1. SCOPE This document aims to provide information on the policy of the Accreditation Body of Serbia (ATS) as regards the application of SRPS CEN/TS 15675 when granting accreditation to laboratories performing periodic measurements of stationary source emissions. The laboratories that have already been accredited or those seeking accreditation as per SRPS ISO/IEC 17025 will be additionally assessed in accordance with the requirements of SRPS CEN/TS 15675. 2. APPLICATION OF SRPS CEN/TS 15675 3.1 General Background The technical specification entitled SRPS CEN/TS 15675 is a supplement to SRPS ISO/IEC 17025 and it contains the explanations and requirements for laboratories performing periodic measurement of stationary source emissions. The technical specification cannot be applied individually as it will only be referenced in the scope of accreditation. The following documents shall be used when applying SRPS CEN/TS 15675: - SRPS EN 15259:2010: Air quality - Measurement of stationary source emissions - Requirements for measurement sections and sites and for the measurement objective, plan and report - SRPS CEN/TS 14793:2010: Stationary source emissions Intralaboratory validation procedure for an alternative method compared to a reference method All annexes to SRPS CEN/TS 15675 and SRPS EN 15259 are mandatory, not informative. 3.2 Application of SRPS CEN/TS 15675 Having in mind the existing policy for the accreditation of these laboratories and the aim to avoid certain problems when applying this technical specification, laboratories have to bear in mind the following key issues: 5.4.1 SRPS CEN/TS 15675: Operational procedures and Measurement Plan shall be documented in accordance with the requirements laid down in SRPS EN 15259. 5.4.2 SRPS CEN/TS 15675: Laboratories shall regularly update the knowledge of the existing air protection laws and regulations particularly pertaining to the emission of air pollutants, and knowledge of emission source processes. 5.4.6 SRPS CEN/TS 15675: Uncertainty of measurement shall be calculated. 5.7.2 SRPS CEN/TS 15675: Requirements defined herein are clearly described in Annex F. Laboratories shall provide documented evidence confirming the fulfilment of the said requirements. 5.10.3 SRPS CEN/TS 15675: Content/elements of the assessment report shall be clearly described in Annex F to SRPS EN 15259. All the details described in the said Annex shall be given in the Assessment Report. Annex B to SRPS CEN/TS 15675: All objective evidence proving the application of these requirements shall be kept in staff files/hr files. When an accredited laboratory contracts sampling out to another accredited laboratory, the Test Report shall contain the description of how the results are obtained and data on estimated uncertainty of measurement. The Sampling Report shall be annexed to the Test Report that was issued, while the test result shall be expressed in the units of the measuring range. 3.3. Time line for the application of SRPS CEN/TS 15675 Assessment of laboratories as per SRPS CEN/TS 15675 shall be performed on the occasion of the extension to the scope of accreditation of all accredited testing laboratories. When submitting an application for accreditation/extending the scope of accreditation/renewing accreditation, laboratories shall also specify that they wish to be assessed as per SRPS CEN/TS 15675. Laboratories shall submit to ATS all the necessary documentation within the time frame defined in the ATS procedures. Witnessing of the work of person(s) performing testing/measurements in the field shall be a mandatory element of these assessments. After the assessment, and following the decision on accreditation, a new scope of accreditation shall be issued to clearly specify the reference to SRPS CEN/TS 15675. 4. DOCUMENT DISTRIBUTION This document shall be used by ATS assessors and testing laboratories when preparing documentation needed for the submission of applications for accreditation/extension to the scope of accreditation. This document shall be made available to the ATS assessors that are permanent ATS employees and shall be kept on Juatsrv server (the folder entitled QMS_ATS ).
