Background on the 1 Intensification Strategy

What is Intensification? Columbus Rd. Winchester Rd. Intensification refers to development within Whitby s existing urban area. Province has mapped out the built boundary for Whitby, which defines Whitby s existing urban area. Whitby s existing urban area serves as the Study Area for the Intensification Strategy. Taunton Rd. Rossland Rd. Dundas St. Brock St. Thickson Rd.

What is Intensification? Intensification comes in a wide range of forms, from tall high-rise development to basement apartments.

Need for an Intensification Strategy Province s Growth Plan requires 40% of Durham s residential development to be accommodated through intensification. Durham ROPA 128 sets an intensification requirement for Whitby of 11,963 units between 2015 and 2031 (45% of Whitby s total residential growth). KEY QUESTIONS: We know that Whitby is going to grow. We know that the Province and the Region require some of this growth to happen through intensification. Where should future intensification be most encouraged to build a balanced, healthy and sustainable community? What priority should be given to opportunities for urban renewal and revitalization? How does Whitby want this to happen?

Need for an Intensification Strategy Whitby s Intensification Strategy will: 1. Look at the big picture. 2. Articulate where and how intensification should be accommodated in Whitby. 3. Set the policy context against which all individual projects will be evaluated, so that decisions aren t made on an ad hoc, piecemeal basis. Whitby s Intensification Strategy will NOT say yes or no to specific projects.

Where are the opportunities for intensification? Policy Context Public + Opportunities & Constraints + Comments = Areas of Opportunity

Public Comments Intensification should be planned to: bring more jobs and increase the local tax base; bring new stores and services to existing neighbourhoods; make better use of existing infrastructure; support new infrastructure, particularly hospitals and social services; diversify the residential mix, particularly new, affordable housing options for seniors; revitalize neglected areas and restore historic buildings; reduce car dependence; and reduce urban sprawl pressures.

Public Comments We must be careful to avoid: straining infrastructure and servicing, particularly traffic, roads and parking; concentrating high density housing, possibly leading to increased crime; negatively impacting existing neighbourhoods (e.g. noise, shadows, privacy, property values); and threatening the character of Whitby.

Public Comments Appropriate places for intensification: near transit service, particularly the GO station; vacant lands, brownfields; near amenities such as parks, recreation facilities and entertainment; and near jobs.

Public Comments Inappropriate places for intensification: stable neighbourhoods; areas that have insufficient servicing; near industrial uses; environmentally sensitive areas; floodplains and wildife areas; and areas that already have a lot of density.

Discussion Questions 1. Based on the analysis undertaken to date, the provincial, regional and local policy directions, and the input received at the first public workshop, four general types of areas have emerged as having higher potential for intensification: Centres Corridors Waterfront Places Commuter Stations What feedback or comments do you have on these areas that have been identified?
