CALL TO ORDER The meeting was called to order at 7:40 pm. 2. APPROVAL OF THE AGENDA Regular Council Meeting Monday, May 26, 2008 That the Agenda for the Regular Council Meeting Monday, May 26, 2008 be adopted. 3. 6. DELEGATIONS 6.1 Tracy Green, Anmore Resident, presented a proposal for a joint project between the Village of Anmore and the Village of Belcarra to create and distribute reusable shopping bags as an alternative to single use disposable bags noting that: This initiative is modeled after a similar project conducted in Roseland, BC; The bags will be paid for through sponsorship donations, therefore having no cost impact for the Village of Belcarra; and The Village will have to decide how to distribute the bags. That the Village of Belcarra: 1. Support the initiative to distribute reusable shopping bags in partnership with the Village of Anmore, as an alternative to one use plastic bags; and 2. Thank Tracy Green for volunteering her time to organize this project. 7. BUSINESS POSTPONED OR TABLED AT OR NOT DEALT WITH AT A PREVIOUS MEETING 8. REPORT OF PUBLIC WORKS SUPERINTENDENT/DEVELOPMENT VARIANCE PERMITS 8.1 Public Works Building Alarm Upgrade Larry Scott, Superintendant Public Works / Building Inspector, provided a report dated May 21, 2008, regarding alarm system upgrades to the Public Works Building noting that: On the morning of May 13, 2008, two people broke into the public works yard and stole small hand tools and equipment; Video surveillance was forwarded to the Coquitlam RCMP; The Public Works yard is currently not alarmed, however the buildings have been prewired for future alarming; and The Chubb Security Systems quotation includes the hardware that will allow the Public Works building to communicate with the Municipal Hall alarm system. Discussion ensued relative to: The zoom function and range of the camera in the Public Works yard; Installing a gate at the Bedwell Bay Road entrance to the municipal parking lot; and Lighting the Public Works yard at night to improve security. That the Chubb Security Systems quotation dated May 21, 2008, to install alarm system upgrades to add the Emergency Generator Room and Public Works Garage to the Municipal Hall alarm system at a net cost of $2,244.77, be accepted. 8.2 Highway Maintenance Specification in BC Larry Scott, Superintendant Public Works / Building Inspector, provided a report dated May 21, 2008, regarding the endorsement of the BC Government and Service Employee s Union (BCGEU) draft resolution regarding enhanced monitoring and reporting of highways maintenance noting that: The report is intended to create a level of assurance for municipalities which have provincial highways running through their boundaries, that the highway maintenance work is being monitored and is lawful; The Village of Belcarra is not impacted as there are no provincial highways running through the village; and It is beneficial to have a level of confidence that roads within our region are being kept to specific standards. That the Village of Belcarra support the City of Burnaby s recommendations noted within the March 26, 2008 committee report titled Delegation from BCGEU-Highway Maintenance Specifications in BC. 9. COMMITTEE REPORTS 9.1 Public Works & Planning Councillor Ross It was noted that: The initial patch paving, curbs and pot holes has been completed, quotation requests for larger areas have been sent out; Replacement door locks and hardening of the Public Works building is being implemented; and The Municipal Hall fluorescent lights have been changed to low energy consumption, high efficiency bulbs. 9.2 Treaty Advisory Committee & Special Projects Councillor Richardson It was noted that: The board in brief bulletin is available on the LMTAC website; and A representative from the Provincial archaeology branch made a presentation at the last LMTAC meeting identifying 5 sites in Belcarra. 9.2.1 Lower Mainland Treaty Advisory Committee (LMTAC) Draft Discussion Paper That the Village of Belcarra endorse the LMTAC Draft Discussion Paper Developing a Local Government Perspective on Cooperative Management Agreements with First Nations. 8:09 pm Councillor Ross arrived at the meeting. 9.3 Protective Services Councillor Drake 9.4 Environmental Affairs Councillor Glover 10. MAYOR S REPORT Mayor Drew expressed condolences to the family of long time Belcarra Resident Sid Pegg who passed away suddenly on May 18, 2008. 11. FINANCE REPORT It was noted that there may be a delay in tax notice distribution due to an accounting system problem. 12. ADMINISTRATOR S REPORT 12.1 Staffing Requirements Lynda Floyd, Chief Administrative Officer, provided a report dated May 12, 2008, regarding increasing the staff complement by adding one full-time Administrative Assistant position. Discussion ensued relative to the challenges that staff are facing due to increased workload, new provincial regulations and requirements, and increasing financial reporting procedures. That increasing the staff complement to five employees with the addition of a full-time Administrative Assistant, be approved. Discussion ensued relative to the amount of work to justify adding a full time staff position instead of a part time position. 12.2 False Alarm Reduction Strategy Lynda Floyd, Chief Administrative Officer, provided a verbal report on the RCMP policy change in policing services for false alarm calls noting that: 28% of all calls to the Coquitlam RCMP for Belcarra are for false alarms which take resources away from legitimate emergencies; The Verified Response Strategy will require audible or one zone alarm incidents be verified by an alarm company or eye witness before the RCMP will respond; C:\Files\Word\Council Meetings\Minutes\Minutes 2008\05 26 2008\05 26 2008 Minutes.doc 4

Letters will be sent out with the tax notices notifying residents of this policy change; and In the future the Village could choose to implement a false alarm bylaw to reinforce the RCMP policy. Discussion ensued relative to the link on the Belcarra website providing information regarding this policy change. That the Village of Belcarra endorse the Coquitlam RCMP Verified Alarm Call policy. 13. BYLAWS 14. CORRESPONDENCE/PROCLAMATIONS That the following correspondence, as follows, be received. ACTION ITEMS 14.1 Joy Wang, Falun Dalfa Association of BC, May 4, 2008, requested that the Village of Belcarra proclaim May 2008 to be Falun Dalfa Month Honouring Truthfulness, Compassion and Forbearance. Seconded by: Councillor Ross That the Village of Belcarra proclaim June 7, 2008, as Access Awareness Day. 14.3 Glen Miller, E-Comm 911, May 12, 2008, requested that the Village of Belcarra appoint a designate for the E-Comm 911 board of directors for the 2008/2009 year. Moved by: Councillor Ross That the Village of Belcarra Council nominates Councillor Colin Richardson to represent the Village of Belcarra, City of Coquitlam, City of New Westminster, City of Port Coquitlam, and the City of Port Moody on the E-Comm board of directors for the 2008/2009 year. 15. NEW BUSINESS 15.1 Midden Road Parking It was noted that: Cars are being parked hazardously on the pavement on Midden Road; Installing no post concrete barriers will restrict the parking hazards; and The intersection of Bedwell Bay Road (westbound) and Belcarra Bay Road (eastbound) has become increasingly dangerous, as drivers are not stopping at the stop sign. That staff be directed to consult with the RCMP traffic safety advisor regarding the intersection of Belcarra Bay Road and Bedwell Bay Road. 16. UNFINISHED BUSINESS 17. NOTICES OF MOTION 18.
