Waco Phase 1 MS4 Permit City of Waco MS4 Phase 1 permit was issued on 10/10/16 Requires the City to: Expand the comprehensive master planning process to include Post- Construction Stormwater Control Measures for all new development and redevelopment projects that disturb one acre or more of land Within one year of permit issuance 12

Waco Storm Water Master Plan: Comprehensive Master Planning process FEMA floodplain updates Drainage CIP Drainage Criteria Manual Stormwater utility fee Includes Post Construction & Redevelopment criteria Inner-department cohesiveness Roll out SWMP (draft) 13

PC Criteria Development Scope: Task 1 Develop the Post Construction Criteria Workshop with City on water quality issues Up to 3 meetings with City staff to discuss criteria / BMP strategies Draft a PC ordinance, develop PC presentation, 2 stakeholders meetings Task 2 Development of City Procedures Initial PC BMP GIS inventory database 3 meetings with City staff to establish procedures for PC plan reviews PC review checklist, help develop a PC BMP inspection program Task 3 Flood Control Project Assessments Up to 20 projects in the Drainage CIP list + 10 existing flood control projects 14

Develop Criteria Pollutants of Concern Wet Weather Sampling Program (Land Use Classifications - Drainage) Fish Pond Road Newer Residential (discharges to Lake Waco) Webster Avenue Older Downtown Lasker Avenue Older Residential Jewell Drive Industrial Area New Road Newer Commercial Drainage Flows to the Brazos River 15

Develop Criteria Potential PC BMPs Three Categories: 1. Preserve & Promote Natural Hydrology Preferred 2. Conveyance Treatment & Infiltration 3. On-Site Detention & Treatment Last Resort eria for Waco 14 Natural Treatment of Stormwater

Develop Criteria Pollutants of Concern Collected Data since 1993 Sample for 25 parameters (per MS4 permit) Five monitoring stations various locations Discharge Monitoring Reports (DMR s) Rapid bio-assessment reports: 2014 Barron s Branch, Fish Pond Creek 2015 Primrose Creek, Landon Branch (no negative impacts were identified) Storm Water Monitoring Station Requires Routine Preventative Maintenance 17

Develop Criteria Floatables Program Two floatables collection locations: floatables are accumulated from city storm drain discharges, downstream watersheds, Riverwalk pedestrian traffic etc. 80% (approx.) of the city s MS4 storm water runoff impacts these two watersheds that flows to the Brazos #1 - Barron s Branch Outfall (Upper Waco Creek) #2 - Baylor Marina Outfall (Lower Waco Creek) 18

Develop Criteria Floatables Program..City workers clean trash from Brazos River City of Waco Parks and Recreation Department workers use utility boats to remove some of the debris including tires, logs, and lots of plastic trash from the Brazos Rive. The debris washes down from creek beds and floatables downstream after heavy rain events.

Develop Criteria Potential PC BMPs Could also be combined with detention requirements Bio-Retention and Rain Gardens 23

Develop Criteria Potential PC BMPs Streets are part of MS4 too Collect and bring stormwater runoff to curb inlets Opportunities for treatment / infiltration Biofilter with underdrain connected to adjacent curb inlet Catch floatables before they get to curb inlets 24

Develop Criteria Potential PC BMPs (MS4 Examples) Riparian Buffer Restoration (RBR) New parking with permeable pavers A rain garden in a parking lot capture storm-water from an impervious parking lot.
