Advertisement City of District Heights Request for Proposals for Streetscape Improvement Project The City of District Heights is extending a Request for Proposals to all qualified companies to provide services to complete streetscape improvements in the 6000-6200 block of the commercial business district. This is a Federally assisted project utilizing funds under the Housing and Community Act of 1974. Work performed in carrying out a Federally funded project is subject to the following Federal laws and regulations: Housing and Community Development Act of 1974, Public Law 93-383, as amended; Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u; 24 CFR Part 135 (Economic Opportunities for Low- and Very Low-Income Persons); Executive Order 11246 (Equal Employment Opportunity); Clean Air Act of 1963, 42 U.S.C. 1857, as amended; 40 CFR Part 15 (Anti-Pollution Standards); Davis-Bacon Act, as amended, 40 U.S.C. 276a-276a-5, 29 CFR Parts 1, 3, 5, 6, and 7; Copeland (Anti-Kickback) Act, 48 Stat. 948, 40 U.S.C. 276(c); Contract Work Hours and Safety Standards Act, 40 U.S.C. 327-332; Fair Labor Standards Act; 24 CFR Part 35 (Lead-Based Paint Hazards); Civil Rights Act of 1964, Title VI, Public Law 88-352; and Section 504 of the Rehabilitation Act of 1973. Additional provisions may apply depending upon the nature of the work to be performed and the contract price. All procurement transactions will be conducted in a manner providing full and open competition consistent with the HUD standards, Sec. 85.36 and 24 CFR Part 85 and the City of District Heights procurement policy. Scope of Work The City of District Heights requests bid proposals from qualified landscaping firms to perform streetscape improvements in the 6000-6200 blocks of Marlboro Pike. The Streetscape Improvement Plan is part of a phased strategy to visually restore and improve the public and private infrastructure along Marlboro Pike, within the City s commercial business district. The program scope requires the hired Firm to make a comprehensive analysis of the existing streetscape as described in the City of District Heights Streetscape Improvements 6000-6200 Marlboro Pike and complete landscape improvements as described in the Attachment A: Plant List and Streetscape Maps (pgs 1-8), to transform the existing landscape into an attractive, low-maintenance, and environmentally sustainable area. In general, the firm will provide landscaping services for the following streetscape improvements: 1. Infrastructure improvements a. Fencing 2. Landscaping a. Trees, shrubs, grass, perennials, and mulching 3. Plant Maintenance a. The firm will also maintain the landscaping improvements for up to one year after the improvements have been completed. Please see the Plant list and Cost Sheet in Attachment A of this Request for bid proposals. Please also include a cost line item for plant maintenance in the Cost sheet. 3
City of District Heights STREETSCAPE IMPROVEMENTS (PART OF THE FAÇADE & INFRASTRUCTURE IMPROVEMENT PROGRAM PHASE II) Firm Expectations The selected firm will be responsible and expected to accomplish the following tasks: Firm Expectations The selected firm will be responsible and expected to accomplish the following tasks: 1. Review the following concept plans from Neighborhood Design Center (NDC). NDC s City of District Heights Streetscape Improvements 6000-6200 Marlboro Pike is attached in Attachment A. Firms must provide a valid and spam insensitive email address, with a large enough storage capacity to receive large pdf documents. 2. Perform a full survey of the area to be landscaped. The hired firm will take a comprehensive analysis of the site to be improved to ensure work can be performed according to plan, and to detect any issues, as it relates to their proposed improvements, to be brought to the attention of the City prior to a contract being executed. 3. Develop cost estimates. The firm will develop cost estimates per item, based on NDC s Plant List, enclosed in Attachment A. The firm will also be required to meet with the client to review the cost proposal. 4. Work Execution The firm will provide the City with a work schedule, explaining the time it will take to complete the streetscape improvements. 5. Permit Process. The city will be responsible for securing all permits for each project. However, the firm will be asked to provide assistance during the permitting process to help expedite the approval process. The firm will attend meetings with permitting agency, if necessary. 6. Progress Meetings. The firm will be required to attend biweekly progress meetings during construction. The frequency of the meetings may vary, depending on the need. 7. Project Inspections. The firm will be required to have a project supervisor dedicated to the project, to monitor and answer questions on their work. All completed projects will be subject to Third party inspections. 4
Proposal Requirements 1. Cost Estimate A fixed cost proposal, broken down by Cost per Item as outlined on the Plant List in Attachment A of this RFP. A line item for Plant maintenance should also be included in cost proposal. 2. Proposal Submission Letter of Interest and Firm s qualifications is required. 3. Licensed and Insured Firm must provide proof of professional license(s) and insurance liability. 4. Work Samples Firm will provide 2 work samples of professional streetscape/landscape work of a larger scale, with brief description. Samples are to be submitted, 1) via email in.pdf format, 2) CD, or Hard copies (please provide 3 hard copies with proposal) 5. Professional References Firm will provide 3 professional references. 6. The following will be added to the Request for Proposals for landscaping improvements: 1. Plant Maintenance a. The firm will also maintain the landscaping improvements for up to one year after the improvements have been completed. b. Please also include a cost line item for plant maintenance in the Cost sheet. 2. Landscape Plan Changes a. 5 Crape Myrtles have been removed from the Landscape Plan.
