DIRECTOR OF PUBLIC WORKS SUBJECT: EXTENSION OF CONTRACT SERVICES AGREEMENT WITH VALLEYCREST LANDSCAPE, INC. FOR LANDSCAPE MAINTENANCE SERVICES OF HILLTOP PARK AND SUNSET VIEW PARK Summary: The City contracted with ValleyCrest Landscape, Inc. (ValleyCrest), to provide landscape maintenance services at Hilltop Park and Sunset View Park in 2008. A second amendment to the original Contract Services Agreement is being proposed to provide a two-year contract extension under the current terms of the contract, with no increase in costs over the two-year term. Recommendation: Authorize the City Manager to execute an amendment to the Contract Services Agreement with ValleyCrest Landscape, Inc., for landscape maintenance services at Hilltop Park and Sunset View Park. The amendment will provide a two-year extension of the existing contract under the contract s current terms including no increase to the annual cost. Fiscal Impact: The current annual cost of the contract is $53,052. No increase to the annual cost is being requested as part of the contract extension. Funds for Hilltop Park and Sunset View Park landscape maintenance are included in the FY 2013-14 Public Works Maintenance Operations budget. Funds to cover the cost of the remaining year of the contract will be requested during FY 2014-15 budget deliberations.

Extension CSA ValleyCrest Hilltop Park and Sunset View Park April 2, 2013 Page 2 Background and Analysis: In 2008, the City entered into a three-year contract with ValleyCrest Landscape, Inc., to provide landscape maintenance services at Hilltop and Sunset View Parks. In 2011, the contract was extended for an additional two-year term with no cost increases. The contract extension is scheduled to expire July 31, 2013. After negotiations with Public Works staff, ValleyCrest agreed to another two-year contract extension with no rate increase. ValleyCrest has effectively implemented the City s landscape maintenance program specifically designed for Hilltop Park and slope as evidenced by the continued overall improvement in the park s appearance. ValleyCrest has also kept the park and restrooms clean even though the park experiences heavy daily use. Additionally, staff has been pleased with ValleyCrest s commitment to providing quality service and responsiveness to inquiries or requests made by staff. Based on ValleyCrest s performance and offer to extend the contract another two years with no rate increase, staff is recommending the approval of the attached (Attachment A ) two-year contract extension. EXHIBIT D-2 AMENDED SCHEDULE OF PERFORMANCE 1. The term of this Agreement shall commence on August 1, 2013, and shall terminate on July 31, 2015. At the conclusion of the term, the CITY and CONTRACTOR may agree to extend the contract for an additional term if the parties mutually agree on an annual rate adjustment, which shall not exceed the rate inflation or All Urban Consumers CPI Index of the Los Angeles metropolitan area. 2.
