Pilot Activities (Pilot Area: : EMINONU)1 Preparation of a strategic plan for the Cemberlitas- Mahmutpasa- Yeni Cami Axis (IMM- all Related Direcorates, LWG, Technical Team) Rearrangement of the axis with respect to cultural tourism in the framework of the strategic plan (creation of cultural tourism itinenaries, etc.), including the feasibility study of one of the historical buildings on the axis. (IMM, Eminonu Municipality, Tourism Department of the Governorship of Istanbul, Technical Team, subcontractor) Capacity building seminars towards the related staff of Eminonu Municipality in the areas of tourism and cultural heritage. (IMM, Eminonu Municipality, LWG, Tourism Department of the Governorship of Istanbul, trainers)

Pilot Activities (Pilot Area: : EMINONU)2 Preparation of a detailed and holistic guidebook for Eminonu (which highlights the axis). (IMM, Eminonu Municipality, Technical Team, Tourism Department of the Governorship of Istanbul, subcontractor) Research on the talismans and legends of Istanbul and their publicity though the publishing of a book. (IMM, Tourism Department of the Governorship of Istanbul, Istanbul University, subcontractor) Organization of an international conference (towards the publicity of the area) (IMM, Eminonu Municipality, LWG, Universities, Technical Team, Tourism Department of the Governorship of Istanbul, Union of the Municipalities of the Marmara Region,subcontractor)

Expected Results 1 Upon the completion of the project, the axis and its vicinity will become one of the popular tourism axes in Istanbul. The cultural itinerary (rearrangement of ther axis) will add positively to the physical appearance of the area, stop the physical and social decay and also make it a safer place. The guide book and the research on talismans and legends, as well as the international conference will contribute significantly to the publicity of the area. Through the project activities such as the feasibility study, international conference, etc. the area will attract more projects.

Expected Results 2 The partnerships between the local authorities and all the other entities involved in the project will be strengthened and widened. Culture of governance and participatory administration will be established. The SWOT Analysis results will set a basis for the related studies in the area. Upon the completion of the project, the economic activities in the area will be revived. In addition to the revival of the traditional trade in the area, economic development due to new tourism activity will take place. The people living/working in the area and the Eminonu Municipality staff will become more acquinted with the history and significance of the area and consequently will identify better with it.

Current Situation 2 Data Collection (ARCGIS) Eminonu District Type, history, ownership status, functions, registration status of the structures in district Axis Name, builder information, architectural age, current owner, preservation status, original/ current/ suggested usage, reparing or maintenance activities done on the structures on the axis Population information based on neighborhood regions, employment information based on sectors, etc.

Financial Possibilities EU Funds Governorship of Istanbul - Special Provincial Administration to allocate 10% of property tax to municipalities as a contibution to conservation of built cultural heritage (Law 2863- Art. 12) All government credits towards cultural tourism have priority. (Tourism Encouragement Law 2634- Art.14) All kinds of applications in renewal areas are exempt of all kinds of taxes and fees. (Law 5366)
