ATPL 5405 (082) STAFF RECOMMENDATION It is recommended that the City Council adopt the plans and specifications on file with the City Clerk s Office and authorize the Department of Public Works to solicit construction bids for the Arroyo Simi Greenway Bike Trail Phase 3, Specification No. SV 16-06, Federal Aid Project No. ATPL 5405 (082) CITY MANAGER S RECOMMENDATION The City Manager recommends that the City Council authorize Public Works to solicit construction bids for the Phase 3 Arroyo Simi Greenway Bike Trail project. BACKGROUND AND OVERVIEW City Council authorization is requested to solicit construction bids for the Arroyo Simi Greenway Bike Trail Phase 3, Specification No. SV 16-06, Federal Aid Project No. ATPL 5405 (082) (Location Map, Attachment A, page 4). This project primarily consists of improving the existing unpaved maintenance road located along the south side of the Arroyo Simi between Madera Road and First Street to a paved pedestrian and bicycle path with associated fencing, gates, interpretive signs, benches, and drainage improvements; installation of a pedestrian/bicycle bridge over the Arroyo Simi near Fifth Street to provide access between the existing north side trail and the new south side trail; and construction of a trail spur south along Fifth Street between Los Angeles Avenue and Royal Avenue to connect the bike trail to Sinaloa Middle School. The FY 2016-17 Streets and Roads budget contains $1,644,000 for this project ($150,000 for engineering services and $1,494,000 for construction). The funding is comprised of $1,197,000 of state and federal Active Transportation Program (ATP) funds, $50,000 Article 3 funds, $66,500 Rancho Simi Recreation and Park District (RSRPD) contribution, and $330,500 Air Quality Trust Funds).

2 FINDINGS AND ALTERNATIVES The plans, specifications, and cost estimate for this project have been completed, and a bid package is available for review in the City Clerk's Office and the Department of Public Works. In addition to the cost of construction, consulting services will be required for materials testing and surveying services. Public Works staff will perform contract administration and construction inspection services. The construction time schedule has been developed as follows: Authorization to Solicit Bids... August 15, 2016 Open Bids... September 20, 2016 Award of Construction Contract... October 17, 2016 Commence Construction... October 26, 2016 Complete Construction... February 27, 2017 This project has been found to be Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) of the State CEQA Guidelines. Also, the project has been found to qualify for a Programmatic Categorical Exclusion under the National Environmental Policy Act (NEPA) (Attachment B, page 5). Upon the City Council's approval, a number of contractors, including local contractors from the City s current Contractor s List, will be invited to submit bids for this project. In addition, a Notice Inviting Bids will be published in the Ventura County Star, posted on the City s website, and will also be submitted to the City s list of construction publications. The following alternatives are available for City Council consideration: 1. Adopt the plans and specifications on file with the City Clerk s Office and authorize the Department of Public Works to solicit construction bids for the Arroyo Simi Greenway Bike Trail Phase 3, Specification No. SV 16-06, Federal Aid Project No. ATPL 5405 (082); 2. Provide staff with other direction. Staff recommends Alternative No. 1. SUGGESTED CITY COUNCIL MOTION I move to adopt the plans and specifications on file with the City Clerk s Office and authorize the Department of Public Works to solicit construction bids for the Arroyo Simi Greenway Bike Trail Phase 3.

3 SUMMARY State and Federal funding has been approved for this project under the Active Transportation Program (ATP). The plans, specifications, and cost estimates have been completed, and a bid package is available for review in the City Clerk s Office and the Department of Public Works. Project Location - City: Simi Valley Project Location - County: _V _ e_ nt_u_ra Description of Project: The scope of work for this project includes (1) construction of a 0.91 mile section of new paved trail along the south side of the Arroyo Simi between Madera Road and First Street; (2) installation of a pedestrian bridge across the Arroyo Simi west of First Street to provide access between the existing north-side trail and the new south-side trail and allow patrons to utilize the existing grade-separated undercrossing at First Street; (3) construction of a new bike trail spur along Fifth Street between Los Angeles Avenue and Royal Avenue that will connect to Sinaloa Middle School by combining an existing on-street bicycle route with a 0.36-mile section of new paved trail; (4) installation of five new trail entrances that will improve access to and awareness of the Greenway; (5) installation of related fencing, gates, and landscaping; and (6) installation of educational interpretive exhibits.
