Development Proposal - Comprised of three separate cable systems ; sets of overhead, high-tensile cables, powered by an electric drive motor (similar to a chair lift at a ski hill), which would tow participants along a series of man-made, isolated ponds. - The plan includes one (1) Full Size Cable System as well as two (2) Straight-Line Cable Systems. - 71 parking spaces are provided, however, the overall site plan allows for expansion into open areas where overflow parking can be accommodated for large events. - The park s design will also offer other amenities such as passive recreation areas, a pro shop and office, washrooms and a change area for public use. - The development will be serviced by private water and wastewater systems, on an interim basis, subject to the timing and availability of full municipal services.
Property Characteristics - Located on the southwest corner of Country Road 2 and Clark Street, in the former Historic Village of Clarksburg, now the Town of the Blue Mountains. - Total area of approximately 35.78 ha (88.41 acres). - Access to and frontage on Clark Street (approximately 423.43 metres) and additional frontage on Grey Road 2 (approximately 396.18 metres). - The property is bisected southwest to northwest by an intermittent tributary feeding Indian Brook. - Formerly the Cedar Run Horse Park
Historical Context - The subject lands were formerly approved as a Registered Plan of Subdivision (Beaver Valley Industrial Park). - As a condition of this approval, the proponent was required to construct and install watermains and service connections, sewers, roadways, structures, landscaping, conservation works and other requirements. - The right-of-way allowances for these services were conveyed to the Town. - It is proposed that the Town of the Blue Mountains transfer ownership of the dedicated public roads to the applicant as part of the approval process or in a land swap to accommodate the realignment of Grey Road 2/Clark Street.
Transportation Network - The subject lands occupy a prominent location on the major road network which serves the Town and the County. - It is bordered by two major transportation corridors; Grey Road 2 and Highway 26. - The Town of The Blue Mountains has recently completed a Municipal Class Environmental Assessment (EA) to consider improvements to the transportation network in the area of Highway 26 and Grey Road. - The EA identified Realignment of Clark Street to the south with stop control at the new intersection with Grey Road 2. - Lands have been set aside for this future Municipal infrastructure project.
Provincial Policy Statement (2014) - The PPS provides policy direction on land use matters of provincial interest. - The proposed Water Ski Wakeboard Cable Park is consistent with all applicable policies of the PPS, specifically as they relate to the provisions of economic prosperity, tourism, sewage and wastewater management and natural heritage features and hazard lands. - The subject lands are located within a Settlement Area. - The proposed development will allow for the redevelopment of a vacant and underutilized site and replaces a previous commercial recreational use. - The proposed Water Ski Wakeboard park will expand upon to the inventory and mix of employment uses within the Georgian Triangle four seasons tourist area and diversify the seasonality of the local tourism sector. - The proposed development minimizes any potential adverse and focuses development away from sensitive ecological areas and complies with the polices of the PPS.
County of Grey Official Plan (2012) - The subject lands are designated as Primary Settlement Areas and Hazard. - Permitted uses in Primary Settlement Areas include a full range of residential, commercial, industrial, recreational, and institutional land uses. - Permitted uses in the Hazard Lands designation are forestry uses, agriculture, passive public parks, public utilities and resource based recreational uses. - No development is proposed within the identified Hazard Lands.
Official Plan Amendment - The subject lands are designated Urban Employment Area and Hazard - Special Policy B3.2.6.1 implements site-specific policies that permits a Commercial Recreational use consisting of a Horse Park as well as associated uses on the subject lands. - The OPA seeks to remove the site-specific permitted use of Horse Park and replace it with Water Ski Wakeboard Cable Park on the basis that is compatible with the permitted commercial recreational use. - The OPA also seeks a number of technical amendments to the site-specific provisions to recognize the new specialized use. Zoning By-Law Amendment - The subject lands are zoned C4-12-h and H - The C4-13-h zone permits a Horse Park and related facilities - The H zone permits forestry and conservation uses, outdoor recreation uses, agriculture and horticultural uses, public and private parks, flood and erosion control structures. - The proposed Zoning By-law Amendment seeks to remove Horse Park as a permitted use and modify the permitted uses to recognize the new proposed Water Ski Wakeboard Cable Park.
