the fire and explosion hazards associated with the storage, handling, and use of flammable and combustible liquids. This Committee shall also have responsibility for definitions related to flammable and combustible liquids and for criteria for the classification of flammable and combustible liquids. Responsible for Chapter 1 of NFPA 30, Flammable and Combustible Liquids Code. Technical Committee on Operations This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with operations that involve the handling, transfer, and use of flammable and combustible liquids, either as a principal activity or as an incidental activity. Responsible for Chapters 5 and 6 and Appendix F of NFPA 30, Flammable and Combustible Liquids Code.

Technical Committee on Storage & Warehousing of Containers & Portable Tanks This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage, warehousing, and display merchandising of flammable and combustible liquids in containers and in portable tanks whose capacity does not exceed 2500 liters (660 gallons). Responsible for Chapter 4 and Appendices D and E of NFPA 30, Flammable and Combustible Liquids Code. Technical Committee on Tank Storage & Piping Systems This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in fixed aboveground and underground tanks of any size, including tanks in buildings, except as specifically covered by other NFPA documents, and with the installation of piping systems for flammable and combustible liquids. This Committee shall also have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in portable tanks whose capacity exceeds 2500 liters (660 gallons). Responsible for Chapters 2 and 3 and Appendices B and C of NFPA 30, Flammable and Combustible Liquids Code, and NFPA 395, Standard for the Storage of Flammable and Combustible Liquids at Farms and Isolated Sites.

ATTACHMENT A3 Technical Committee on Tank Storage & Piping Systems This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in fixed aboveground and underground tanks of any size, including tanks in buildings or vaults., except as specifically covered by other NFPA documents, and with the installation of piping systems for flammable and combustible liquids. This Committee shall also have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in portable tanks whose capacity exceeds 3000 liters (793 gallons). This Committee does not have responsibility for the installation of storage tanks for flammable and combustible liquids where specifically covered by other NFPA documents. Responsible for Chapters 4 and 5 and Annexes B and C of NFPA 30, Flammable and Combustible Liquids Code.

30- Log #81 FLC-TAN 21.4.1.2 (3) Aboveground storage of Class IIIB liquids at temperatures below their flash points in areas not exposed to a spill or leak of Class I liquid or Class II liquid 21.4.1.2 (4) Storage of Class IIIB liquids at temperatures below their flash points inside a building protected by an approved automatic fire extinguishing system. This change prohibits storage of Class IIIB liquids in combustible tanks if Class IIIB has flammable liquid hazards 96

The choice selection, specification and type of the lining material and its required thickness shall depend on the properties of the liquid to be stored. Should there be a change in the characteristics of the liquid to be stored, a management of change hazard analysis shall be conducted to assure that the lining and new material are compatible. This change provides more specific requirements for choice of lining and provides for a hazard review when stored materials change 97

30- Log #27 FLC-TAN Jon Nisja, Northcentral Regional Fire Code Development Committee Add a new section to read as follows: Atmospheric storage tanks shall be vented to prevent the development of vacuum or pressure that can distort the roof of a cone roof tank or that exceeds the design pressure of other atmospheric tanks when filling or emptying the tank or because of atmospheric temperature changes. This requirement shall apply to primary tanks, and each primary tank compartment of a compartmented tank. The code does not specifically indicate where the normal vents are to be installed, and it has been reported that some jurisdictions are requiring normal vents to be provided in the interstitial space of secondary containment tanks. The requirement is being proposed for this section so it can apply to both aboveground and underground tanks. 100

The wide range in size, design and location of tank storage facilities shall preclude the inclusion of detailed fire and hazard exposure control methods applicable to all such facilities. This change provides for management of hazardous liquid and vapor releases 107

ATTACHMENT A10 Replacement for 22.7.3.5 Reduction Factors for Emergency Relief Venting 22.7.3.5 For tanks containing stable liquids, the required emergency relief venting capacity determined by 22.7.3.2, 22.7.3.3, or 22.7.3.4 shall be permitted to be multiplied by one of the reduction factors shown in Table 22.7.3.5 when protection is provided as indicated. Only one reduction factor shall be used for any one tank. Protection measures shall meet 22.7.3.5 (1) through (4), as appropriate. (1) Drainage shall meet the requirements of 22.11.1 and the reduction factor shall only be applicable to tanks with wetted area greater than 200 ft 2 (19 m 2 ). (2) A manually actuated water spray protection system shall meet the requirements of NFPA 15, Standard for Water Spray Fixed Systems for Fire Protection and shall include drainage that meets the requirements of 22.11.1. (3) An automatically actuated water spray system shall meet the requirements of NFPA 15, Standard for Water Spray Fixed Systems for Fire Protection. (4) Tank shell insulation shall meet the requirements of 22.7.3.8. 22.7.3.5.1* Water-miscible liquids whose heats of combustion and rates of burning are equal to or less than those of ethyl alcohol shall be allowed an additional 50 percent reduction in the required emergency relief venting capacity, as given in the appropriate column of Table 22.7.3.5. Drainage shall not be required to obtain this reduction. In no case shall the combined reduction factor be less than 0.15.
