Pompeston Creek Regional Stormwater Management Plan Chapter 1 of Final Plan Rutgers Cooperative Extension Water Resources Program November 2007 Introduction Milestone 1 of the Regional Stormwater Management Plan was initiated by the Rutgers Cooperative Extension Water Resources Program. As required by the Stormwater Rules found at N.J.A.C. 7:8, Regional Stormwater Management Planning is intended to address stormwater related water quality, groundwater recharge, and/or water quantity impacts of new and existing land uses in a regional planning area. The process of preparing the plan began by solicitation of participation by invitation and follow-up according to the rules found at N.J.A.C. 7:8-3.2 in a Regional Stormwater Management Committee. The Pompeston Creek Regional Stormwater Management Committee The team members at Rutgers worked with local stakeholders and formed the committee that would be known as the Pompeston Creek Regional Stormwater Management Planning Committee. Invitations for participation were solicited from the municipalities contained in the region, counties, lake associations and other entities as dictated by N.J.A.C. 7:8-3.2. Active members of the committee are contained in Appendix A, Chapter 1 of this plan. The Lead Planning Agency for the Pompeston Creek Regional Stormwater Management Plan Once the planning committee was formed, the designation of the Lead Planning Agency was secured. At the second meeting of the Pompeston Creek Regional Stormwater Management Committee, held on Wednesday, March 16 th, 2005, Burlington County was designated by the Pompeston Creek Regional Stormwater Management Planning Committee as the Lead Planning Agency. The Lead Planning Agency is recognized as the primary contact for the committee and is a critical component of the preparation of the regional plan. The lead planning agency also coordinates the planning process, creates opportunities for participation in the planning process and performs other activities appropriate to facilitate the planning process. For copies of documents regarding the Lead Planning Agency, see Appendix B of this document. Recognition as a Regional Stormwater Management Planning Committee Rutgers University along with the Burlington County as the Lead Planning Agency submitted a request for recognition as a regional stormwater management planning committee to the Department of Environmental Protection on June 20 th, 2005. This request included information on the work plan and schedule for plan completion, a copy of the mailing list used to solicit participation, a copy of the letter of invitation, a copy of the responses, and proof of certified mail if required. The Department approved the request and recognized the Pompeston Creek Regional Stormwater Committee and recognized the Burlington County Department of Resource Conservation s Water Resources Program as the Lead Planning Agency. Letters of support and Statements of Authority that have been obtained from the parties involved in ultimate implementation of the plan have been presented in Appendix C of this document.
