As part of the parkland dedication, the developer will be expected to include linear parkland within the right of way on the major local roads. This will provide the community with important linkages from Napier Park to Roy Brown Park. The development will be adjacent to Roy Brown Park and due to the close proximity; it is felt that parkland development for this area should be focused in Roy Brown Park. Therefore, cash in lieu for the remaining parkland dedication is expected with this subdivision. Roy Brown Park will be a Community Wide Park, therefore, a Neighbourhood Park in the proposed subdivision is not warranted. The development of Roy Brown Park is significant to the community and cash in lieu for the parkland will help with the future development of this park. Bring Forward.

A proposed concept plan has been developed for this area. Staff from Mississippi Valley Conservation Authority will be present to discuss the development of the trail system. The proposed concept plan is attached. A public open house is planned for Mon., September 15, 2014 at the Mississippi Valley Conservation Headquarters from 4PM-7PM. The Water Dragons have been working to obtain sponsors to help support their swim program. In order to recognize these sponsors, they would like to display a banner in the main pool area. That the Water Dragons be permitted to install a banner in the main pool area. The banner must not interfere with any current signage.
Parks & Recreation Committee September 8, 2014 - Page 4 125398 Received from Mark Smith Addressed to Joanne Henderson, Manager of Recreation and Culture Date September 2, 2014 Washrooms at parks A local resident feels that the Town should be looking towards the Future with planning to install full washroom facilities in ALL our Parks and Open Spaces (Ball & Soccer Fields, etc) but that for the present Porta Potties are acceptable. A single person approached me who represents a large group of people who mind our children and use our Town Parks and Playgrounds on an almost daily basis. They expressed a critical need for Washroom Facilities in our Parks and Open Spaces. It has been stated that with even one child it is extremely difficult to pack everything up and return to their homes, which can be some distance away, just for a washroom break. As with most young children when they have to go it is right now and they cannot wait. A washroom facility would also be a great asset to our parks for Adults, Tourists and Visitors to our town, especially if it is advertised as an amenity in ALL our Parks. Presently, portable toilets are located at the soccer fields, ball diamonds and tennis courts. The costs for the toilets in these areas are funded by user fees. When the issue was discussed last year, staff received calls from residents that live by neighbourhood parks expressing their concern should they be installed. They are concerned that portable toilets will be placed in their back/side yards and the toilets will cause odour, increased vandalism, etc. In some areas, residents have paid a premium to have their lot adjacent to a park. There are presently parks and playgrounds that have washroom facilities Riverside Park, the Train Station and Begley Street Park(beside the Tennis Courts) and the playground at Carambeck. This sport is similar to golf but it consists of throwing a disc into a basket. This sport is a low cost activity that can be played by all ages. Staff are working with the group to identify the best location to introduce this sport to the community. Bring Forward. 125400 Received from Blade Sports Addressed to Joanne Henderson, Manager of Recreation and Culture Date September 3, 2014 Skate Sharpening Lease The skate sharpening lease needs to be re-newed. Blade Sports is requesting a five Year term for the lease re-newal. Blade Sports have operated the skate sharpening concession since September 2013 and users are pleased with their service. That the skate sharpening lease be re-newed for a five year term and that a yearly cost of living increase be included in the lease agreement.
