Speaker s CV/Bio and Synopsis Strategic Stormwater Management Synopsis The ABC Waters Programme is a long-term strategic initiative by the national water agency PUB to improve the quality of water and life by harnessing the full potential of our waterbodies. By integrating the drains, canals and reservoirs with the surrounding environment in a holistic way, the ABC Waters Programme aims to create beautiful and clean streams, rivers, and lakes with community spaces for all to enjoy. Holistic stormwater management involves engineering solutions at the source, pathways and receptors that also provides social benefits and enhanced liveability. Stormwater detention and conveyance elements of high aesthetic value like bioretention swales, rain gardens and constructed wetlands can be integrated within the development. Beyond slowing down runoff and improving stormwater quality, these multi-functional spaces can also present recreational and educational opportunities by providing a fun and creative platform for people to interact and learn about water. For this presentation, PUB will be sharing best practices and case studies using ABC Waters design features which comes with drainage functions. To implement source solutions, ABC Waters design features can provide detention of stormwater and treatment close to the source so that cleaner water flows into the public drains and waterways. Used alone or coupled with detention tank, clean stormwater discharges from the development at a regulated rate. Speaker s Profile Ms He Qihui is a Water Engineering Specialist with over 10 years of experience in planning, designing and implementing drainage and ABC Waters Projects in Singapore. Examples of the projects undertaken by her includes ABC Waters project at Bishan-Ang Mo Kio Park and constructed wetlands at Alexandra Canal. She specialises in designing ABC Waters Design Features such as wetlands, rain gardens and swales for public spaces in Singapore and is PUB s Key Domain Expert (KDE) member in Water Quality. Qihui is currently holding the position of Principal Engineer overseeing the ABC Waters Masterplanning and Liveability section in the Urban Liveability Division. She leads a team that manages and develops ABC Waters Masterplans, review Blue-Green masterplans proposed by agency and industry partners. The team formulates and reviews policy guidelines on issues pertaining to the ABC Waters Programme and manages the implementation of the ABC Waters Programme, including development of concept proposals and securing of funding. She personally hopes to see more of our waterways being utilised as vibrant recreational spaces and hopes that by bringing people closer to water, they understand the importance of water and see themselves as guardians of Singapore s water resources.

Alkaff Lake Integration of ABC Waters design features and a detention pond Synopsis Rapid urbanisation and development of highly dense residential and commercial developments have led to an increase in hard, paved and impervious areas and reduction in green pervious areas where water can infiltrate into the soil. This will result in a higher peak flow where more runoff is produced and discharges more rapidly into public drains during storm events, thereby increasing flood risks to surrounding low-level developments. The new Alkaff Lake in the Bidadari Park is a highlight in Bidadari Community in a Garden housing estate project. The scenic lake with a permanent waterbody will also function as a stormwater retention pond to collect rainfall runoff, slow down and reduce peak discharge from the development. The development of Alkaff Lake aims for the reduction of the peak runoff by collecting and storing a part of the runoff volume during storm events and then releasing it at a rate not exceeding the maximum allowable peak runoff to the public drain downstream, i.e. through a retention pond with controlled outflow. As the retention pond also has an aesthetic function, it is necessary to maintain good water quality in the pond. The shape, depth, position of inlets and outlets and hydraulic capacity of the pond is carefully designed to meet the objective of ABC Waters (Active, Beautiful, Clean Waters) programme. This project showcases a resilient and environmentally viable design that was achieved through collaboration of planner, landscape architect and engineers. Speakers Profiles Dr. Chi Bui is currently the Consultant with CPG Consultants with more than 10 years of experience in Water Engineering. She obtained her post graduate degrees in the field of ecological hydraulics. Her expertise is in hydrology, hydraulic, drainage, sewer vortex & flood mitigation design and water sustainability. Her interests lie in computational fluid dynamic, modelling of flood risks, water quality enhancement and bio-treatment processes. Some of her ongoing and completed projects under the Flood Mitigation and ABC Waters programme include Bidadari Park development, Drainage Masterplan for Singapore waterways, ABC Waters for Serangoon Reservoir, Sungei Pinang and Hougang Ave 10, Jurong Lake Garden West development, Van Giang Development (Vietnam), Alexandra Drainage Improvement Works, NUS Flood Mitigation Design, Singapore Zoo Hydraulic Study, River of Life (Malaysia), Flood Mitigation for Brunei SPARK development and Poyan Reservoir Design. Mr Anton Siura is an Associate Director at Ramboll Studio Dreiseitl with over 11 years of experience in the field of Landscape Architecture, Architecture and Urban Design. Graduated with a Bachelor of Architecture from the University of Atma Jaya, Yogyakarta, Indonesia, his scope of landscape and urban design work ranges from building, waterfront, streetscape, park and masterplan design, with a primary focus on the integration of a natural landscape system and water sensitive urban design. His recent works as a project lead for Landscape and ABC Waters Design consultant team includes Bidadari Park, Bukit Canberra and Punggol Regional Sports Centre. He has designed and completed the award winning project: Kampung Admiralty, the first retirement village in Singapore that has successfully integrated a skyrise ecological greenery with sustainable water management in a housing and commercial development. He was also involved in the construction of ABC Waters project at Windsor Park Estate, which has seen the transformation of the existing roadside drain into natural drainage systems. With his collaborative multi-disciplinary training and experience, Anton brings unique perspectives with an emphasis on the integration of landscape, engineering and architecture that results in urban resilience and transform public spaces into liveable places across a wide range of scales. Besides being highly experienced in working with both the

private and public sector clients, Anton has also represented Ramboll Studio Dreiseitl as an expert speaker in several conferences.
