Public Input No. 1-NFPA 557-2012 [ New Section after 1.5.3 ] 1.6 Approved Qualifications The design shall be prepared by a person with qualifications acceptable to the AHJ. The term designer is used in chapter 8. The issues addressed by NFPA 557 are very complex and interact with the building structural system. As such, they should be designed by a person with credibility. The proposed section is a minimum that should be added to ensure a credible designer. This proposal is similar to that in NFPA 914, section 9.1.3, and that proposed to NFPA 204 as section 1.7. This is proposed as a minimum. As an alternative, the Technical Committee should consider adding a section 1.6 to say 1.6 Approved Qualifications. The design shall be prepared by a registered design professional ; changing the term designer in section 8.1.2 to registered design professional (RDP) ; and add the definition from NFPA 5000 3.3.538 Registered Design Professional (RDP) An individual who is registered or licensed to practice his/her respective design profession as defined by the statutory requirements of the professional registration laws of the state or jurisdiction in which the project is to be constructed. This alternative change would ensure competency in the design of the system. Public Input No. 9-NFPA 557-2013 [ New Section after 7.2 ] 7.3 Combustibility of materials 7.3.1* Noncombustible Material. 7.3.1.1 A material that complies with any of the following shall be considered a noncombustible material: (1)*A material that, in the form in which it is used and under the conditions anticipated, will not ignite, burn, support combustion, or release flammable vapors when subjected to fire or heat (2) A material that is reported as passing ASTM E136, Standard Test Method for Behavior of Materials in a Vertical Tube Furnace at 750 Degrees C (3) A material that is reported as complying with the pass/fail criteria of ASTM E136 when tested in accordance with the test method and procedure in ASTM E2652, StandardTest Method for Behavior of Materials in a Tube Furnace with a Cone-shaped Airflow Stabilizer, at 750 Degrees C 7.3.1.2 Where the term limited-combustible is used in this Standard, it shall also include the term noncombustible. 7.3.2 Limited-Combustible Material. A material shall be considered a limited-combustible material where all the conditions of 7.3.2.1 and 7.3.2.2, and the conditions of either 7.3.2.3 or 7.3.2.4, are met. 7.3.2.1 The material shall not comply with the requirements for noncombustible material in accordance with 7.3.1. 7.3.2.2 The material, in the form in which it is used, shall exhibit a potential heat value not exceeding 3500 Btu/lb (8141 kj/kg) where tested in accordance with NFPA 259, Standard Test Method for Potential Heat of Building Materials. 7.3.2.3 The material shall have the structural base of a noncombustible material with a surfacing not exceeding a thickness of 1 8 in. (3.2 mm) where the surfacing exhibits a flame spread index not greater than 50 when tested in accordance with ASTM E 84, Standard Test Method for Surface Burning Characteristics of Building Materials, or ANSI/UL 723, Standard for Test for Surface Burning Characteristics of Building Materials. 7.3.2.4 The material shall be composed of materials that, in the form and thickness used, neither exhibit a flame spread index greater than 25 nor evidence of continued progressive combustion when tested in accordance with ASTM E 84, Standard Test Method for Surface Burning Characteristics of Building Materials, or ANSI/UL 723, Standard for Test for Surface Burning Characteristics of Building Materials, and shall be of such composition that all surfaces that would be exposed by cutting through the material on any plane would neither exhibit a flame spread index greater than 25 nor exhibit evidence of continued progressive combustion when tested in accordance with ASTM E 84 or ANSI/UL 723. 7.3.2.5 Where the term limited-combustible is used in this Standard, it shall also include the term noncombustible. A.7.3.1 The provisions of 7.3.1 do not require inherently noncombustible materials to be tested in order to be classified as noncombustible materials. A.7.3.1.1 (1) Examples of such materials include steel, concrete, masonry, and glass. Also add the following: 3.3.9 Material 3.3.9.1 Limited combustible material (see 7.3.2) 3.3.9.2 Noncombustible material (see 7.3.1) Also add ASTM E84, ASTM E136, ASTM E2652, NFPA 259 and UL 723 to the list of referenced standards in Chapter 2. Public Input No. 8-NFPA 557-2013 [ Section No. A.7.3.4.6 ] A.7.3.4.6 Fire retardant treated wood products must exhibit a flame spread index not exceeding 25 when tested in accordance with ASTM E 84 or ANSI/UL 723 and show no evidence of significant progressive combustion when the test is continued for an additional 20-minute period and have a flame front that does not progress more than 3.2 m beyond the centerline of the burner at any time during the test. In 2011 a test was developed, ASTM E2768 (Standard Test Method for Extended Duration Surface Burning Characteristics of Building Materials (30 min Tunnel Test)) which standardizes the way in which the "30 minute ASTM E84" test is to be conducted. In order for a wood material to be designated as fire retardant treated wood it would have to comply with ASTM E2768 on all sides and it must be impregnated with chemicals. Also: ASTM E2768 needs to be added to Section2 on referenced ASTM standards. The addition of a reference to ASTM E2768 is useful.
