Title of the measure: HU87 Spinning Grumbler (Forgó-Morgó) National Program for change of electrical appliances of households General description The Forgó-Morgó Program In Hungary 37% of household appliances older than 10 years, one of the highest figures in the 27 member states. Many people are unaware of the large extra cost these old devices cause to households due to high energy consumption, and the strong contamination they cause to the environment. Generally speaking, Hungarian consumers are highly price sensitive, which partly explains the high percentage (37%) of household appliances older than 10 years. In Hungary, old appliances that are still capable of operation but are no longer needed are typically passed on to the grandma or taken to the holiday home of the family; no wonder Hungary ranks this high on the list of supply with obsolete machines. Unfortunately, the average consumer in Hungary is not usually interested in environmental considerations when making purchase decisions, and is unwilling to buy products that are environmentally friendly but cost a bit more. Similarly, it is into taken into account when a product is only relatively expensive, in other words, when the benefits offered by its use, for example, the energy saved, or lower water consumption in the case of washing machines, outweigh the higher price to be paid at the time of purchasing. The initiative launched by CECED Magyarország aims at changing this buyer attitude, primarily through the development of an environmentally aware consumer approach and the promotion of modern energy-efficient technologies. Objectives Energy efficiency and environmental protection are now treated as priority issues in the EU and its member states. Member states are obliged to prepare an energy efficiency plan for the European Union in 2007. CECED Magyarország believes that as a result of this national energy efficiency initiative, all state and market operators will be able to contribute to the development of this program, since finding effective solutions for this problem as soon as possible is a common interest. Therefore, CECED Magyarország Egyesülés takes pride in its initiative role, and launched an energy efficiency program to foster an environmentally aware consumer attitude. Electro-Coord Magyarország Kht. is committed to actively supporting this program in the interest of realizing these objectives, and strengthening this campaign as a collector, so that the largest possible amount of collected e-waste should be disposed of and recycled, and the secondary raw material obtained in this way can be fed back into the industry. Considering the environmental load during the total lifetime of household equipment and assuming that it may not be worth replacing equipment younger than 7-8 years, then in case of the replacement of the devices older than 8 years, CO 2 emissions could be reduced by 1,663,450 tons, which corresponds to 108% of the annual 1,542,250 tons of CO 2 emission reduction to be achieved by Hungary.

Purpose of the Spinning Grumbler campaign The figure of this campaign is Spinning Grumbler (Forgó-Morgó) a popular cartoon character, an electronic meter, that appears as an energy consultant in all communication materials. The purpose is that through its positive personality, Spinning Grumbler should divert consumer habits toward environmental awareness, and emphasize the importance of saving energy. We made a Spinning Grumbler TV spot series to call attention for the replacement of old, energy-wasting refrigerators / washing machines, / electric ovens /vacuum cleaners. All major national TV channels aired the lovely Spinning Grumbler spots on washing machines and electric ovens. Campaigns from 2006 till the end of 2008 I. Refrigerators - Media event: the spectacular campaign opening was held on the Car-Free Day (September 17, 2006) organized within the EU Mobility Week, where the difference between the energy consumption of 100 old and 100 new refrigerators in Andrassy Road was shown on a Spinning Grumbler display. - Contest: We are looking for the oldest working refrigerator of Hungary. The winner appliance was a ZIL Moscow refrigerator in operation for 50 years (Made in Soviet Union in 1955.). - Sales promotion: those who purchased a refrigerator of A, A+ or A++ energy class, and returned their old device at the time purchasing, were given a HUF 5000 (app. 20 ) reduction from the purchase price displayed at the shop. Until December 16, 2006 almost 3,000 new refrigerators were replaced with new cost- and energy saving ones. - Website: Also, a website was launched during the campaign, where savings from replacing an old device with a new one can be calculated; the website at www.energiakalkulator.hu and www.cecedhu.hu provides detailed information about the campaign. II. Washing machines - Media event: the campaign opening event was held on World Water Day, March 22nd, 2007 with the Washing machines competiton. It was about proving that the currently available energy-efficient one is the winner. The challengers: Aunt Panni who washes with her hands in a traditional washtub, and a 50-year-old agitator washing machine. We would like to show how much more efficient a modern appliance is in using energy and water. The champion in this competition was the energy class A washing machine, which operated in the most efficient mode used only 1.2 kilowatt-hours of energy in one washing cycle, and saved during its average life cycle of 7 years 50,000 litres of water that would fill a smaller pool. - Contest: we announced our We are looking for the oldest working washing machine in Hungary! contest on the same day. The winner of the contest was an AEG washing machine manufactured in 1951 whose owner earned a shopping voucher. - Competition: the attention of the next generation was called by a children drawing competition. The children depicted in over 800 pictures what Spinning Grumberl could do in the interest of protecting the environment.

- Sales promotion: those who purchased a washing machine of A, A+ or A++ energy class, and returned their old device at the time purchasing, were given a HUF 5000 (app. 20 ) reduction from the purchase price displayed at the shop. Until June 2, 2007 almost 11,000 new washing machines were replaced with new cost, water and energy saving ones. III. Electric ovens - Media event: the campaign opener was held on the Opening Day of European Mobility Week on September 16, and then on European Car-Free Day on September 22 at Andrássy Road. Spinning Grumbler and his team turned up to let passers-by taste his energy-saving pizzas and pancakes. - Contest: we announced the We are looking for the oldest working electric oven in Hungary contest on the same day. More than one hundred old machines were entered in the contest. The winner has been operating for 70 years. We couldn t define the exact age of the machine, but the owner had a accompanying contemporary cooking recipe book from the middle of 1930 s. - Campaign closure: there were the prize ceremony of the electric oven s contest in the Hungarian Museum of Trade and Tourism and we represented all of the campaign s winner appliances and took a humble feedback about what we did in last 2 years under the name of Spinning Grumbler. IV. Vacuum cleaners - Media event: the opening event was held at the Elephant s House in ZOO Budapest where we announced the We are looking for the oldest working vacuum cleaner in Hungary! contest. CECED Hungary adopted and elephant, Hella as the mascot of Spinning Grumbler Vacuum Cleaner Campaign. We took a competition on the event: an old vacuum cleaner, Raketa, from 1969 headed with a new, energy-efficient one. We represented that the old one used more energy than the new and it didn t just clean up the dust but it blew out as well. - Contest: the winner of the oldest working vacuum cleaner contest was a LUX Turbator vacuum cleaner in operation for 83 years. The owner of the vacuum cleaner had the original delivery note of the machine that said the machine were sell on 16 June in 1925! - Campaign closure: the old vacuum cleaner award ceremony held together with the exhibition called the House of the Past and the Future at IKEA Budapest. House of the Past and the Future is another project of CECED Magyarország cooperation with the Ministry of Environment. This House wants to call attention how people can save energy in the household. Project goals in relation to sustainability and efficiency of the project The main goal of the project was/is raising awareness and education of consumers by giving them sufficient information about the current situation in Hungary (ie. the number of old appliances and their energy consumption), the recommended solution (replacement of old appliances), emphasising the environmental impacts and cost benefits.

A second-step-goal was to accelerate the replacement of old appliances, by launching a sales promotion (20 EUR price reduction in case of purchasing an energy efficient product while taking back the old one). An overall, long term purpose of the campaign was to offer the concept and the results (as a pilot project) to the government in order to convince them that by focusing on and supporting (financially) the replacement of old household appliances, energy efficiency goals can be achieved. But the learning of the former campaigns is that without financial support given to consumers, market transformation cannot be reached. Innovative aspects of the project regarding technological standards and living conditions in the region Spinning Grumbler cartoon figure as the symbol of the campaign (independent from brands, purely represents environmental and energy efficiency goals) energy calculator (uploaded on www.energiakalkulator.hu website) developed by taking into consideration amongst others the technological features of refrigerators having been available on the Hungarian market for the last 20-30 years, the energy prices in Hungary in the concerned period of time We are looking for the oldest working refrigerator/washing machine/electric cooker / vacuum cleaner in Hungary! game, which has been a great tool for awarness raising and for drawing the attention of the media to the campaign Children s drawing competition Reproducibility of the project in other locations The We are looking for the oldest working refrigerator/washing machine/electric cooker in Hungary! game has already been launched in the UK and planned to be launched in Belgium as a part of the local energy efficiency campaign. The Slovakian version of www.energiakalkulator.hu website has being launched in Slovakia, with Spinning Grumbler and the calculator for refrigerators. http://www.cecedslovakia.sk/cskalkulator.htm Spinning Grumbler can be a great symbol of the global aims in all regions/locations. Environmental impact with respect to emissions/pollutions/climate protection As a result of the replacement of 7 600 refrigerators: 33 009 MWh energy have been saved (equal to 30 688 tonnes of CO 2 ). As a result of the replacement of 10 700 washing machines: 86 263 MWh energy (equal to 80 224 tonnes of CO 2 ) and 3617 x 10 8 l water have been saved. CECED Magyarország submitted its project, Forgó-Morgó (Spinning Grumbler) Energy Efficiency Campaign, for the Energy Globe Award 2008 and were among a total of 769 projects from 111 nations.

The international jury has judged the submission as the National Winner for Hungary. The awarding ceremony was held on 13 April 2009 in Prague.
