Safety training for industry and government services www.falckrisc.com
Professionals in safety Already for over two decades Falck Risc has been offering education and training for dealing with incidents in the industrial and the public sector. Falck Risc stresses importance on competence training and competence assessment, a system developed internally. Falck Risc combines lessons learned from actual incidents with a realistic training facility to give a unique training experience. This way Falck Risc, in close collaboration with its customers can develop a capable emergency organisation able to deal effectively with an incident. Falck Risc is a part of the Danish multinational Falck A/S, which is more than a hundred years old and employs over 27,000 personnel. Falck A/S is an international supplier in the fields of assistance, emergency aid, healthcare and training. The training division of Falck has 20 training centres, in 8 different countries worldwide.
International reputation During the last twenty years, Falck Risc has acquired an international reputation in the field of safety training for fire brigade organisations. Annually more than 40,000 students from all parts of the world come to our trainingcenters in the Netherlands, located at Barneveld, Dordrecht and Rotterdam-Maasvlakte, to undertake realistic exercises using the unique training facilities. Falck Risc s training, covers all levels of the incident organisation within both the industrial and public sectors. Falck Risc has training programmes and recognizable training objects with associated scenarios for almost every form of incident and calamity relief within these sectors. Falck Risc are the training specialists in High Risk oil and petrochemical, interior fire fighting, crisis management, Hazmat, Rescue, SAVER extrication methods and Fire Brigade Diving. Falck Risc continually invests in quality improvements of its own organisation. For example the instructors come from the industrial or governmental sectors, minimally state qualified (fire brigade instructor) and they first follow extensive, internal training before they are allowed to teach. So the instructors can speak the language of the customer and use their vast experience of the business. Using an internal quality management system the instructors are continually tested and assessed on their competencies. Falck Risc s worldwide reputation can also be attributed to its Emergency Response Team which is deployed worldwide for fighting calamities, both onshore and offshore. The experience gained during these actual real life incidents can be utilised at the training centres.
Realistic training In comparison with other training centres, Falck Risc distinguishes itself through the use of recognizable, realistic training objects reflecting the environment of the customer. At Rotterdam-Maasvlakte training location, covering an area of approx. 4.5 hectares, wood, liquids and gases are utilised to make live fires, which can subsequently controlled and extinguished with water foam, powder and Co 2. Training props which include process installations, large surface fires, a block of flats, ships, trains, trams, a motorway and a swimming pool, make it possible to approach reality as closely as possible. Various realistic scenarios can be imitated on all of those props including large scale petro-chemical incidents and disasters in the public sector. The training grounds of Falck Risc at Barneveld, Dordrecht and Maasvlakte-Rotterdam are suitable for multidisciplinary exercises where the fire brigade, police and ambulance services learn how they can optimally cooperate as a team within the framework of, for example, crisis management and calamity relief. Environmentally conscious training In order to protect the environment, Falck Risc has closed sewerage systems, with own water purification installations. The closed sewerage systems prevents polluted extinguishing water from entering the soil and watercourses. The extinguished water is then purified and recycled, the quality of which is monitored on a regular basis.
Industrial Safety Training People are central to the organisation and their actions determine the course of the incident. Falck recognises 4 levels within an organization covering the Operational, Tactical and Strategic responses to an incident, to which the key roles need to be trained and assessed. At each level, the people are taught to act effectively and bring the incident under control as soon as possible. Fire brigade training for the government services The Dutch government has set out national standards for competence, to which operational fire fighters and officers of all levels will be assessed. Falck Risc is fully prepared and has readily implemented these standards, by developing a competence assessment system. The national standards define the performance/competence criteria required for a fire fighter/officer to do his/her task. With this appraisal system the competences of the fire fighters, at all levels, are mapped during the practical exercises. The fire projects are divided into various main subjects (practice cards). Although the practice cards have been outlined under the commission of the government, Falck Risc has written scenarios to match the national standards for competence as closely as possible. Falck Risc has a list of scenarios in which 90 % of the everyday situations can be carried out for training and assessments. Competence-oriented assessment system The core element of the assessment system developed by Falck Risc is the way how the competences of the students are evaluated and registered. All competences relating to a specific practice card are noted by qualified Falck Risc assessors. Each competence is provided with either sufficient, or registered as a point of attention (A). In this way all strong and weak points are highlighted and they are entered in the automated system. Subsequently the client will receive a written report for each student including the general recommendations of the assessor and an easy to read graphical representation indicating their personal competences. This report could be the basis for a personal development plan whereby the client can stimulate further training for that employee. The criteria for the new competency based exercises can be recorded and so used to measure performance and competency of every fire fighter.
Fire brigade training Falck RISC can offer training for basic, advanced and specialist roles in compliance with the Dutch National Fire Service Training Syllabus, training all roles from the basic firefighter up to and including the Chief Fire Officer. The training is concluded with an examination which is tested by the Dutch Fire Academy (IFV). Falck Risc offers competence-oriented education in a day time course. Interim assessments provide insight into the progress of the student. Falck Risc focuses on the student, giving intensive and individual attention, ensuring the person can be rapidly deployed in the client s organisation.
Crisis management It is vital to manage a (potential) crisis well. Personnel safety, maintaining production and preserving the company s reputation all require attention. Good cooperation and communication with all agencies involved in a major incident form the main subjects during the Crisis Management training at Falck Risc. Falck Risc supplies crisis management training on the basis of realistic scenarios. Central in this are both the internal and external communication. Internal: who decides, who acts and who informs. External: who talks to the press, who informs relatives and neighbours and how is the cooperation between the authorities conducted. Falck Risc - as no one else - makes the management of companies and government bodies conscious of the elements which are important in order to manage a crisis well. Crisis management starts with a process of awareness in the boardroom or the crisis centre. Not only the people on the shop floor must be trained, but also the top management. Only together they can effectively master a crisis.
Emergency Response Team 365 days per year, 24 hours per day, the Emergency Response Team (ERT) is on stand-by to be deployed in the event of fires on board ships, incidents with hazardous substances and/or refinery fires. This team of Falck Risc consists of specialists who, in addition to their daily activities, immediately fly out to the scene of the emergency together with their own equipment - anywhere in the world. The ERT is especially active in the maritime sector employed by government authorities, shipping companies, salvage companies and insurance companies. The commitment of the ERT makes the difference. The difference between damage limitation and total loss, between life and death.
