"URBAN SERVICES STANDARDS AND GUIDELINES" CITY OF PORT ANGELES - PUBLIC WORKS & UTILITIES DEPARTMENT FORWARD The purpose of this manual is to describe the "Urban Services Standards and Guidelines" for sewer, water, stormwater, electrical, solid waste, streets and alleys, erosion control, clearing and grading and construction elements, to ensure that city minimum requirements are met, and to delineate administration requirements and documentation associated with the construction of these public and private facilities. These standards are intended to be applied by the Public Works and Utilities Department when reviewing developments and other activities for compliance with the requirements of the City's Urban Service Standards of the Port Angeles Municipal Code, PAMC Chapter 18.08. These standards and guidelines shall pertain to all construction and upgrading of City of Port Angeles operated sewer, transportation, water, stormwater, electrical, and solid waste systems and facilities, except where otherwise provided in city ordinances and the Port Angeles Municipal Code. In addition, these standards and guidelines shall apply to private developments where conditions are required by city ordinance or by action of the Planning Commission and City Council. The design section of the guidelines is intended to be consistent with Washington State Department of Ecology criteria for sewage works and stormwater design, Washington State Department of Health criteria for water system design, Washington State Department of Transportation and Transportation Improvement Board arterial design criteria, and the National Electrical Code and National Electrical Safety Code for electrical service and transmission facilities. Except where these standards and guidelines provide otherwise, construction detail, workmanship, and materials shall be in accordance with the Standard Specifications for Road, Bridge, and Municipal Construction, latest edition, prepared by the Washington State Department of Transportation. Exceptions from these standards may be granted upon evidence that such exceptions are in the public interest; that they are based upon sound engineering judgment; and the requirements for safety, function, appearance, and maintainability are fully met. Exceptions shall be approved on a case by case basis in writing prior to construction. More comprehensive or strict standards may be applied to a specific development in order to provide for the public health and welfare. Failure to comply with these standards and guidelines could delay project approvals and/or will be cause for withholding or withdrawing all approvals associated with the facilities proposed. Changes have been designated by vertical lines on the left side of each page with a revision. The changes have been made to reflect changes to ordinances passed by City Council on December 20, 2016 which make Low Impact Development the preferred and commonly used approach to site development. Furthermore, revisions were made to be consistent with the Department of Ecology 2014 SWMMWW which includes reduced thresholds triggering stormwater controls.
